Against this background, we would like to provide you with some practical background material and answer your questions on how European decisions in various policy areas influence your municipality by means of this booklet ‘Local Benefi ts of Europe’. This booklet is based on a work that was done by the German Greens lead by Anna Cavazzini and Reinhard Bütikofer. The information can also help you prepare for your local election programmes or campaigns. We place particular emphasis on how the people in your community benefi t practically from Europe, ranging from (Secretary General EGP) environmental protection to structural Mar Garcia policy, and what the Greens in Europe have achieved for European communi- ties. The Strategic Value of Pronominal Choice: Exclusive and Inclusive “We” in Political Panel Debates
Pragmatics 23:2.361-383 (2013) International Pragmatics Association DOI: 10.1075/prag.23.2.07ver THE STRATEGIC VALUE OF PRONOMINAL CHOICE: EXCLUSIVE AND INCLUSIVE “WE” IN POLITICAL PANEL DEBATES Bram Vertommen Abstract This study explores the use of the first person plural pronoun “we/wij” by government and opposition party members in panel debates from the Flemish talk show De Zevende Dag. Both groups of politicians enter this arena with divergent communicative goals, which has clear implications (i) for the type of propositions in which subclasses of “we/wij”-pronouns are generally involved and (ii) for the politicians’ assessment of the status of these propositions. Patterns with regard to these three implications are analyzed by means of a systemic functional approach supported with quantitative data. It is claimed that government and opposition party discussants either employ distinct patterns in accordance with their different aims, or that they use similar ones, albeit with divergent discourse functions. The former scenario turns out to be true in the case of exclusive uses of “we/wij” and the latter in the case of inclusive meanings. In that way, the paper sheds light on subtle differences in how government and opposition party discussants argue and deal with the invisible presence of an overhearing broadcast audience. On a regular base there is a national consultation between the federal minister for equal opportunities and the corresponding ministers of the different communities. The situation of women in science in the Flemish part of Belgium needs to be situated within the broader context of a developing equal opportunities policy. The following legislative documents are set up in implementation of an equal opportunities policy aimed at supporting and improving the position of women. -

Ms. Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the Commission Ms. Věra Jourová, Commissioner for Justice, Consumers and Gender Equality Mr. Julian King, Commissioner for Security Union Brussels, 28th February 2019 Dear High-Representative Mogherini, Dear Commissioner Jourová, Dear Commissioner King, We were disturbed to learn the reports about the attempts of some Member States, notably the United Kingdom, to remove Saudi Arabia from the European Commission-proposed updated list of countries posing high risk to the EU financial system due to their strategic deficiencies in combating money laundering and terrorism financing. We laud the Commission for responding to the call from the European Parliament to conduct a thorough, independent, evidence-based assessment of high-risk third countries, based on new requirements of the Anti-Money Laundering Directive. The identification of these countries and the due diligence requirements to the EU obliged entities stemming from it are the necessary steps to protect the integrity of the Union´s financial system. This should also be applicable to the case of Saudi Arabia, given the depth of the identified deficiencies and the country´s strong economic ties with the EU. 1 Therefore, we strongly oppose any kind of political interference in the process of identification of high-risk countries. Making the final list subject to political lobbying from the Member States, depending on their bilateral relations with the countries concerned, would seriously damage the credibility of the EU, hamper the effective implementation of the EU legal instruments on anti-money laundering and counter-terrorist financing and endanger the integrity of the EU financial system. -

Environmental Health 2013, 12:46 http://www.ehjournal.net/content/12/1/46 RESEARCH Open Access Sensitizing events as trigger for discursive renewal and institutional change in Flanders’ environmental health approach, 1970s-1990s Kristien R Stassen1*, Roel Smolders2 and Pieter Leroy3 Abstract Background: Sensitizing events may trigger and stimulate discursive renewal. From a discursive institutional perspective, changing discourses are the driving force behind the institutional dynamics of policy domains. Theoretically informed by discursive institutionalism, this article assesses the impact of a series of four sensitizing events that triggered serious environmental health concerns in Flanders between the 1970s till the 1990s, and led onto the gradual institutionalization of a Flemish environmental health arrangement. Methods: The Policy Arrangement Approach is used as the analytical framework to structure the empirical results of the historical analysis based on document analysis and in-depth interviews. Results: Until the 1990s, environmental health was characterized as an ad hoc policy field in Flanders, where agenda setting was based on sensitizing events – also referred to as incident-driven. Each of these events contributed to a gradual rethinking of the epistemological discourses about environmental health risks and uncertainties. These new discourses were the driving forces behind institutional dynamics as they gradually resulted in an increased need for: 1) long-term, policy-oriented, interdisciplinary environmental health research; 2) policy coordination and integration between the environmental and public health policy fields; and 3) new forms of science-policy interactions based on mutual learning. These changes are desirable in order to detect environmental health problems as fast as possible, to react immediately and communicate appropriately. -
