    JANUARY-DECEMBER - 2012 January 2012 AVOID CONFUSION This world appearance is a confusion as the blue sky is an optical illusion. It is better not to let the mind dwell on it. Neither freedom from sorrow nor realization of one’s real nature is possible as long as the conviction does not arise in us that the world-appearance is unreal. The objective world is a confusion of the real with the unreal. – Yoga Vasishta THE MIND: It is complex. It is logical and illogical, rational and irrational, good and bad, loving and hating, giving and grabbing, full of hope and help, while also filled with hopelessness and helplessness. Mind is a paradox, unpredictable with its own ways of functioning. It is volatile and restless; yet, it constantly seeks peace, stillness and stability. To be with the mind means to live our lives like a roller- coaster ride. The stability and stillness that we seek, the rest and relaxation that we crave for, the peace and calmness that we desperately need, are not to be found in the arena of mind. That is available only when we link to our Higher Self, which is very much with us. But we have to work for it. – P.V.     PLP 2016-17-Unakoti EXECUTIVE SUMMARY 1. The theme of the PLP 2016-17 is “Accelerating the pace of capital formation in agriculture and allied sector”. 2. Kailashahar, the head quarter of Unakoti District is located at a distance of 175 km from the State Capital and it is connected by road only. Kumarghat, the second biggest town of the district is an important junction on the National Highway 44, connecting Agartala, Dharmanagar and Kailashahar. Chatlapur Bharat Bangladesh International Border is located at the district HQ-Kailashahar. 3. The district has 04 blocks & 02 Sub-divisions. Unakoti Hill, literally meaning, one less a crore in Bengali, hosts an ancient Shaivite place of worship with huge rock cut images and stone idols of Lord Shiva. It is the prime tourist spot of Unakoti district, recognised by ASI. The marvellous rock carvings, murals with their primitive beauty, waterfalls are the chief attraction. These rock cut carvings are huge in size and made on vertical walls exposed in the open atmosphere. 4. The district has a total population of 3,10,300 of which 90% are rural population. Agriculture and allied activities forms the backbone of the economy of the district. Of the total farmers, small and marginal farmers constitute about 85%. The district is rich in natural resources, however due to the absence of required infrastructure the district is lagging behind in development. 5. The district has 6 Commercial Banks, 2 Private Banks, 1 RRB, 1 StCB and 1 SCARDB. The branch network of the CBs, RRB and StCB are meeting the banking needs of the population of the district.

Sharma5 1,2,3,4Assam down town University, Panikhaiti, Guwahati-781068, Assam, India 5Government Ayurvedic College & Hospital, Jalukbari, Guwahati- 781014, Assam, India Abstract: Traditional medicine is the oldest form of medicine and modern medicine has its roots in it. The experienced folklore practitioners are very scientific in their approach and understand well the mind and body relationship. This has enabled them to treat their patients in an integrated and holistic manner. Indian system of medicine has identified around medicinal plants, of which 500 species are used in preparation of drug formulations. KiratDesh an ancient name of Tripura was well known as a land of hills and dates in the past and was very rich in flora and fauna diversity. Almost all the plants contain some chemical compounds that are beneficial to mankind and many of them are used for medicinal values. In Tripura, about 266 species have been found to have medicinal properties. Folklore practitioners of Tripura were studied for the use of indigenous medicinal plants in the treatment of bone fractures. They use a combination of herbal, physical and natural process for treatment. They know that natural resources that have nurtured the human race the secret of healing. Knowledge of Traditional medicine is like a family heirloom and is transferred by means of inheritance.

    Devising Pathways for Appropriate Repatriation of Children of Bru-Reang Community Ms. Stuti Kacker (IAS) Chairperson National Commission for Protection of Child Rights The National Commission for Protection of Child Rights (NCPCR) emphasizes the principle of universality and inviolability of child rights and recognises the tone of urgency in all the child related policies of the country. It believes that it is only in building a larger atmosphere in favour of protection of children’s rights, that children who are targeted become visible and gain confidence to access their entitlements. Displaced from their native state of Mizoram, Bru community has been staying in the make-shift camps located in North Tripura district since 1997 and they have faced immense hardship over these past two decades. Hence, it becomes imperative for the National Commission of Protection of Child Rights (NCPCR) to ensure that the legal and constitutional rights of children of this community are protected. For the same purpose, NCPCR collaborated with QCI to conduct a study to understand the living conditions in the camps of these children and devise a pathway for the repatriation and rehabilitation of Bru-Reang tribe to Mizoram. I would like to thank Quality Council of India for carrying out the study effectively and comprehensively. At the same time, I would like to express my gratitude to Hon’ble Governor of Mizoram Lt.
