Das Treffen fand in offener und herzlicher Atmosphäre statt und bekräftigte die Freundschaft und den Wunsch nach Zusammenarbeit zwischen der Europäischen Union und Neuseeland. Die Delegation wurde von Jonathan Hunt, Präsident des Repräsentantenhauses, und Bill English, Oppositionsführer, empfangen. Sie traf mit Mitgliedern des neuseeländischen Parlaments zusammen, darunter mit Vertretern aller im Parlament vertretenen Parteien. Regierungsseitig kam es zu Treffen mit Phil Goff, Minister für auswärtige Angelegenheiten und Handel, Jim Sutton, Landwirtschaftsminister und Parekura Horomia, Minister für Angelegenheiten der Maori. Die Delegation wurde von den Botschaftern der Mitgliedstaaten in Neuseeland über die Lage im Lande informiert, und sie kam mit Vertretern von Wirtschaft, Wissenschaft und Presse zusammen. Zusammenkunft mit Jonathan Hunt, Präsident des Repräsentantenhauses, 25. Februar 2003, 17.30-17.55 Uhr Der Präsident begrüßte die Delegation und informierte über die Verfassung und das Wahlsystem Neuseelands, er erläuterte besonders das MMP-Verhältniswahlrechtssystem (Mixed Member Proportional) und das Maori-Wählerverzeichnis und äußerte sich positiv über deren Umsetzung. Auf Fragen des Delegationsvorsitzenden und von Herrn Chichester berichtete er auch über Investitionen ausländischer Investoren und Firmen im Immobiliensektor Neuseelands sowie über die Aussichten der neuseeländischen Tourismusbranche. Zusammenkunft mit der ACT, 26. Februar 2003, 9.15-9.55 Uhr Teilnehmer auf neuseeländischer Seite: Richard Prebble (Vorsitzender), Ken Shirley (Stellvertretender Vorsitzender), Dr. Muriel Newman (Fraktionsvorsitzender) Der Abgeordnete Richard Prebble gab einen Überblick über die folgenden Hauptziele seiner Partei: - Zurückfahren der Rolle des Staates - Gewährleistung eines niedrigeren Steuerniveaus - Schutz von Familienwerten - Schutz von Eigentumsrechten Er wies darauf hin, dass seine Partei das Recht auf den freien Verkehr von Waren, Dienstleistungen und Kapital sowie (mit bestimmten Beschränkungen) auf Freizügigkeit vertritt. Auf Fragen des Delegationsvorsitzenden sowie der Abgeordneten Wynn, Chichester, Swiebel und Pesälä kritisierten die Vertreter der ACT die Politik der Regierung besonders im Sozialbereich, die für die mehr als 350 000 Begünstigten eine „Abhängigkeitskultur“ schaffen würde; die demografische Entwicklung würde zu Problemen führen, die denen in Europa nicht unähnlich seien. Die hohe Erwerbsquote der Frauen stünde mit dem Auseinanderbrechen von Familienstrukturen in Verbindung. Die umfangreichen Steuererhöhungen hätten unter der Labour-Regierung zudem zu einer Verminderung dese Nettoarbeitsentgelts geführt. Die ACT sei eine „libertäre“ Partei, die bei den Neuzuwanderern aus Asien große Unterstützung fände. Zusammenkunft mit der Grünen Partei, 26. Februar 2003, 10.00-10.40 Uhr Teilnehmer auf neuseeländischer Seite: Rod Donald und Jeanette Fitzsimmons, Ko- Vorsitzende, Ian Ewen-Street, Mike Ward, Keith Lock. Die Ko-Vorsitzenden informierten die Teilnehmer über die Ziele der Grünen Partei sowie über den Aufbau der Partei. Die Partei konzentriere sich nicht nur auf den Umweltschutz, sondern befasse sich auch mit allgemeinen sozialen Themen und unterstütze die Friedensbewegung auf internationaler Ebene. An der Diskussion beteiligten sich: der Vorsitzende, Chichester, Onesta, Swiebel, Wynn. Die Abgeordneten der Grünen Partei erklärten Folgendes: - Die Partei sei infolge der Einführung des MMP-Verhältniswahlrechts als bedeutende politische Kraft in das Parlament eingezogen. Im Vergleich zum absoluten Mehrheitswahlrecht (First-Past-The-Post) habe dieses Wahlsystem keine Schwächung der Beziehung zur Wählerschaft mit sich gebracht. - Das Mandat von drei Jahren sei möglicherweise zu kurz und bringe für die kleineren Parteien große organisatorische Probleme mit sich. - Die Grüne Partei stimme bei der Frage der genetisch veränderten Organismen (GVO) mit der Regierung nicht überein, könne sich jedoch im Allgemeinen eher mit „der Labour Party als mit der National Party“ identifizieren. - Die Partei müsse neue Wege finden, um die Aufmerksamkeit der Wählerschaft auf sich zu ziehen, da sie eine „ernste Botschaft“ zu übermitteln habe. - Der Kampf gegen die Arbeitslosigkeit stünde an erster Stelle; die Umsetzung könnte mittels Werbekampagnen für den Kauf einheimischer Erzeugnisse erfolgen. - Die Partei sei über die Echelon-„Spionagestation“ Wai-hopai informiert, die Regierung wolle diesbezüglich keine Angaben machen. - Das Führungssystem der Grünen Partei mit zwei Vorsitzenden funktioniere gut. Über Führungsfragen und Wahllisten können die Parteimitglieder per Briefwahl abstimmen. - Was Energiefragen anbelangt, so sei die Partei klar gegen Atomenergie und für den Bau neuer Windkraftanlagen. Die Delegation informierte dann über die Haltung des Europäischen Parlaments zur Irakkrise. Februar 2003, 10.45-11.25 Uhr Teilnehmer: Bill English (Vorsitzender), Roger Sowry (Stellvertretender Vorsitzender), Gerry Brownlee (Fraktionsvorsitzender), John Carter (Geschäftsführer), David Carter, Nick Smith, Phil Heatley, Wayne Mapp, Shane Aedern, John Key Bill English leitete die Diskussion ein, er sei vom Europäischen Parlament „fasziniert“, frage sich jedoch, wie die EU es schaffe, Themen wie die Landwirtschafts- und Haushaltsreform sowie die Erweiterung anzugehen. Die europäische Delegation berichtete über die folgenden Themen: - Wahlsystem in den Mitgliedstaaten, Vor- und Nachteile des Verhältniswahlrechts im Vergleich zum Mehrheitswahlrecht (First-Past-The-Post) und der übertragbaren Einzelstimmgebung (Single Transferable Vote), Auswirkungen der verschiedenen Systeme auf den Wahlausgang. - Die Legislativverfahren in der EU; Europäisches Parlament und Rat als Mitgesetzgeber - Die GAP und Übergangsregelungen für die neuen Mitgliedstaaten hinsichtlich der Unterstützungshöhe; die GAP-Reform und Haushaltsausgaben. - Auswirkungen der Einführung des Euro sowie die Möglichkeiten für eine gemeinsame Finanz-, Haushalts- und Sozialpolitik. - Auswirkungen der demografischen Veränderungen auf die EU-Politiken. An der Diskussion beteiligten sich: Vorsitzende, Swiebel, Chichester, Pesälä, Onesta, Wynn. Herr English erklärte, die Einführung des MMP habe negative Auswirkungen auf seine Partei gehabt; ein weiteres Referendum wäre diesbezüglich angebracht; die übertragbare Einzelstimmgebung könne eine Lösung darstellen. Zusammenkunft mit Landwirtschaftsminister Jim Sutton, 26. Februar 2003, 15.15-15.45 Uhr Der Minister begrüßte die Bemühungen der EU in Hinsicht auf die Reform der GAP und wies besonders darauf hin, dass die Entkopplung der Unterstützung von der Produktion das Schlüsselelement sei; Multifunktionalität „bündelt notwendige Ziele wie den Schutz von Umwelt, Landschaft und von der Landwirtschaft abhängigen Gemeinschaften“, die Subventionierung der Agro-Industrie würde jedoch praktisch fortgeführt. Er bezog sich auf die Erfahrungen in Neuseeland, als 1985 die Subventionen gestrichen wurden und niemand mehr zu Preisgarantien zurückgehen wollte. Die Landwirtschaft in Neuseeland sei nun einer der dynamischsten Wirtschaftssektoren (+3,9 % jährlicher Produktivitätszuwachs, verglichen mit +1,1 % für die Wirtschaft insgesamt). Der Minister beantwortete Fragen zu - Forstwirtschaft: die Abholzung der Wälder erfolgte hauptsächlich 1875-1925, derzeit würden jährlich 50 000 ha Weideland neu bewaldet. Bestimmte Wälder, wie beispielsweise der Regenwald im Osten der Südinsel, konnten nicht wiederhergestellt werden. Wälder mit einem Vielartengemisch seien jedoch auf jeden Fall der „Weg für die Zukunft“. - Die neuseeländischen Holzmärkte seien hauptsächlich in Ostasien angesiedelt, der Exportanteil in die Europäische Union sei sehr gering. - Die Landwirtschaftspolitik Japans und der USA spielten eine wichtige Rolle. Neuseeland „ist gegen jegliche Politik, die zu Verzerrungen führt“, jedoch „am schlimmsten sind Exportsubventionen“. - Das neue Landwirtschaftsgesetz der USA sei bedauerlich, jedoch wahrscheinlich lediglich ein Fall von „Realpolitik“ - Das starke Anwachsen der Mitgliederzahlen der Welthandelsorganisation spricht sehr für einen Wechsel von der Einstimmigkeit zu einer Art Wahlsystem.     New Zealand Journal of Employment Relations, 45(1): 14-30 Minor parties, ER policy and the 2020 election JULIENNE MOLINEAUX* and PETER SKILLING** Abstract Since New Zealand adopted the Mixed Member Proportional (MMP) representation electoral system in 1996, neither of the major parties has been able to form a government without the support of one or more minor parties. Understanding the ways in which Employment Relations (ER) policy might develop after the election, thus, requires an exploration of the role of the minor parties likely to return to parliament. In this article, we offer a summary of the policy positions and priorities of the three minor parties currently in parliament (the ACT, Green and New Zealand First parties) as well as those of the Māori Party. We place this summary within a discussion of the current volatile political environment to speculate on the degree of power that these parties might have in possible governing arrangements and, therefore, on possible changes to ER regulation in the next parliamentary term. Keywords: Elections, policy, minor parties, employment relations, New Zealand politics Introduction General elections in New Zealand have been held under the Mixed Member Proportional (MMP) system since 1996. Under this system, parties’ share of seats in parliament broadly reflects the proportion of votes that they received, with the caveat that parties need to receive at least five per cent of the party vote or win an electorate seat in order to enter parliament. The change to the MMP system grew out of increasing public dissatisfaction with certain aspects of the previous First Past the Post (FPP) or ‘winner-take-all’ system (NZ History, 2014).

Morris Sir David Beattie Co-opted Member DECISION Introduction On the evenings of February 20, 21 and 22 1990, TVl's 6.30 pm Holmes programme broadcast items relating to the membership of the Labour Party in the Te Atatu electorate and the imminent selection there of a Labour candidate for the general election. On February 21 and 22 the 10 pm Network News on TV1 also gave attention to the Labour Party's situation in Te Atatu. As a result of the broadcasts, the Hon. Richard Prebble MP made two formal complaints to Television New Zealand Ltd. His first complaint, made by letter dated 26 February, was directed primarily against the Holmes programme of 21 February but also challenged elements of the Holmes programmes of 20 and 22 February. Mr Prebble's second complaint, made by letter dated 9 March, related to the 10 pm News of 21 February. In the letter of 9 March, Mr Prebble indicated that he would accept his two complaints being considered together by TVNZ's Complaints Committee. That course of action was adopted: the Complaints Committee determined both complaints on 28 March 1990, declining to uphold either of them. Mr Prebble was informed of the Committee's decisions and the reasons for them by letter dated 6 April 1990.

    DRAFT Working Paper 2014/01 List of government department strategies between 1 July 1994 and 30 June 2014 Author: Renata Mokena-Lodge 1.0 Purpose The purpose of this working paper is to provide a list of government department strategies (GDSs) published by New Zealand government departments between 1 July 1994 and 30 June 2014 (see Table 1). This list will be analysed and discussed further in our upcoming report on strategy in government. This working paper provides details of the methodology applied by the Institute to create the list outlined in Table 1. In doing so, three other tables were necessary to explain the process and show how the data was collected and analysed. The purpose of each of the four tables is briefly described below: • Table 1: Government department strategies (GDSs) between 1 July 1994 and 30 June 2014 (pages 14–83) This table contains the list of all documents that were found to be GDSs published between 1 July 1994 and 30 June 2014 (as per the criteria in Section 3.0 below). • Table 2: List of documents rejected from analysis as at 15 September 2014 (pages 84–89) This table contains the list of all documents rejected from further analysis because they did not meet the four criteria or were published outside the timeframe of this report. • Table 3: Reconciliation between the 2007 report and the 2014 report (pages 90–91) This table was necessary as 11 GDSs listed in the 2007 report were rejected from our 2014 list and 25 strategies that were published before July 2007 were added that were not included in the 2007 report.
