The action is administrative. 2. The proposed action is the issuance of construction permits by local, state, and federal agencies (including the Susquehanna River Basin Commission, SRBC) for the construction of a water storage reservoir in the Pond Hill Creek drainage basin. The proposed site is located on a small tributary of the Susquehanna River in Conyngham Township, Luzerne ,County, Pennsylvania. The site is approximately 11 km northeast of the borough of Berwick, Pennsylvania, and about 3.7 km northeast of the Susquehanna Steam Electric Station (SSES), now under construction. The purpose of the proposed reservoir is to supply water to the Susquehanna River during periods of low riverflow to replace the water consumptively used by SSES.
