Smart Cities Conference

I am honoured and privileged to host the first’ Smart Cities Conference’ in Incheon. Along with 3 million Incheon citizens, let me express my warmest welcome to the delegates from many different countries to Incheon Metropolitan City.

Leaders around the world have directed their efforts toward resolving problems facing cities by building smart cities for sustainable development. In particular, taking advantage of its strengths in construction and ICT technologies, Incheon City has taken the lead in pursuing smart city business.

The smart city business of Incheon has drawn growing attention from nations around the world. This interest, I believe, has led to our hosting of the ‘Smart Cities Conference.’

Over the previous century, Incheon has been a driver behind the nation’s unprecedented remarkable growth, which has built ports, railways and expressways, bringing the heyday of modern culture to Korea.

In this age, Incheon is transforming into a world premier city where transportation infrastructure, such as the Incheon International Airport and Incheon Port, offer state-of-the art services. Furthermore, its world class MICE, sports and culture facilities have escalated its growth.

Most importantly, as the largest free economic zone in Korea the Incheon Free Economic Zone, encompassing the Songdo, Yeongjong and Cheongna districts, which was built over reclaimed land, is pioneering the prosperity of Korea.

SONGDO INTERNATIONAL BUSINESS DISTRICT (SONGDO IBD)

Songdo IBD is a new smart city or “ubiquitous city” built from scratch on 600 hectares (1,500 acres) of reclaimed land along Incheon’s waterfront, 65 kilometres (40 mi) southwest of Seoul, South Korea and connected to Incheon International Airport by a 12.3-kilometre (7.6 mi) reinforced concrete highway bridge, called Incheon Bridge. Along with Yeongjong and Cheongna, it is part of the Incheon Free Economic Zone. The Songdo International Business District will feature the Northeast Asia Trade Tower and the Incheon Tower. Schools, hospitals, apartments, office buildings and cultural amenities are to be built in the district. Replicas of architectural hallmarks, including New York City’s Central Park and Venice’s waterways, will also be incorporated. This 10-year development project is estimated to cost in excess of $40 billion, making it one of the most expensive development projects ever undertaken.

SITE VISIT ONE G-IFEZ Promotion Centre Incheon Free Economic Zone (IFEZ) Promotion Center is located on the 33rd floor G-Tower Observation Deck. It has a nice view of the city, so we can witness the development process of Songdo. The Free Economic Zone guarantees free economic activities within the area, where international businesses receive tax benefits, high-quality administration service and a comfortable living environment. IFEZ consists of Songdo, Cheongna, and Yeongjong that are targeted to develop into unique and futuristic cities. In addition, the cities are growing with increased foreign investment. In fact, 75 multinational corporations from 15 countries have invested in IFEZ. As global cities, they also host cultural events and activities for citizens and foreigners. IFEZ Promotion Center gave us an opportunity to witness how Incheon City is developing into a ‘Green Smart City’ that satisfies international business needs while promoting a green and high-quality life

SITE VISIT TWO IFEZ U-City Operation Centre The U-City project focuses on utilising advanced ICT (Information and Communications Technologies) to integrate ubiquitous environments in urban areas in order to increase the efficacy of the urban management. Other terms that have been used for similar concepts include ‘Smart City’, ‘Digital City’, and ‘Electronic City’. The goal of U-City is not only to preserve the natural environment but also to enhance the quality of residential life with advanced technology. There are various U-services and infrastructure provided by the public and private sectors. Especially, the Public U-Services of Incheon including U-traffic, U-crime control, U-facilities, U-disaster control, U-environment, and information provision to citizens. These services are based on ICT technologies and utilised in the U-City Operation Center that is a fundamental infrastructure bureau. In other words, U-city model is planning and managing the future city based on highly advanced ICT, which makes it possible to solve many urban problems quickly and efficiently.

SITE VISIT THREE Songdo Central Park It is an eco-friendly site to relax inside the city center which is created for you to enjoy entertainment and rest at the same time with a sculpture park, terrace garden, artificial waterway and moving stage, etc.

SITE VISIT FOUR Processing and Reuse Facility of Wastewater To reprocess the wastewater from the Songdo area in order to reuse in toilets, to clean roads, in environment ponds, to water gardens,etc. Expected to supply 13,000t per day to Sections 1-4 of the new city by sand/activated carbon-filtering the processed water from the Songdo Sewage Processing Center.

SITE VISIT FIVE Automatic Collection Facility of Living Wastes As a system that performs the selection, separation, compression and dehydration processes after automatically gathering the living wastes discharged from homes into the collection yard by using the underground pipeline. This is a convenient and clean city-cleaning system of a new concept without operating garbage collection vehicles on the road.
