Its fantastical aesthetic combines a monumental Arabesque exterior with various Middle Eastern interior decorative motifs. The opulence of the Fox was common to movie palaces around the country during their brief heyday in the 1920s. Relatively few of these palaces, however, have survived to become icons of their city like Atlanta’s “Fabulous” Fox. The Fox was originally conceived as a Shriners headquarters and community center, but spiraling construction costs forced the fraternal organization to lease the building’s auditorium to William Fox, which he would operate as a first-run movie theater. Economic troubles during the Great Depression bankrupted both William Fox and the Shriners, casting doubt over the future of the theater, but under new ownership and stable management in the mid-1930s it performed strongly. Both Atlanta and the Fox boomed during World War II, with the city assuming major military and industrial importance during wartime.

    Partnership for Southern Equity TOGETHER WE PROSPER Opportunity Deferred: Race, Transportation, and the Future of Metropolitan Atlanta Every day in metropolitan Atlanta, residents face traffic gridlock that’s often ranked among the worst in the nation. For some, this daily ritual is a minor inconvenience endured in the relative safety and comfort of their climate-controlled cars. But for residents with limited resources and inadequate transportation options, commuting to work, school and other destinations represents a major roadblock to improving the quality of life for themselves and for their loved ones. While their transportation experiences may be dramatically different, both groups share more in common than many realize. The contemporary challenges we face – as individuals and as a community – have been undeniably shaped by a history of structural racism and divisive policy decisions that have hindered our collective potential to thrive in an ever-changing economy. In order to achieve more successful transportation outcomes for all sectors of our society, acknowledging our troubling past is an important first step. Going forward, we must courageously commit to making more equitable transportation and land use decisions now, and in the future. The unsuccessful 2102 referendum that was intended to create a truly regional transportation network for metro Atlanta offers a powerful reminder of how much the forces of racial inequity, unchecked sprawl, and de facto segregation still plague us today. The vote conjured historic comparisons to the tortured efforts 40 years earlier to win local approval for creation of the Metropolitan Atlanta Rapid Transit Authority (MARTA). In both instances, the pernicious legacy of policies deeply rooted in race and class effectively deprived the region of access to funding for much-needed transportation infrastructure.

    FROM ‘CRACKERTOWN’ TO THE ‘ATL’: RACE, URBAN RENEWAL, AND THE RE‐MAKING OF DOWNTOWN ATLANTA, 1945‐2000 by IRENE VALERIE HOLLIMAN (Under the Direction of PAUL S. SUTTER) ABSTRACT This dissertation considers the many ways in which successive waves of postwar urban renewal transformed the city of Atlanta. I contend that each renewal effort was inherently flawed because each attracted opposing interest groups with conflicting visions of how the city of Atlanta should be repaired and what the city of Atlanta, when “fixed,” should look like. Atlanta city planners, elected officials, businessmen, along with housing and Civil Rights advocates sought out federal Urban Renewal funding shortly after the end of the Second World War as a means of eliminating dilapidated housing and stabilizing downtown property values. In the 1960s, as federal renewal funding shifted away from programs that razed and re‐built the physical environment towards more comprehensive welfare programs, Atlanta’s governing power coalition of white elites and black middle class resisted incorporating federal antipoverty measures that mandated citizen participation of the poor. The city’s first black elected officials, many of whom had cut their political teeth in Civil Rights Movement protests, came to power just as early urban renewal failures and the end of segregation de jure convinced the city’s affluent tax base (both white and black) to relocate in the suburbs. Beginning in the mid‐1970s, the city’s tenuously reconfigured power coalition, faced with a sharp decline in the availability of federal renewal funding, turned to private and quasi‐privately funded downtown redevelopment plans for Atlanta.

    “SETTING ATLANTA IN MOTION”: THE MAKING AND UNMAKING OF ATLANTA’S “PUBLIC” TRANSIT, 1952-1981 By ICHIRO MIYATA (Under the Direction of Bryant Simon) ABSTRACT This dissertation investigates the ways in which the making of a public transit system in Atlanta ended up not resolving, but instead perpetuating, and even accelerating, the city’s uneven development among the suburbs, center city, and affluent intown neighborhoods. It examines how the different actors, commercial civic elites, suburban county residents, and intown neighborhood residents produced and deployed their own configurations of the concept of “public,” and how these varied and frequently incompatible ideas conceived of, and affected, the public transportation system. Early planning demonstrated that the major beneficiaries of the transit plan would be the white middle class and downtown businesses. Advocates argued that public transit would perform its role as a “public” service by easing or eliminating the traffic congestion which threatened to deteriorate economic growth, while at the same time it would contribute to the convenience of suburban commuters. This concept of “public,” however, was fundamentally at odds with the notion held by African-Americans and suburban county residents. Each of these groups held a substantial stake in public transit and its impact on their neighborhoods. Failure to reconcile the conflicting understandings of “public” resulted in Metropolitan Atlanta Rapid Transit Authority (MARTA) losing in 1968 two county referendums to begin construction. Conversely, the victory of the public transit referendum in 1971 was a direct result of MARTA’s new plan, which included a 15-cent flat rate fare, a rail route to the poor African American neighborhoods in Northwestern Atlanta, and incorporation of the existing Atlanta Transit System’s bus network.

He was ordained in 1925, and accepted his first pulpit at Congregation B’nai Emunah in Tulsa, Oklahoma in 1927. A year later, at the age of 25, Rabbi Epstein left Tulsa and assumed the rabbinate at Ahavath Achim Congregation in Atlanta. Mss 2 Georgia Farm School and Resettlement Bureau, Inc.-Atlanta, Georgia. Records, 1939-1943 Size: 1.6 linear feet. Content: Correspondence, minutes, committee reports, and financial records relating to the daily activities of this organization. Significance: The Georgia Farm School and Resettlement Bureau was organized in 1939, as a non-profit agency, interested in the resettlement and retraining of Jewish refugees. As the situation of Jews in Europe deteriorated, the Bureau developed a working relationship with the National Refugee Service. So that efforts on behalf of newcomers could be coordinated, the Farm School and Resettlement Bureau worked closely with other Jewish service organizations including the Atlanta Section, National Council of Jewish Women, B’nai B’rith Gate City Lodge #144, The Temple Sisterhood, the Atlanta Federation for Jewish Social Service and the Atlanta Free Loan Association.
