Photo / Brett Phibbs In recent weeks the descendants of the Maori prophet Wiremu Tahupotiki Ratana gave their blessing to the one-year-old National-Maori Party partnership. Prime Minister John Key's no-baggage, no-nonsense, straight-talking "let's work together" style is a race relations revelation. He knows what matters and what doesn't (flying two flags is not a drama), and where the boundaries lie - "let the Maori Party deal with Hone Harawira, he is their member". The twin pillars of the Maori Party leadership, Tariana Turia and Pita Sharples, have also been important. Dignified, thoughtful and strong, they are the best Maori political leaders since Princess Te Puea and Apirana Ngata. This triumvirate knows that working together is about trust, keeping things simple and the freedom to disagree. The win over Labour at Ratana belies deeper waters ahead. Waitangi Day looms large with several in Ngapuhi set to fly the St George Cross of the Confederation ensign instead of the newly chosen Rangatiratanga flag. There is room for embarrassment as the debate plays out on Hone Heke Harawira's home turf. Budget 2010 signals the roll out of the whanau ora, with some estimating up to $1 billion in resources devolved to Maori social service providers. Modelled on successful initiatives in health - where the increase of Maori providers from 0 to 275 in 25 years has had real impact - they understand issues better, know the communities, and don't suffer the ingrained prejudices built up over multiple generations in mainstream institutions. -

The number of North Island general electorates will increase from 47 to 48. The number of Māori electorates will remain at seven. The number of general electorates in the South Island is set at 16 by the Electoral Act 1993. In a 120-seat parliament (excluding any overhang seats), a total of 71 electorates will result in 49 list seats being allocated. This is one less list seat than in the 2011 General Election. The Representation Commission can now review the electorate boundaries for the next general election. No.5 pp. 601–618 Copyright © 2003 SAGE Publications London Thousand Oaks New Delhi www.sagepublications.com ELECTORAL CHANGE, INERTIA AND CAMPAIGNS IN NEW ZEALAND The First Modern FPP Campaign in 1987 and the First MMP Campaign in 1996 David Denemark ABSTRACT Electoral change creates important and competing incentives for political parties, parliamentary elites and candidates to transform their campaign techniques in order to maximize votes under the new realities – a process constrained by continued reliance on familiar techniques. In this article I examine two significant moments of electoral change in New Zealand – from partisan stability to dealignment in the late 1980s, and from an SMP/plurality system to Mixed Member Proportional (MMP) represen- tation in 1996 – as a way of exploring inertia and change in the trans- formation of campaigns at the constituency level. Drawing on findings from in-depth interviews conducted with individuals responsible for the parties’ campaigns in the 1987 and 1996 New Zealand general elections, I explore the extent to which political campaign elites, parliamentarians and candidates responded to incentives to adopt a fundamentally new election campaign logic – in these two cases, dictated by the new tactical centrality of marginal seats and geographically defined constituencies in the modern first-past-the-post (FPP) campaign, and then by the ascend- ancy in their place of the party list vote, issue constituencies and nation- wide campaigns under MMP. Legislation Bill: Supplementary Order Paper Portfolio Attorney-General On 15 October 2019, the Cabinet Legislation Committee (LEG), having been authorised by Cabinet to have Power to Act [CAB-19-MIN-0532]: 1 noted that in September 2019, LEG: 1.1 agreed that the Legislation Bill be amended to: 1.1.1 retain the current publication requirements for agency-drafted secondary legislation, from the Bill’s commencement until the lodgement service is available; 1.1.2 require the PCO to make those saved publication requirements transparent, in a way that makes them easy for users to find; 1.1.3 provide for a later implementation of the publication requirements set out in Part 3 of the Legislation Bill; 1.1.4 provide for legislative instruments that do not become secondary legislation to be transitioned, over time, from being published on the New Zealand Legislation website to being published elsewhere; 1.2 noted that the changes to the Legislation Bill would be made by way of a Supplementary Order Paper (SOP); 1.3 agreed that provisions of the Legislation Bill relating to publication of secondary legislation drafted by agencies will commence on the fifth anniversary
