Dear friends,

On behalf of the International University Sports Federation (FISU), I am very happy to welcome you to the 30th Winter Universiade 2021 in Lucerne.

As the Games approach, there is one thing that is certain: the challenges in reaching this point of preparedness have been without precedent. For us, together with the Organising Commit- tee to have made it this far is proof of huge determination on the part of so many, delivering on the promise of international univer- sity sport for thousands of young athletes. All of us at FISU are very much aware of the efforts that have been required from all involved to get this far, and are very much aware of the continued effort that will still be required before we are able to safely and successfully conclude the Lucerne 2021 Winter Universiade.

This "Heads of Delegation Manual" represents a part of that creativity and effort. It has been created to provide you with comprehensive information that will help you contribute to the success of the 30th Winter Universiade. We are deeply grateful to the Organising Committee of the Lucerne 2021 Winter Universiade and the supporting public authorities for their continued commit- ment to deliver an exceptional alpine experience. I personally am more than happy that the Winter Universiade is finally returning to my home country after 1962 in Villars and will give you all a warm welcome according to the motto of "Welcome Home". Welcome to Lucerne! We have been looking forward to the Winter Universiade 2021 for many years. It will be held around the wonderful Lake Lucerne, and in individual cases also a little further away. The pandemic has prolonged the wait by almost a year. The unprecedented upheaval since the beginning of 2020 hasn’t made preparations any easier for anyone, from the func- tionaries from participating associations to the local Organising Committee – and certainly not for the athletes. The last few months have been marred by uncertainty – but also marked by optimism. Sport teaches us to set ourselves ambitious targets and to pursue them with consistency, optimism and determination.

The Lucerne region has great conditions for an event of the highest quality. Our region’s landscape is truly unique – the ensemble of the lake, the mountains and the city of Lucerne can be described as the “Best of Switzerland” packed into a small space. We are confident that we will offer the athletes, the team officials and the members of the media who have come along an well organised event. You will find all the relevant information about it in this document.

Preparing for the competition has been anything but ideal, particu- larly for the athletes taking part. We are committed like never before to ensuring the event goes ahead without a hitch. The Host City Lucerne and all the competition venues are ready, and the warm-hearted, celebration-loving local population will also do everything they can to ensure that you enjoy an unforgettable stay. Finally, the only thing that remains is to wish everyone taking part a successful competition!

The ”Welcome home” motto relates directly to two of the regions core values – hospitality and tradition. The hotel and tourism industries have a great tradition in Central Switzerland and it is very important that the guests feel at home. In addition, after 59 years, the event is returning to Switzerland and thus to the home of winter sports (as a reminder, the 2nd Winter Universiade took place in Villars, Switzerland back in 1962). 15 5. Accreditation

Accreditation determines the roles and responsibilities of the participants as well as the venues and services available to them to ensure the safety of all partici- pants of the 30th Winter Universiade 2021.

Only athletes who meet the following requirements can participate in the Lucerne 2021 Winter Universiade:

• A thletes must be at least 18 and no older than 25 years of age on the 31 December of the year of the event (athletes must be born between 1 January 1996 and 31 December 2003).

• S tudents who are currently officially registered as studying for a degree or diploma at a university or similar institute whose status is recognised by an appropriate national academic authority of their country, or former students of the aforementioned institutions who have obtained their academic degree or diploma in the calendar year preceding the event.

For delegation officials' accreditation, FISU Regulations for Lucerne 2021 apply. The online accreditation process starts with the Intention of Participation Form and ends with the submission of the Individual Entry Form on 11 November 2021.

After logging into the Online Accreditation System (OAS), a list of tutorials for the registration process is displayed.

The Sport Entries team will get in touch with each delegation prior to the start of the Universiade in order to pre-schedule a suitable date and time for a SEM. During the SEM, the Head of Delegation shall verify and confirm sports entries or make changes to them if necessary, at the Sport Entries Desk. During the 1st Team Captains’ Meeting in the relevant sport, the HoD shall confirm and sign the official entry list of competitors.

6.3. A thlete Replacement

The deadline for submission of Individual Entries for participation in Lucerne 2021 Winter Universiade competitions is 11 November 2021. After this deadline, only cancellation or replacement with athletes who have already registered in the OAS (long list of athletes) is possible. The OC may only allow a permanent replacement of one athlete or official by another if an official request from the delegation is addressed by email to sportentries@winteruniversia- de2021.ch until the respective Sport Entries Meeting and approved by the OC who will make the necessary changes in the OAS. The list of participating athletes of the delegation will be reviewed and confirmed by the HoD at the Sport Entries Desk upon arrival at the MAC, or in Lenzerheide, St. Moritz respectively. After confirmation at the Sport Entries Desk, changes will only be possible in accordance with the late athlete replacement policy in exceptional circumstances (due to injury, illness or other emergencies) that are assessed on a case-by-case basis.

The late athlete replacement policy will be submitted at a later stage.

10.7. Loss/Damage Deposit

The OC requires a deposit in case of any possible loss or damage. This deposit will cover all losses or damages in the accommodations as well as the mobile phones provided to the delegations by the OC. The amount of the deposit will depend on the number of delegation members and is set in euros. The full amount of the deposit needs either to be blocked on a credit card upon accreditation in Lucerne or to be paid to the OC by 27 November 2021 (please note: any bank charges must be borne by the delegation). If the delegation has caused no damage as of the time of its check-out, then the amount of the deposit will be returned in full by 10 January 2022 at the latest.

The allocation to each hotel is made exclusively by the Organising Committee, depending on the delegation size, the number of available rooms and the athlete’s sport. No changes are allowed after the OC has designated the hotel. However, room assignments are made directly by the delegations. If possible, extra officials are accommodated in a hotel where their delegation is staying. Single rooms are only guaranteed for Heads of Delegations, Deputy Heads of Delegations and Team Physician. Rooms are equipped with, but not limited to, a bed, WC, bath or shower, wardrobe, TV / WLAN and phone. Free WiFi is available in all hotels.

Water, different soft drinks, dispensers for hot drinks, a buffet table with fruit, muesli bars and snacks are provided in athletes lounges/changing rooms at the competition venues.

The HoD should order the number of meals required at the competition venue no later than 11:00 the day before. The detailed process will be shared at a later stage.

22.2. Uniform Guidelines for Curling and Ice Hockey

Please note that Ice Hockey and Curling uniforms must follow the FISU Uniform Guidelines. All NUSFs participating in the Winter Universiade 2021 Ice Hockey or Curling tournaments must send their uniform design to FISU for approval two weeks before production and at the latest three months before the Lucerne 2021 Winter Universiade by sending photos of the front, back and each side (sleeves) of each uniform to FISU Games Winter Department ([email protected]) and FISU Marketing Department ([email protected]).

Even though access to most competition is free of charge all spectators must be in possession of a ticket to attend any event. Tickets will go on sale to the public at the beginning of November 2021 at the latest. Delegations will be able to purchase additional tickets a few weeks before the official opening of the platform. Tickets can be exclusively purchased via the online ticketing platform and printed at home or shown on a mobile device. Tickets do not include transport.

For delegation members there will be a reserved area on the grandstands to view the competitions. Access to these areas is on a first come, first served basis. Exceptions apply to the Ice Hockey semi-finals and finals, where there will be reserved capacities for the final four teams remaining in the tournament. The crisis management procedures have been defined and instructions for the evaluated security risks drawn up. 92 26. FISU World Conference

The FISU World Conference on "Innovation, Education and Sport" will be held on 13 and 14 December 2021.

Under the main topic "Challenges and Opportunities in Sport in Modern Society", researchers will focus on three sub-themes: "Dual career", "Digitalisation" and "Women in top-class sport". The programme will be very varied and offer both established and young scientists a platform to present their research to an international audience. Each of the three sub-themes will be introduced with a keynote, followed by a panel discussion. The research questions will then be explored in greater depth in parallel sessions. The most important results will be summarised in the plenary before the closing ceremony.

The conference will take place at the University of Lucerne and is organised by the University of Lucerne, the Universities of Teacher Education Lucerne, Zug and Schwyz, the Universities of Applied Sciences of Lucerne and of the Grisons as well as the Swiss Federal School of Sport Magglingen SFISM. The conference language is English.

After two days of lectures, a third day will enable participants to visit sport competitions and cultural events. Different packages are available for participa- tion.
