JOINT BILATERAL APPROACH IN THE LEITHA/LAJTA BASIN FOR FLOODRISK MANAGEMENT STEFAN HAIDER, BÜRO PIELER ZT GMBH KAROLY GOMBAS, EDUVIZIG EUSDR SIDE EVENT PROACTIVE LAJTA/LEITHA FLOOD RISK MANAGEMENT INTERREG V-A | ATHU33 PROJECT | 2016-2018 PLACE|DATE: MOSONMAGYARÓVÁR, 05.07.2017 flood risk – status quo C onflicting facts – flood discharge in the floodplains across the national border – differences in national boundary conditions • legal rules concerning flood protection • guidelines concerning hydrologic / hydraulic methods • implementation of the EU Flood Directive (e.g.APSFR categorization) Reference to the EU Flood Directive • 10) […] Hence, objectives regarding the management of flood risks should be determined by the Member States themselves and should be based on local and regional circumstances. • 13) […] In particular, Member States should refrain from taking measures or engaging in actions which significantly increase the risk of flooding in other Member States, unless these measures have been coordinated and an agreed solution has been found among the Member States concerned. • The EU FD provides a framework how the „harmonization” should be carried out. goals/degrees of cooperation Relation between the countries • Levels of integration: – Information and data exchange – Coordination between methods – Total harmonization • Contact points between member states – EU WG-F (EU wide) – ICPDR (Danube basin wide) – Danube Strategy (Danube basin wide) – bilateral water commission (regional) – local cooperation (s.g. common projects) – informal, personal connections (location-free) • Other tools: special agreements, memorandum, joint plans The Austrian–Hungarian Water Commission • In general typical upstream-downstream relation (365 km border) • Official connection is well settled: – „Agreement between the People’s Republic of Hungary and the Republic of Austria about regulation of the water management issues in the border region” signed: Vienna, 09/04/1956 , force: 31/07/1959 • The extent of interest is a 6+6 km wide zone along the border • Information & coordination: – „without the other acknowledgement of the other contracting party, the parties do not carry out such works, that would have adverse effect on the water conditions on any parties’ land” – „the parties ..[…].. urgently notify each other if they notice flood, ice or other hazard regarding to the border (crossing) rivers” • The parties share the maintenance cost of designated defence structures and riverbeds Leitha/Lajta basin Schwarza Leitha Lajta AT HU Pitten Leitha/Lajta border region Leitha Leitha/Lajta border region flood hazard Qmax30 = 3 m3/s Qmax100 = 7 m3/s Qmax300 = 48 m3/s Gattendorf Qmax30 = 113 m3/s Qmax100 = 130 m3/s Qmax30 = 89 m3/s Qmax300 = 191 m3/s Qmax100 = 95 m3/s Qmax300 = 102 m3/s Project CEframe Title – CEframe – Central European Flood Risk Assessement and Management Pilot rivers Border rivers in central Europe – Thaya (AT/CZ) – March (AT/SK) – Leitha/Lajta (AT/HU) EU-program: Central European Programme duration: 2010 - 2013 partners Leitha: North-Transdanubian Water Directorate Györ Regional Governement of Lower Austria Austrian Ministry of Agriculture, Forestry, Environment and Water Management CEframe – Leitha/Lajta Project goal • development of approaches and recommendations for flood risk management on border crossing rivers in accordance with the EU-flood directive and their sustainable implementation Activities • joint flood hazard and flood risk maps • comparison of national guidelines and methods • strategies for structural and non-structural measures • involvement of the bilateral water commission Degree of integration • information - coordination - harmonization CEframe-Results • Thesaurus of 190 technical terms in 5 languages • Joint hydrologic data and unsteady 2d-modelling • Joint flood hazard and risk maps, risk calculation • Memorandum of Flood Protection, elaborated by the AHWC • Concept for regional implementation • Emergency handbook • www.ceframe.eu CEframe-Memorandum • cooperation, periodic exchange of information, and coordination of measures in the boundary region • joint letter of intent to develop a flood management strategy and to adopt it in the bilateral water commission • flood capacity up to 140 m³/s between the outer dams of the two channels • integrated measures für ecological improvement and flood protection The PLATFORM-Project Projekt aims – Implementation of the CEframe Memorandum which supports the AHWC activities and decision making – Strategic - Development of a flood protection concept – Planning - Optimization of the discharge distribution and the river bed conveyance of the Leitha in the Austrian-Hungarian border region – Realization - measures in the field for flood mitigation Program: INTERREG V-A / Austria-Hungary Duration: 01.07.2016 – 31.12.2018 Budget: € 278.000 (Ungarn € 169.500, Österreich € 108.500) Area: Leitha/Lajta Nickelsdorf - Mosonmagyaróvár Partners: North-Transdanubian Water Directorate Amt der Bgld. Landesregierung – Bundeswasserbauverwaltung PLATFORM – project goals • Definition of measures to prevent flooding outside of the outer dams, using existing reservoirs and the primary levees with regard to ecological aspects • Technical support for the decision of the Bilateral Water Commission in drafting a strategic concept for long- term flood risk mitigation in the border area • Raising flood risk awareness and regional information: civil forums and joint field practices PLATFORM - actions Austria Hungary hydraulic model AT hydraulic model HU dam inspection hydroecological evaluation optimization of retention areas planning of flood protection & improvement of fish migration ecological improvement removing discharge obstacles PR activities forums – field practices joint flood risk management strategy AT-HU structural measures AT flooding of the left floodplain integration of cut-off meander Structural measures HU Building fish pass and rehabilitate diversion channel Removal of abandoned bridge piers Establishment of solid platform for mobile pumping Re-establishment of conveyance capacity in the main riverbed for 2 km Restore bridge cross- section BUILDING FISH PASS AND REHABILITATE DIVERSION CHANNEL REMOVAL OF ABANDONED BRIDGE PIERS Unique collaboration • The Austrian-Hungarian Water Commission is the main decision making committee permanently since 1959. • The Leitha/Lajta flood management issues are handled on a mutually accepted way (and in joint projects for 10 years now). • Additionally the information exchange is on daily basis. Many good personal connections have been established and these are boosting the efficiency. • The Memorandum of understanding seems an appropriate and vital tool for the future cooperation and inititated the consecutive project. • Sharing data is important, e.g. hydrological conditions at the borderline are mutually accepted and discussed annually. • Harmonization is not intended in the second cycle of the implementation of the EU Flood Directive.
