Background Project implementation formalities in Cambodia were completed on 21 December 2011 with the signing of a Letter of Agreement (LoA) by the Food and Agriculture Organization (FAO) and the Forestry Administration (FA). The FA appointed Mr. Chay Chetha as Project Leader and a project site was selected at the Phnom Sen Han Community Forestry area located in Dambok Khpos commune, Angkor Chey district, Kampot province, about 120 km from Phnom Penh. However, two unfortunate incidents caused serious delays in implementation. First, Mr. Chay Chetha died suddenly on 23 March 2012. This was a shock to all concerned since he was still a young man. To take his place, the FA appointed Mr. Keth Nang on 02 May 2012. Then a second setback was encountered when a change in policy gave rise to a land use conflict. Due to this conflict, it was not certain whether or not the selected site would be available for project implementation. Fortunately this problem has finally been resolved. During the first week of September 2012, Mr. Chuon Sara, Chief of Kep Forestry Administration Division, advised that there are no more land use conflicts and implementation can now move forward as expected. Kampot province 1 As can be observed on the map above, Kampot province is in the southern part of Cambodia. It is accessible by road from Phnom Penh City, The province is bordered by Kampong Speu to the North, Takeo and Vietnam to the East, the Gulf of Thailand to the South and Sihanouk Ville and Koh Kong to the West. The area of the province is 4,873 square kilometers (MAFF, www.maff.gov.kh). The topography varies, ranging from extensive lowland paddy fields and areas of lowland/ upland mosaic to the east and lowland/ upland mosaic and upland forested areas to the west. Kampot is classified as a rural province. 2. Project objectives and concerns Project TCP/RAS/3307 is the first FAO-assisted project in Cambodia specifically aimed at implementation and promotion of Assisted Natural Regeneration (ANR). Consistent with ANR strategy, field activities will emphasize forest restoration consisting of endemic trees such as Dipterocarpus alatus, Hopea odorata, Azadirachta indica, and Sesbania grandiflora along with numerous pioneer tree and bush species. Concurrently, recognizing that implementation will be carried out at a community forestry (CF) project site, the Forestry Administration (FA) is seeking to create an enabling environment conducive to development of multi-purpose tree plantations which have the potential to supply domestic needs timber and non-timber forest products (NTFP), increase incomes of local communities, and improve the environment through watershed protection and erosion control. The majority of the persons residing at and near the project site are reliant on access to forest products, especially for fuel wood, small-scale timber, resin tapping, fodder, traditional medicines and spiritual purposes. The FA is focusing on the inter-related challenges of sustainably managing forest restoration while also creating opportunities for socio-economic development. ANR will be employed to optimize the contributions of forestry to poverty alleviation and to the overall economy through enhanced forest management and technology. 3. Activities during Inception Phase and achievements 3.1 Training The FA has selected sixty (60) trainees from the local (provincial) level to attend training on ANR techniques. Training of the first forty (40) persons will be provided by Bagong Pagasa Foundation (BPF), an entity contracted by the FAO to conduct training. The balance of twenty (20) additional persons will be trained by FA staff who were previously trained by BPF. Additionally, two officers from central FA and one each from cantonment, division and triage offices have been mobilized to implement the project. 2 Administrative and technical support is being provided by FA and FAO. The project team is seeking to collaborate with other organizations working in forestry and agriculture in the area especially the local government and local NGOs. 3.1 Project Organizational Structure and Collaboration Framework Proposed Organizational Structure and Collaboration Framework of the Project Donor Project Leader FAO Administration and accountant Volunteer Field coordinator Community Forestry Students Field assistant Committee 3.2 ANR Manual Translation BPF provided the FA with a field manual on implementation and training for “Assisted Natural Regeneration”. This manual was translated by FA into Khmer language. Copies of the Khmer translation will be given to local community members and local FA officers prior to the conduct of training. Furthermore, all documents from a previous Inception Workshop held at in Chiang Mai, Thailand were also translated and will be distributed to training participants. 3.3 ANR Model Site Selection Prior to selection of the Phnom Sen Han Community Forestry area as the ANR project site, the project team visited a PACT’s REDD+ project in Otdar Meanchey province to learn and gain experience from PACT. Thereafter, when the team proceeded to Phnom Sen Han, team members met with concerned FA senior officers at Kampot Forestry Administration Cantonment and Kep Forestry Administration Division in order to arrive a common understanding of project objectives. The team also met with FAO officers assigned to Cambodia. 3 3.4 ANR Model Site Development 3.4.1 Organization meeting with the local community In March 2012, the FA project team organized and conducted a meeting with residents of the Phnom Sen Han Community Forestry (CF) site. Eighty (80) persons participated including (among others) the CF Management Committee members, other local residents and local authorities, Chief of village, Chief of commune, and local FA officers. The objective of the meeting was to help ensure that all concerned had a clear understanding about the potential usefulness and contributions of ANR to forests and people in the area and to agree on the overall framework for project and implementation modalities. 3.4.2 ANR model site boundary demarcation Phnom Sen Han CF Management Committee, local community, Angkor Chey FA triage and Kep FA division reached agreement to chose 54 hectares within the south-west portion of the forest community area as the ANR model site. A map of the site is shown in Appendix 1. Boundary demarcation was conducted in mid-March, 2012 by the project team in cooperation with local community members, the CF Management Committee members and local FA officers. To help prevent damage from forest fires, the project team constructed a five-meter wide firebreak on the perimeters of site. Concrete poles, two meters in height, were installed at each corner of the site. The poles were painted with red color and UTM of each point was recorded. Photos of the meetings, firebreak establishment, boundary demarcation, installation of polcs and related activities are shown in the Appendixes to this report. 3.4.3 Design and Establishment of monitoring plots The design and setting up of ANR monitoring plots was delayed due to the death of Mr. Chay Chetha who had played a key role in leading this project.
