Casino Project: Vegetation Baseline Report 15 October 2013 EXECUTIVE SUMMARY The Casino Project is a proposed 33 year operational mine located in central Yukon (YK). The Project includes the construction of mine facilities and an access road, mine operation and closure/reclamation. The Project proposes to mine a large porphyry copper-gold-molybdenum deposit that will be developed as an open pit and will process approximately 44 million tonne-per-annum (Mt/a). The objective of this vegetation baseline is to provide information on the existing vegetation, particularly a description of the ecological land classification vegetative characteristics, rare plants and baseline vegetation health. The baseline report will be used as a basis to assess effects of the Project and inform future vegetation monitoring initiatives. Ecological Land Classification — Terrain mapping and ecological land classification (ELC) mapping was conducted in 2010 and 2011 to characterize the local landscape and provide a foundation for classification of local vegetation communities. This work will also be used as a basis for habitat classification for some wildlife species. The study area for the ELC mapping was approximately 881 km² and included alpine, subalpine, boreal high and boreal low bioclimate zones. Of the 27 ecosite categories, the predominant types include subalpine moist shrub, mixedwood forest, sparse coniferous forest, tall shrub, dry broadleaf forest and coniferous forest. Some of the less common ecosites include open bog, sloping grasslands and tors, which are characteristic features in unglaciated landscapes. Rare Plants — During the 2010 and 2012 surveys, nine species of conservation concern were documented: Artemisia laciniata, Botrychium alaskense, Cypripedium guttatum, Erigeron purpuratus, Helictotrichon hookeri, Koenigia islandica, Minuartia yukonensis, Phacelia mollis, and Silene williamsii. Phacelia mollis was the only species found during both surveys. Of these nine species documented during the surveys, three are listed on the Yukon Conservation Data Centre (YCDC) Track list and five are on the Watch list. At the time of the surveys, Erigeron purpuratus, was on the Watch list, but has since been removed. The remaining species of conservation concern have low numbers of known populations in YK. In North America, four of the species are endemic to YK and Alaska (AK), which includes Artemisia laciniata, Erigeron purpuratus, Phacelia mollis, and Silene williamsii. Within YK, these four species (with the exception of Erigeron purpuratus, also known from northern YK) are restricted to the western part of the territory. Botrychium alaskense is only known to YK, AK, and British Columbia (B.C.), and is currently on the COSEWIC (Committee on the Status of Endangered Wildlife in Canada) candidate list, so may be reviewed more closely in the future (B. Bennett pers. comm. 2012). New locations discovered in 2010 and 2012 are important additions to the known distribution of these species. Habitats where rare species occur were observed in the study area, and include very steep dry slopes supporting grass and forbs and/or open aspen, gravel bars subject to flooding, rock outcrops, and disturbed sites, including tailings and old roads. Some of the rare species found in the study area may be more common in YK than documented locations indicate, due to the large size of the Territory and the difficulty of access to remote areas. Any further information on additional populations of these species that are discovered in the project study area and surrounding areas during development would be very useful for the EDI Project #: 13-Y-0045 EDI ENVIRONMENTAL DYNAMICS INC iii Casino Project: Vegetation Baseline Report 15 October 2013 YCDC to develop true status rankings for the species, as well as to assist land managers and planners to avoid uncertainties. Vegetation Health — Baseline characterization of plant health was determined by collecting plant samples at sites both near and far away from the proposed potential disturbance area (PDA). The three genera of focus that were collected at each sample site, where present, were willow (Salix spp.), horsetail (Equisetum spp.), and lichen (Cladina spp.). Samples were collected from 62 sites

The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment.

Purpose of Laboratory The purpose of the Laboratory is to analyze molecular genetic markers (protein and DNA) in plant material submitted by Forest Service employees and those from other cooperating entities. NFGEL provides baseline genetic information, determines the effect of management on the genetic resource, supports genetic improvement program, and contributes information in the support of conservation and restoration programs, especially those involving native and TES (threatened, endangered, and sensitive) species. Species List F.1 Lists The following list and three tables denote the bird, mammal, fish, and plant species known to occur in Arctic National Wildlife Refuge (Arctic Refuge, Refuge). F.1.1 Birds of Arctic Refuge A total of 201 bird species have been recorded on Arctic Refuge. This list describes their status and abundance. Many birds migrate outside of the Refuge in the winter, so unless otherwise noted, the information is for spring, summer, or fall. Bird names and taxonomic classification follow American Ornithologists' Union (1998). F.1.1.1 Definitions of classifications used Regions of the Refuge . Coastal Plain – The area between the coast and the Brooks Range. This area is sometimes split into coastal areas (lagoons, barrier islands, and Beaufort Sea) and inland areas (uplands near the foothills of the Brooks Range). Brooks Range – The mountains, valleys, and foothills north and south of the Continental Divide. South Side – The foothills, taiga, and boreal forest south of the Brooks Range. Status . Box 5-549 Fort Richardson, Alaska 99505-0549 November 2006 Abstract Stewart River Training Area was surveyed for the presence of rare vascular plants in July 2006. A crew of four botanists surveyed all major habitats and substrates in the course of five days. A total of 155 specimens were collected, including a number of species that are rare in the state or globally. The rare species were arctic wormwood, (Artemisia senjavinensis; Alaska Natural Heritage Program Rank: G3-S2S3), Blaisdell’s bittercress (Cardamine blaisdellii; G4T3T4-S2S3), mountain stitchwort (Minuartia biflora; G5-S3S4), Walpole’s poppy (Papaver walpolei; G3-S3), Anvil Mountain primrose (Primula anvilensis; G3G4-S3S4), Greenland buttercup (Ranunculus auricomus; G5-S2), and matted starwort (Stellaria dicranoides; G3-S3). An additional species of candytuft (Smelowskia) may be a rare species, but determination by taxonomic experts is required. Four of these species (A. senjavinensis, P. walpolei, Smelowskia sp., and Stellaria dicranoides) were associated with barren carbonate outcrops in multiple sites in the training area. Blaisdell’s bittercress (C. blaisdellii) and Anvil Mountain primrose (Primula anvilensis) were encountered frequently in wet herbaceous meadows with some ground flow of water. We collected Greenland buttercup (R. auricomus) in only one location, composed of few individuals, in a shrub-meadow mosaic.

A taxonomic backbone at the genus level is provided that reflects the current state of knowledge and accepts 749 genera for the order. A detailed review of the literature of the past two decades shows that enormous progress has been made in understanding overall phylogenetic relationships in Caryophyllales. The process of re-circumscribing families in order to be monophyletic appears to be largely complete and has led to the recognition of eight new families (Anacampserotaceae, Kewaceae, Limeaceae, Lophiocarpaceae, Macarthuriaceae, Microteaceae, Montiaceae and Talinaceae), while the phylogenetic evaluation of generic concepts is still well underway. As a result of this, the number of genera has increased by more than ten percent in comparison to the last complete treatments in the Families and genera of vascular plants” series. A checklist with all currently accepted genus names in Caryophyllales, as well as nomenclatural references, type names and synonymy is presented. Notes indicate how extensively the respective genera have been studied in a phylogenetic context.
