Transferring Provincial Department Department of Cooperative Governance and Traditional Affairs 2. Purpose To assist medium and small Municipalities experiencing severe financial problems to restructure their financial positions and organizations over the medium term. 3. Measurable Outputs The provision of Limited Financial Assistance to those Municipalities facing critical financial problems. 4. Conditions The transfer of Limited Financial Assistance to the Municipality facing critical financial problems is subject to the following conditions: Where applicable, the Local Municipality follows due Supply Chain Management process in the appointment of service providers and provide documentary thereof to the Department. The Local Municipality acknowledges receipt of the funds as per the prescribed Limited Financial evidence Assistance Return Certificate attached hereto. The Local Municipality includes the allocation amount in its Adjustment Budget; The Local Municipality uses the full and total amount for the exclusive purposes for which it was granted, no portion of the allocation will be permitted to be apportioned towards any administrative handling/processing fees or levies whatsoever; The Local Municipality reports back on compliance with these conditions and submit supporting documentation in this regard to the Department within 30 calendar days after receipt of the funds. 5. Allocation criteria Allocations are based on financial position of Municipalities. 6. Monitoring mechanism Submission of Financial Assistance Receipt Return Certificate supported by bank statement. Proof that the full amount transferred was exclusively appropriated for the sole intended purpose as per the original application for Limited Financial Assistance supported by invoices, payment vouchers and bank statements. 7. Projected Life Payment of R3,500,000 for Letsemeng and R3,500,000 for Mohokare will be paid respectively, the appropriation of which must be reported back on or within 30 days from date of receipt 8. Payment Schedule Payment with regard to financial support will be made according to the conditions of paragraph 4. 9. Reason not incorporated in According to Section 154(1) of the Constitution, the National Government and the Equitable Share Provincial Governments, by legislative and other measures, must support and strengthen the capacity of Municipalities to manage their own affairs, to exercise their powers and to perform their functions. 10. The time span is chosen to cover the period of preparations for the 2010 World Cup as well as time after the event (until 2013 when our data sample in the paper ends). The reason for extending the time span beyond 2010 is that some projects related to the World Cup, that are of interest for our study, started before the World Cup but continued after 2010. The whole list includes 127 projects, divided into 8 categories:1 • Airports • Stadiums • Training stadiums • Water projects • Road projects • Public transport projects • Rail projects • Other transport and logistics projects Among all these projects, 72 are explicitly related to the 2010 World Cup and classified as a treatment in the paper. In the baseline analysis, we consider as treatment those 61 World Cup related projects that have been conducted in nine municipalities with a World Cup venue.

The Council for Geoscience (CGS) is the national custodian of all geoscientific information and its dissemination to stakeholders and clients. The Geoscience Act (Act No. 100 of 1993) and its Amendment (Act No. 16 of 2010) states that geoscience data and information records published by the CGS in the form of maps, documents and databases are to be made available to stakeholders and clients. This provision gave rise to the development of the Pricing guidelines. Through the guidelines, the cost of data and information has been updated to ensure that the prices are current but yet affordable to the various categories of stakeholders and the public. The Pricing guidelines necessitated the development of a Data and Information Catalogue. This catalogue outlines the different categories of maps and databases available at either a cost or no cost. Moreover, in an effort to streamline data and information management, the organisation further adopted a Data and Information policy and subsequently appointed a Public Information Officer to streamline the function of the dissemination of data and information on behalf of the organisation and its key stakeholders.
