Customer Experience and Stations 4.1 Customer Experience 4.2 Stations The East Midlands public consultation will contain questions that cover a variety of topics in each of the ITT sub-plans Public consultation The aim of the East Midlands franchise consultation is to seek views from stakeholders to inform the specification of the new franchise, as set out in the ITT. The approach taken to increasing awareness of the consultation will include public consultation events, posters/leaflets at stations, DfT website and twitter. The responses will be collated, assessed and then summarised in a Stakeholder Briefing Document, which will be published alongside the ITT. Input from stakeholders during the public consultation is key to the DfT producing an ITT that meets the needs of passengers and local communities. As detailed above, the consultation will be widely publicised using a variety of media but we would welcome thoughts on: How we can reach the maximum number of stakeholders using existing communication channels of EM Councils members? How we could combine public consultation events with existing forums of EM Councils members?     Acquisition by Arriva Rail North Limited of the Northern rail franchise Summary of final report 2 November 2016 Background 1. On 20 May 2016, the Competition and Markets Authority (CMA), in the exercise of its duty under section 22(1) of the Enterprise Act 2002 (the Act), referred the completed acquisition by Arriva Rail North Limited (ARN), a wholly-owned subsidiary of Arriva plc (Arriva), of the Northern rail franchise (the Northern Franchise) (altogether the Merger) for further investigation and report by a group of CMA panel members (inquiry group). Throughout this document, where appropriate, we refer to Arriva, ARN and the Northern Franchise collectively as ‘the Parties’. 2. In exercise of its duty under section 35(1) of the Act, the CMA must decide: (a) whether a relevant merger situation has been created; and (b) if so, whether the creation of that situation has resulted or may be expected to result in a substantial lessening of competition (SLC) within any market or markets in the United Kingdom (UK) for goods or services. The rail and bus sectors in Great Britain 3. Franchised train operating companies (franchised TOCs) operate passenger rail franchises and are awarded the right to run specific services within a specified area for a specific period of time, in return for the right to charge fares. Where appropriate, franchised TOCs receive financial support from the franchising authority, which is currently the Rail Group in the Department for Transport (DfT).1 There are currently 16 franchises operating in England and Wales and two in Scotland. 1 Transport Scotland is the franchising authority for the ScotRail and Caledonian Sleeper franchises.

Zunächst galt das Unternehmen als wirtschaftliche attraktive Akquisition für die DB AG. So erwirtschaftete Arri- va Anfang der 2010er-Jahre mit rund 50 000 Mitarbeitern einen Jahresumsatz von mehr als 5 Mrd. Euro. So sollte zumindest der ursprüngliche Kaufpreis von rund 3 Mrd. Arriva Rail North Ltd (ARN), a subsidiary of Arriva UK Trains Ltd, is the operator of the new Northern Franchise commencing on 1 April 2016, replacing the operations of Northern Rail Ltd and taking over certain services of the current TransPennine Express franchise. As part of its bid for the Northern Franchise, ARN was required to meet relevant provisions relating to timetables of the Invitation to Tender (ITT) issued by the Department for Transport. This included, “The Bidder’s proposed all-day Weekday, Saturday and Sunday timetables for December 2017 and December 2019, including (at least for Weekdays between 0700 and 1959 and also on Saturday, in instances when the Bidder proposes to operate a higher service frequency than on weekdays) the proposed timings for other passenger service and freight operators’ services”. Such timetables were required to comply with a number of provisions of the ITT, including Train Service Requirements specifying features required of such timetables. The ITT stated further, “Bidders must also provide sufficient evidence to satisfy the Department that their proposed timetables for December 2017 to the end of the Franchise Term leave sufficient capacity for [inter alia] other passenger and freight operators to operate the same level of service as in their December 2014 timetables (except where otherwise stated).

Our Managing Director, Tom Joyner, has asked that I reply on his behalf as he is currently away from the office conducting a colleague tour across the network. Arriva Trains Wales is committed to improving our assisted travel provision for our customers. Improvements in several areas have been realised this year that support this aspiration, with many more in the pipeline to be delivered soon. We believe that the creation of the Assisted Travel advisory Group will assist greatly in ensuring the industry has a clear understanding of requirements and aspirations in this area and we would welcome the opportunity to be involved from an early stage.     51m Response to HS2 Phase 2 Consultation on the Route from the West Midlands to Manchester, Leeds and beyond 51m RESPONSE TO CONSULTATION ON HS2 Overview 1. 51 m is the cross party Alliance of nineteen local authorities who have come together to review and challenge the case for HS2. 2. Each of the councils has signed up to the following position statement: “We are opposed to the current High Speed rail proposals as they are presently outlined and do not believe that they are in the best interests of the UK as a whole in terms of the benefits claimed in the business case. We are not opposed to the need for higher speed rail per se and fully acknowledge the need for strategic improvement to the national rail infrastructure but cannot agree with the current proposals as the economic and environmental benefits are not at all credible. We do not believe that all the other alternatives to achieve the transport capacity, regeneration and environmental benefits have been fully explored by the Government and with in excess of £30billion (now £50 billion) proposed to be invested, we owe it to the nation to ensure these are fully explored.” 3. 51m has previously responded to the Phase 1 consultation as well as making representations/submissions to the Transport Select Committee, the NAO, TfL and the Public Accounts Committee in relation to HS2. 4. 51m has sought Judicial Review on a number of aspects of the Government’s decisions in January 2012 to proceed with the HS2 project and also sought appeal on a number of aspects of the findings of the judicial review.
