Date: 27th November, 2020 A webinar held on 27th November, 2020 from 03:30 PM to review the progress of construction of Urban Primary Health Centers (U-PHCs) under National Urban Health Mission (NUHM) with the respective officials and representatives from the NKDA,DH&FWSs and ULBs in presence of the Joint Secretary, UD & MA Department, Govt. WB cum Additional Director, SUDA, West Bengal and the State Nodal Officer, NUHM, H&FW, Department, Govt. of West Bengal.

As of now, one-hundred-thirty-three (133) constructions of new U-PHC buildings got completed, out of one-hundred-seventy-three (173) sanctioned in West Bengal. Construction works of the remaining forty- (40) U-PHCs are yet to be completed. Thus, the major emphasis was given on this review to explore the areas of constraints of the above forty (40) U-PHCs.

Following decisions were taken:- i) Construction work of Alipurduar UPHC- 1, Ward No 16, Alipurduar Municipality had been withheld after completion of forty-percent (40%) civil work due to some technical issues. The matter is lying under the disposal of the Departmental Tender Committee (DTC), H&FW Deptt., Govt. WB. The decision of DTC will be communicated to the ULB.

ii) Three (3) U-PHCs had been sanctioned for Basirhat Municipality in FY 2014-15, out of which, eighty-five-percent (85%) civil construction work for two (2) is completed. However arrangement for water connection and electrical work are yet to be done. Vetting of electrical estimate is lying pending with KMDA as per information given by Basirhat Municipality. Construction work has not yet been started at remaining one U-PHCs though the land was identified near R.N. Mukherjee Road, Ward No.-19, Bhabla. As per their information,

a single bidder has submitted a proposal in 2nd tender notification and the same was forwarded to District MED for approval.

In this context, the Basirhat Municipality has been requested to write a letter to the Joint Secretary, UD & MA Department along with the detailed documents for necessary actions. They have been requested to shift their laboratory from existing location outside the U-PHC premises to newly constructed U-PHCs.

iii) Asansol MC has been requested to complete the construction work within 15th January, 2021 in respect of the following U-PHCs:- • UPHC 14, [arnuria, Ward No. II, Sripur Rana Colony (Physical Progress -85%) • UPHC 21, , Ward No. 67 (Physical Progress-70%)

Constructiorrworkof UPHCc17 could notbe started atRaniganj, Ward No. 36 Sishubagan under Asansol MC because of land related issues. The matter is sub judice and lying

Page 1 of 4 11, under the judiciary for its disposal. Asnasol MC has been requested to identity alternative site, if the difficulties of land could not be resolved.

Following three (03) existing PHC building at Kulti areas have been renovated by Asansol . MC to function as Urban Primary Health Centers (U-PHCs) out of fund earmarked for construction of new U-PHC building. • U-PHC 23, Kulti, Ward No. 99 Bidyanandapur, • U-PHC 20 Kulti Ward No. 102, , • U-PHC 19, Kulti Ward No. 18, Kumardiha

Existing buildings still do not meet-up the requisite standard as per model specification of U-PHCs. Provisions of laboratory as per requirement are not there.

Under the above circumstances, Asnasol MC has been requested to take actions as noted below:- • A request letter is require to be sent by the Asnasol MC to State Nodal Officer, NUHM through the CMOH, Paschim Bardhaman with a copy to SUDA for departmental no objection certificate (NOC) to utilize the existing PHC buildings as U-PHCs under NUHM. • Prepare estimate for establishment of laboratory with the above three U-PHCs. Requisite funds may be sanctioned out of NUHM fund if not allotted in earlier occasion. iv) Newly constructed U-PHC building at Ram Krishna Pally, Ward No. 13, Manigate, R.K.

Pally, at Durgapur MC will be inaugurated within 10th December, 2020. Durgapur MC may utilize the NUHM fund out of their total unspent balance as pool funds if total fund not received as per entitlement. v) Howrah MC has been requested to complete the following ongoing construction work

and make the U-PHCs functional within 15th January, 2021 • UPHC 13 Ward No.4, 19 Satya Narayan Temple, Road Salkia Howrah 711106- (Physical Progress -70%) • UPHC 14 Ward No.2, 55A Naskar Para Road, Howrah 711107-(Physical Progress - 70%) • UPHC 18 Ward No. 40, 14 Gopal Lal Chowdhury, Lane, Howrah 711302-(Physical Progress-90%) • UPHC 22 Ward No. 55, 36 Banku Behari Ghosh, Lane, Howrah 711202-(Physical Progress-90%)

Howrah MC has also been requested to write a letter to the Joint Secretary, UD & MA Department for following U-PHCs where land were identified but construction work could not be started till date due to some technical issues between Howrah Improvement Trust (HIT) and RR Department.

Page 2 of 4 • UPHC 21 Ward No. 22, East West Road Tikiapara, Howrah 711101 (HIT handed over the land, area demarcation is yet to be done) • UPHC 24 Ward No. 47, Dharsa Govt Colony Howrah 711104 (NoC is yet be received from RR Department) vi) Howrah MC has been requested further to identity the land immediately for construction of new U-PHC building and inform the same to the State Nodal Officer, NUHM with a copy to SUDA for disbursement offunds for initiation of work • UPHC 19 • UPHC 20 • UPHC 25 • U-PHC 26 vii) Constructions of following two (02) U-PHCs are not yet completed at Berhampur Municipality though State has released total fund to complete the construction work. In this connection, Executive Officer of the Berhampur Municipality reported that they have shortage of fund around Rs 50 Lakh under the head of construction following some issues related to diversion of funds. • UPHC 1, Ward No.2, Puraton Kuthi Road, Cossimbazar (physical progress 80%) • UPHC 3, Ward No.8, Kantanagar Road, Khagra, (physical progress 95%)

Under the above circumstances, EO Berhampur Municipality has been requested to send a requisition of fund to the Joint Secretary, UD & MA Dept. and Addl. Director, SUDA for reimbursement of fund for construction out of 14th Finance Commission. Remaining construction work must be completed within 15th January, 2021. viii) Kandi Municipality has been requested to finish the remaining construction work within 15th January, 2021, State has released total fund as per entitlement DH&FWS, Murshidabad may please be requested to release the fund to Kandi Municipality. ix) Domkal Municipality has been requested to identify the land for construction of two new U-PHC buildings and place requisition of fund to the State NUHM Cell through DH&FWS, Murshidabad immediately. x) Bhatpara Municipality, Bidhannagar MC, Kamarhat Municipality and Panihati Municipality under North 24 Parganas District have been requested to complete their remaining construction work (as noted below) within 15th January, 2021

Rs. 22.50 Lakh out of 75:00 Lakh has already been released for said construction. Work not started till date. xii) Purulia Municipality, Raiganj Municipality and Haldia Municipality have been requested to complete their construction work as per deadline given below- Physical Deadline for District ULB U-PHC Progress completion UPHC-2, Purulia 15th January, Purulia HIDCOCampus, 85% Municipality 2021 Ward No. -10 U-PHC-2, Sri Sri Ma Uttar Raiganj Saradarnoni pouro 26th February, 10% Dinajpur Municipality sasthyo seba kendra, 2021 Debsharma Para, Ward No.2 Raghunathchak UPHC Purba Haldia 2, Rarnnagar Colony, Tender Process 26th March, Medinipur Municipality Ward-6, near Completed 2021 Mithapukur, xiii) Kalirnpong Municipality has been requested to identify a suitable land for construction of a U-PHC under NUHM. Rs. 22.50 Lakh out of 75:00 Lakh has already been released to initiate the said construction work. They have also requested to arrange a rented building until the construction of new U-PHC is completed.

Review concluded with tanks to all the officials and representatives of the concerned from NKDA,Districts and ULBs with the request to take necessary actions as per decision taken in the above review. *********************
