    CHAPTER ONE INTRODUCTION 11 Lepcha is a Tibeto-Burman language spoken in Sikkim, Darjeeling district in West Bengal in India, in Ilm district in Nepal, and in a few villages of Samtsi district in south-western Bhutan. The tribal home- land of the Lepcha people is referred to as ne mayLe VÎa ne máyel lyáng ‘hidden paradise’ or ne mayLe malUX VÎa ne máyel málúk lyáng ‘land of eternal purity’. Most of the areas in which Lepcha is spoken today were once Sikkimese territory. The kingdom of Sikkim used to com- prise all of present-day Sikkim and most of Darjeeling district. Kalim- pong, now in Darjeeling district, used to be part of Bhutan, but was lost to the British and became ‘British Bhutan’ before being incorpo- rated into Darjeeling district. The Lepcha are believed to be the abo- riginal inhabitants of Sikkim. Today the Lepcha people constitute a minority of the population of modern Sikkim, which has been flooded by immigrants from Nepal. Although the Lepcha themselves estimate their number of speakers to be over 50,000, the total number is likely to be much smaller. Accord- ing to the 1991 Census of India, the most recent statistical profile for which the data have been disaggregated, the total number of mother tongue Lepcha speakers across the nation is 29,854. While their dis- tribution is largely in Sikkim and the northern districts of West Ben- gal, there are no reliable speaker numbers for these areas. In the Dar- jeeling district there are many Lepcha villages particularly in the area surrounding the small town of Kalimpong.

    GAIL (India) Limited JAGDISHPUR – HALDIA & BOKARO -DHAMRA NATURAL GAS PIPELINE (JHBDPL Phase-II) Brief Report on Jagdishpur- Haldia & Bokaro- Dhamra Pipeline (JHBDPL Phase-II) Project Page 1 of 8 GAIL (India) Limited JAGDISHPUR – HALDIA & BOKARO -DHAMRA NATURAL GAS PIPELINE (JHBDPL Phase-II) 1.0 Introduction: 1.1 MoP&NG granted authorization to GAIL (India) Ltd in July 2007 for laying of Jagdishpur - Haldia Pipeline (JHPL) with design capacity of 16.00 MMSCMD including 4.00 MMSCMD as common carrier. Despite the initial active engagement, the Project had to be kept on hold due to non-execution of Kakinada-Haldia Pipeline by Reliance, fall in domestic gas from KG-D6, delay in revival of fertilizer plants and non-tie-up of gas with anchor load customers. 1.2 Further, in view of the cabinet approval for revival of FCIL- Gorakhpur & HFC -Barauni and allocation of Daman field Gas by MoP&NG to FCIL-Gorakhpur, the project is being revived as the energy corridor for eastern India. Subsequently, it was clarified by MoP&NG that Bokaro - Ranchi - Angul - Paradip / Dhamra Pipeline will be clubbed with JHPL and gas pipeline loop would be completed from Phulpur to Paradip / Dhamra. Such CPCs will directly operate under the administrative control of the DC (F&S)s and overall supervision of the Director, DDP&S of Food and Supplies Department. The Governor is now pleased to decide that a total number of 350 (Three Hundred and Fifty) nd CPCs out of which 293 are 1st CPCs ,55 are 2 CPCs and 2 are additional CPCs,will be operationalised as shown in the table below. The registration of new farmers in 1st CPCs will commence from 1sI October 2020 and paddy purchase will commence from 1st November 2020. INTRODUCTION: 1.1 Darjeeling District has four Sub-Division namely Darjeeling, Kurseong, Kalimpong and Siliguri. Three Sub-Division are located in hill region and are is in plan. Kurseong is one of the hill Sub-Division with longitude and latitude as 880 17m East and 260 53m North respectively. 1.2 Historical perspective - In the year 1835 Darjeeling was selected and acquired by the then British India Govt. for the purpose of establishing health sanatorium and summer residence for their officers and the soldiers. The first road to Darjeeling via Kurseong was constructed from Titalya, which is also known as Military Road, as it was also meant for the Military purposes. But it has remained unplayable for the last five or six decades due to non maintenance and on constructing one more road, Hill Cart Road now known as Tenzing Norgay Road, connecting the plains of Bengal with Darjeeling via hilly sub-stations viz. Tindharia, Kurseong, Sonada and Ghoom. As far as the history goes, Darjeeling area including Kurseong was a part of Sikkim and it was in the year 1835 leased to the British India Govt. by the then Rajan of Sikkim on yearly remuneration. The original inhabitants of Kurseong and Darjeeling were the Lepchas and the word ‘Kharsang’ now known as Kurseong comes from the Lepcha word, meaning ‘The land of White Orchids’: botanically known as Ceologeny, which grows abundantly in the trees and rock crevasses here. 1.3 Background of Kurseong Municipality – Kurseong Municipality was established in the year 1879.
