There is a taboo; people like to pretend it doesn't exist. Especially sexual abuse is kept mum. Women with a handicap are after all considered as asexual persons, not attractive and therefore they cannot be victims of sexual assaults. As if sexual assault is due to being attractive or not! Isn't it mainly an abuse of power?! The negation of these and also other abuses of power is also due to two though prejudices: « Someone who has a heavy spastic paralysis and/or has difficulty in speaking, is likely to be mentally handicapped. So such a person does not really understand what is happening! » One has to insist once more: the intellectual powers and the co-ordination of movements are two different regions in the brain, like a city having different districts. « All these social helpers are really kind people. » In fact they are like anyone else, people. Yes, they are kind. When their motivation is really sincere and concerned. But not when it is – probably subconsciously – based on frustration: « I very often feel so powerless! But … each time I help these persons, I am the powerful! Ha, ha! ». It is crystal clear that in this permanent feeling of frustration lies the great danger of abuse of power. Who is looking for an easy victim, finds it amidst women with a disability; this is even more true, when she is not able to defend herself and cannot go to the police. It would be wonderful if violence against women with a disability did not exist. But, alas, it does exist! At our organization, Persephone, different cases have been registered: ill-treatment by the partner - with a physical handicap as result - ill-treatment by relatives, sexual abuse at the protected workplace, ... Investigations about violence against women in general ascertain that only 20% of violence cases have been revealed. As to women with a disability no official figures are available. But assuming that these women are easier victims than their normal colleagues and have more difficulties in outing their complaints, we can be sure that theses cases known to us are only the summit of the iceberg. This document is meant to bring the problem into the open. When there is a problem, solutions have to be found. This document also provides a summary of what has already been realized in terms of research, prevention and specific assistance. This is very useful for women with a disability, too. In part I and II we will talk about our initiatives, part III is about the European Conference on violence against women with a handicap held in 2001, in which we took part. In appendix B you will find some references to studies and statistics. These researches have been very restricted so far. As these problems have been neglected, systematic and extended research has never been performed. Neither has there

    Pragmatics 23:2.361-383 (2013) International Pragmatics Association DOI: 10.1075/prag.23.2.07ver THE STRATEGIC VALUE OF PRONOMINAL CHOICE: EXCLUSIVE AND INCLUSIVE “WE” IN POLITICAL PANEL DEBATES Bram Vertommen Abstract This study explores the use of the first person plural pronoun “we/wij” by government and opposition party members in panel debates from the Flemish talk show De Zevende Dag. Both groups of politicians enter this arena with divergent communicative goals, which has clear implications (i) for the type of propositions in which subclasses of “we/wij”-pronouns are generally involved and (ii) for the politicians’ assessment of the status of these propositions. Patterns with regard to these three implications are analyzed by means of a systemic functional approach supported with quantitative data. It is claimed that government and opposition party discussants either employ distinct patterns in accordance with their different aims, or that they use similar ones, albeit with divergent discourse functions. The former scenario turns out to be true in the case of exclusive uses of “we/wij” and the latter in the case of inclusive meanings. In that way, the paper sheds light on subtle differences in how government and opposition party discussants argue and deal with the invisible presence of an overhearing broadcast audience. On a regular base there is a national consultation between the federal minister for equal opportunities and the corresponding ministers of the different communities. From a discursive institutional perspective, changing discourses are the driving force behind the institutional dynamics of policy domains. Theoretically informed by discursive institutionalism, this article assesses the impact of a series of four sensitizing events that triggered serious environmental health concerns in Flanders between the 1970s till the 1990s, and led onto the gradual institutionalization of a Flemish environmental health arrangement. Methods: The Policy Arrangement Approach is used as the analytical framework to structure the empirical results of the historical analysis based on document analysis and in-depth interviews. Results: Until the 1990s, environmental health was characterized as an ad hoc policy field in Flanders, where agenda setting was based on sensitizing events – also referred to as incident-driven. Each of these events contributed to a gradual rethinking of the epistemological discourses about environmental health risks and uncertainties. These new discourses were the driving forces behind institutional dynamics as they gradually resulted in an increased need for: 1) long-term, policy-oriented, interdisciplinary environmental health research; 2) policy coordination and integration between the environmental and public health policy fields; and 3) new forms of science-policy interactions based on mutual learning. These changes are desirable in order to detect environmental health problems as fast as possible, to react immediately and communicate appropriately.

An analysis of the case of Belgium. Supervisor: Prof. Paolo De Stefani Candidate: Amandine Vanden Eede A.Y. 2011/2012 Abstract Complaints about noise made by playing children are increasing worldwide. This thesis analyses this topic from a human rights point of view. Both the right of the child to play and the right to protection against noise nuisance are discussed. The focus is put on the case of Belgium, and more particularly Flanders, and the reactions of the Flemish Community to this issue. The analysis is mostly done on the basis of concluding observations of the Committee on the Rights of the Child, judgements of the European Court of Human Rights, national jurisprudence and policy documents. On the basis of this review, it is examined whether a new law is necessary or desirable to regulate this topic. The responses by the Flemish Community focused on the sensitisation of adults and communities towards the rights of the child. These actions seem to be in conformity with the obligations of the State both under the Convention on the Rights of the Child and the European Convention on Human Rights. New legislation does not seem desirable in view of avoiding over-regulation and the juridification of social relations. It is suggested however to develop measures in order to encourage the use of alternative dispute settlement instead of juridical proceedings to deal with cases of children and youth that cause noise nuisance.

The budgetary results for 1998 and the contra! of the 1999-budget OnJanuary 6th, the Minister for the Budget Herman Van Rompuy announced that the overall public deficit for 1998 had dropped to € 2,93 billion, equalling 1,3 % of GDP Accordingly, the debt to GDP ratio had dropped to 116,5 %, which was 5 percent points less than in 1997, and 2 percent points less than officially estimated. This budgetary result was the best in many years time. On March 12th, the council of ministers confirmed the budgetary adjustments that had been proposed by the core cabinet. The most important aspect of this adjustment was the € 248 million the cabinet had cleared for what the press called "electoral sweets": among others, the social costs per employee were reduced from April 1st onwards (instead of from July 1st onwards), the pensions were raised by 0,5 percent and the unemployment benefit for singles was raised as well.
