Kvitfjell, Venabygdsfjellet and Ringebu 3 10 12 Kvitfjell is home to Norway’s most spectacular alpine runs – the very same that were used for the 1994 Olympics – and is an annual venue for the World Cup downhill race. On the eastern side of Gudbrandsdalen are the breathtaking Venabygdsfjellet and Rondane – a stunning high-mountain experience by car as well as by foot. Rondane National Tourist Route offers spectacular views as you drive along and from its many vantage points ideal for a break. Ringebu is often referred to as Norway’s smallest town, and its history as a commercial centre dates back to 1899. Here you will find a wide selection of speciality shops in charming surroundings. The Lillehammer is a charming town at the entrance to the Gudbrandsdalen valley.     LILLEHAMMER OLYMPIC PARK Olympic City: Lillehammer Country: Norway Edition of the Games: 1994 Winter Olympic Games Preliminary remarks As you may have seen, two governance cases are dedicated to Lillehammer. Reasons that support this choice are twofold. First, Lillehammer hosted two editions of the Games. If the latter built upon the former to deliver great Games, it also produced its own legacy and consequently, structures to deal with it. Second, as legacy is about both venues and facilities at one side and education, knowledge transfer and experience sharing at the other side, two different cases were necessary to encompass various ways Lillehammer manages its Olympic legacy(ies). Inherited from the 1994 Games, the Lillehammer Olympic Park is a structure run by the municipality of Lillehammer that takes care of the majority of Olympic venues and events. The Lillehammer Olympic Legacy Sports Centre is an emanation of the Norwegian Sports Federation and Olympic and Paralympic Committee and is a direct legacy of the YOG. Obviously, many bridges and crossovers exist between these structures and collaboration and common understanding are key. The big picture also encloses the Norwegian Top Sports Centre of the Innland region dedicated to elite athletes (Olympiatoppen Innlandet), the University, the Olympic Legacy Studies Centre as well as the remaining Olympic venues run by other municipalities or private companies. With all these partners involved in managing Lillehammer’s Olympic legacy, clusters (venues, events, training, research, etc.) facilitate organisation and legacy management. Landbruket er grunnlaget for at det bor folk over heile kommunen, og grunnlaget for mye anna nærings- verksemd. Næringa står saman med den landbruksbaserte industrien for ein Ringebu fjerdedel av den samla verdiskapinga i kommunen. Vi er avhengige av eit aktivt landbruk for å kunne halde oppe det vakre kulturlandskapet vårt. Ikkje minst er det viktig at dei store beiterssursane i utmarka vår blir utnytta, Oppland både fordi dette er fornybare ressurser som bør brukast, og for å kunne behalde dei åpne fjellområda våre. Kulturlandskapet er sjølve grunnlaget for reiselivsnæringa i vår region. Det har vore store omstillinger i landbruket dei siste tiåra. Talet på aktive gardsbruk er kraftig redusert, medan produksjonen på dei bruka som er i drift har auka tilsvarande, slik at samla matproduksjon i Ringebu kommune er ganske stabil. Med kraftig folketalsvekst i landet er det behov for auka matproduksjon framover. Denne produksjonsauken bør Ringebu ta sin del av. For å stimulera til dette er det innført eige ordning i Ringebu med kommunalt tilskott til nydyrking, rydding av beite, grøfting og kjøp av mjølkekvote. Det har kome svært mange søknader på desse ordningane dei to åra vi har hatt dei. Det syner at det er mange bønder i Ringebu som har tru på framtida, og som ønskjer å styrke garden sin ved å utvide produksjons- Ringebu ligger i hjertet av grunnlaget. Det er flott. Gudbrandsdalen. Kommunen har ca. 4500 innbyggere og er en kommune Eg ønskjer landbruksnæringa i Ringebu lykke til med framtidige utfordringar.

Området omfatter deler av Tynset og Folldal kommuner, samt mindre deler av Oppdal (Sør-Trøndelag) og Dovre (Oppland) kommuner. Deler av området er dårlig undersøkt, særlig m.h.t. vegetasjon. For Folldalsfjellene foreligger det en vegetasjonsundersøkelse fra 1914. Innerdalen ble grundig undersøkt i 1970-årene. Betydelige botaniske verdier gikk tapt ved oppdemmingen av Innerdalsmagasinet. Planleggingsområdet i Hedmark rommer store botaniske verdier, til dels elementer som er dårlig dekt eller som ikke er representert ellers innenfor det totale vurderingsområdet for verneplanarbeidet i Dovrefjell. Fortsatt beite er viktig for å beholde preget av tradisjonelt drevne kulturlandskap i flere av dalførene. Utvidelsen vil kunne gi et verneområde som strekker seg fra klart oseanisk seksjon (02) til svakt kontinental seksjon (Cl), og som kan bli ett av de mest varierte i Europa med hensyn til klima og naturtyper. Floraen østover er delvis en uttynning av Dovrefjellfloraen. Rapporten gir også et sammendrag av tilleggsundersøkelser i 1996 innenfor det planleggingsområdet som ble behandlet av Elven et al.

Avtalen regulerer delegert ansvar og myndighet til Lillehammer kommune som vertskommune ved drift av følgende fellestiltak: a) Samhandlings- og utviklingsenhet (omfatter Lillehammer, Øyer, Gausdal og Ringebu) b) Intermediære døgnplasser (omfatter Lillehammer, Øyer, Gausdal og Ringebu) c) Kommunalt tilbud om døgnplasser for øyeblikkelig hjelp (omfatter Lillehammer, Øyer, Gausdal, Ringebu og Ringsaker) SAKSOPPLYSNINGER: Bakgrunn: Kommunestyrene i Øyer, Gausdal, Lillehammer og Ringebu har vedtatt å samarbeide om utvikling og oppfølging av felles tiltak i tråd med Samhandlingsreformen. De fire kommunene inngår i dette samarbeidet som likeverdige parter, og under benevnelsen «Helseregion Sør-Gudbrandsdal» (HSG). HSG skal også være den formelle samhandlingsparten med Sykehuset Innlandet HF (SI) på vegne av Øyer, Gausdal, Lillehammer og Ringebu. Ringsaker kommune samarbeider om fellestiltaket «Kommunalt tilbud om døgnplasser for øyeblikkelig hjelp». Fakta: Kommunestyrene i Lillehammer, Øyer, Gausdal og Ringebu har tidligere vedtatt at fellestiltakene som omhandles av denne saken skal organiseres etter vertskommunemodellen (uten nemd). Avtalen utformes med Lillehammer kommune som vertskommune. Ringsaker kommune har sluttet seg til dette. Ringsaker kommunes deltagelse er begrenset til samarbeidet om kommunale døgnplasser for øyeblikkelig hjelp. Avtalen hjemles i Kommuneloven § 28-1b Administrativt vertskommunesamarbeid. Her reguleres en kommunes (samarbeidskommunes) anledning til å delegere myndighet til en vertskommune for å «… utføre oppgaver og treffe avgjørelser etter delegert myndighet fra samarbeidskommunen i enkeltsaker eller typer av saker som ikke er av prinsipiell betydning».

Ødegård Gjøvik University College, Gjøvik, Norway ABSTRACT: A monitoring programme was started in the autumn 2001 on Dovrefjell, southern Norway, to measure ground temperatures in 11 boreholes approximately 9 m deep along an altitudinal transect across the mountain permafrost transition zone. This is the first transect of this type set up in Scandinavia. Borehole tem- peratures are highly correlated with elevation. Measurements of mean ground temperatures at 8.5 m depth on exposed sites show that the lower limit of the mountain permafrost is on the high side of 1300 m a.s.l. The mean ground temperature elevation gradient was found to be Ϫ0.7°C/100 m. This gradient was not dependent on snow depth, and differs from the mean annual air temperature lapse rate (Ϫ0.44°C/100 m). The gradient differences may be due to stronger turbulent fluxes at high elevations during the snow-free period. 1 INTRODUCTION Dovrefjell (62°15ЈN, 9°20ЈE) is a mountainous area situated in southern Norway with Snøhetta (2286 m a.s.l.) as the highest mountain (Figures 1 and 2). Dovrefjell is an area rich in deglaciation terrain forms. There are well developed moraines (the Knutshø moraine-system) dating from about 9600 BP and gen- erated by the last activity of the Weichselian ice sheet in southern Norway (Sollid, 1964).

Abstract: Seasonal radiocesium concentrations varied about 6 times in wild reindeer following the Chernobyl accident, from 8 KBq/kg in August to 46 KBq/kg in March. These results agree with the predictions of earlier models. The within-season coefficient of variation was 52-62%. Between one half and 3/4 of this variation was explained by altitudinal and geographical factors, i.e. a 5-fold increase in concentrations from the westernmost to the easternmost locations across the watershed at Dovrefjell, and a 6-fold increase in concentrations from feeding locations in the subalpine to the high alpine zone in autumn.
