Notes of the Last Meeting and Matters Arising No matters arising. 4. Siemens Mobility Goole An update was provided by a representative of Siemens regarding the company’s new train manufacturing facility in Goole. Matters discussed included the progress of work at the site, logistical issues, the state of the planning application currently progressing through ERYC and the latest timeline for the project. Attendees expressed no concerns about the scheme. 5. Yorkshire Energy Park Representatives from Yorkshire Energy Park provided an update on the scheme. It was acknowledged that a number of agency responses to the scheme had yet to be received, but that these were forthcoming and could be expected soon. AM provided information on the projects progress through the planning process at ERYC, and outlined potential risks and mitigations. The representatives stated that marketing for the scheme was going well. 6. Better Business for All in the Humber PG detailed Better Business for All in the Humber and distributed a briefing document on the scheme. It was acknowledged that the scheme could deliver benefits to the region. 7. Major Projects A63 Castle Street – Princess Quay Bridge proceeding well. Downgraded to Amber. Paull/Hedon Haven – Progressing well – no major issues outstanding. Remains Red. South Humber Bank Enterprise Zone – (need more detail) Some issues. Remains Red. Lincolnshire Lakes – (need more detail) Flood defence works complete. Issues remain with Highways England concerning roundabouts. River Hull Corridor Dry Dock – Scheme progressing well. Recently announced Heritage Lottery Funding was welcomed. Downgrade to Amber/Green. Deleted: (?) Hull Frontage Improvements Package – Project going well. Off list soon. Outstrays to Skeffling Managed Realignment – Downgraded to Green. Hessle Foreshore Tidal Defences – Scheme progressing. Remains Amber. South Humber Bank Provision of Strategic Ecological Mitigation Site – Concerns raised over future viability of project. Issues relating to lack of rainfall. To be monitored – may upgrade to Red. Holderness Drain FAS – Scheme on track. Remains Amber. No discussion of Green rated projects. 8. Any Other Business LF of Natural England invited local authority planning officers to attend a training session relating to new software tools and biodiversity requirements.     Hull History Centre: Photocopies of Papers relating to 13th Century Holderness and Hull U DX129 Photocopies of Papers relating to [1260-1271] 13th Century Holderness and Hull Historical Background: The offices of Sheriff and Reeve in the 13th century had an administrative function relating largely to the oversight of manors and estates within a given geographical location. Those in office were required to keep accounts relating to estate values, crops, produce, livestock, etc. Holderness was an administrative division in the East Riding of Yorkshire overseen by a Sheriff and with numerous reeves acting for smaller divisions of the larger administrative division. Custodial history: Donated by Barbara English and compiled by her during the course of her research into medieval Holderness and Hull on 8 Jun 1977 [U DX129/1-7] and Mar 1990 [U DX129/8] Description: Papers include: Photocopies of accounts compiled by Remigius de Pocklington, 1261-1263, and Richard de Halstead, 1266-1267, whilst serving as Sheriff of Holderness; Photocopies of accounts compiled by persons serving as reeve of various manors within the administrative area of 13th century Holderness [references to Burstwick, Preston, Paull Fleet, Paull Ferry, Little Humber, Kilnsea, Withernsea, Ravenser Odd, Keyingham, Skeffling, Lelley Dikes, Pocklington, Lamwath, Coney Warren, Burton Pidsea, Cleeton, Easington, Skipsea]; Publicity file relating to Hull Citadel compiled in 1989.     Hull History Centre: Papers of Colonel Rupert Alec-Smith and Family of Winestead U DAS Papers of Colonel Rupert Alec-Smith 14th cent.-1983 and Family of Winestead Accession number: 1977/07; 2005/16; 2012/27 Biographical Background: Rupert Alexander Alec-Smith was born at Elloughton, near Kingston upon Hull, in 1913. He was the grandson of Alexander Smith, a founding partner of Horsley Smith and Company, a timber importing firm whose small collection of papers dating from 1864 to 1968 is also held at the Hull University Archives (U DHS; see separate entry). Rupert Alec-Smith's parents were Alexander Alec-Smith and Adelaide Horsley. Rupert Alec-Smith was a man with an abiding interest in local and family history and he spent his life fighting to preserve both. In 1936, the demolition of the Georgian Red Hall in Winestead (originally built by the Hildyard family) left a profound impression on him and he founded the Georgian Society for East Yorkshire in 1937 (papers for Lord Derwent and the society are at U DAS/24/13; see also U DX99). He served with the Green Howards during the war and was in Cyprus and the Middle East making the rank of lieutenant colonel by 1944. On leave during the war he rescued fittings from the Georgian residences of Hull's old High Street as this was almost entirely destroyed by German bombs. After the war the Council showed no desire to restore what was left and Alec-Smith continued to salvage what he could from buildings as they were demolished (The Georgian Society for East Yorkshire).

    Humber – keeping you informed December 2016 This newsletter provides an update on work taking place and/or planned to help reduce the risk of flooding to people and properties around the Humber estuary. Comprehensive Review of the Humber Strategy Work will begin in earnest in the New Year on the Comprehensive Review of the Humber Strategy (our plan for managing tidal flood risk, that was approved by the Government in 2007), following appointment of consultants. This work will be undertaken with our partners, including the 12 local authorities around the estuary and along the tidally-affected rivers). One of the most important outputs of the review will be the new six-year programme from 2021. Scheme development for this will start early within the review programme to ensure a smooth transition from the current six-year programme. While this is being undertaken, we will continue to deliver our six year (2015-2021) programme of work, investing more than £86 million of government funding to reduce the risk of flooding to more than 50,000 properties around the estuary. Our Chief Executive, Sir James Bevan (pictured), visited the Humber on 7 Chief executive Sir James Bevan at North Ferriby earlier this year September to learn more about the complexities of managing tidal flood risk around the estuary. He attended the Humber Leaders’ Board to hear about how we are working in partnership to tackle tidal flood risk. Water Level Project: The Humber Estuary Water Level Project will produce a revised water level profile for the estuary. The profile tells us how often we expect to experience high water levels, and therefore flooding, now and into the future.

    East Riding of Yorkshire Council Infrastructure Delivery Plan March 2015 Infrastructure Delivery Plan East Riding Infrastructure Delivery Plan 1.1 This Infrastructure Delivery Plan (IDP) sets out what infrastructure is likely to be needed to support the amount and distribution of housing and economic development set out within the East Riding Local Plan. It draws on information from the East Riding Infrastructure Study and identifies the main partners that will have a role in helping to deliver the Local Plan. The Community Infrastructure Levy (CIL) is likely to be an important way of funding infrastructure, where existing funding sources are insufficient. The delivery timescales set out in the IDP are indicative and based on development occurring at a linear rate each year. However, the baseline (existing) capacity of infrastructure can also change over time, which may result in changes to timescales over which new investment would be required 1.2 The infrastructure set out within the IDP has been broken down to highlight those elements considered to be essential in delivering the scale and location of development promoted within the Local Plan. Essential infrastructure is that which definitely needs to be provided prior to particular developments taking place. Whilst a need exists for other infrastructure, and has been set out within the Delivery Plan, it may still be possible for development to go ahead prior to this infrastructure being in place.
