MINUTES OF THE PARISH COUNCIL MEETING HELD MONDAY 24TH SEPTEMBER, 2018 at 7:30p.m. at LOWER WITHINGTON PARISH HALL. PRESENT - Councillors: R. Robinson (Chairman), P. Duffy, J. Blackburn, H. Lewis. Members of the Public (0). Dr. E. M. Maddock - Clerk & Responsible Financial Officer.

1. APOLOGIES FOR ABSENCE - Councillor A. Brocklehurst - On holiday. Councillor T. Barlow - On holiday. East Borough Councillor L. Smetham. 078/18 RESOLVED a) That the apologies for absence, as listed above, be received and approved. (All in favour) 2. DECLARATIONS OF INTEREST - Cllr. R. Robinson - Item 9(i) - Personal interest. 3. MINUTES - i) The Minutes of the Parish Council Meeting held 30th July, 2018 had been previously circulated to all Members. 079/18 RESOLVED a) That the Minutes of the Parish Council Meeting held 30th July, 2018 be confirmedT as a correct record and signed by the Chairman. (All in favour) 4. PUBLIC FORUM FOR QUESTIONS - No questions had been received from or were presented by members of the public. 5. REPORTS FROM EXTERNAL ORGANISATIONS - i) & Wards Policing Team - No Members of the Policing Team were present at the meeting, however, a written report had been provided which identified a phone theft from Bluedot Festival; a male cold calling via phone to set up appointments on Salters Lane; an incident of anti-social behaviour on Lapwing Lane; a horse tethered on a long leash on Road; a Police Enforcement issue on Road. Members were also advised of an invitation to a Ward Cluster MeetingF to discuss matters of concern with the Police. 080/18 RESOLVED a) That the Clerk forward apologies on behalf of the Parish Council in respect of the Ward Cluster Meeting. (All in favour) ii) Ward Member Cllr. L. Smetham - Borough Councillor L. Smetham was not present at the meeting to report. iii) ChALC - Cheshire East Council New Homes Bonus Community Fund - The Clerk reported that she had attended the event at which a presentation was given relating to the proposed use of some of the New Homes Bonus funds which had been received by Cheshire East Council in respect of housing developments during the period 2011 to 2017. Cheshire East area had been split into seven regions and the funds were allocated to each region in accordance with the net increase in housing for each area. Each area would award the funds applicable to their area in accordance with criteria which had been devised by Cheshire East Council. The Parishes within each area were asked to nominate one representativeA who would act as the communication channel between Cheshire East Council and the Parishes. The details of the scheme were questioned by those present at the meeting and disappointment was expressed regarding the administration of the scheme. The clerk advised that confirmation had been received that Mr. P. Turner (Macclesfield Town Council) would act as the communication channel for the Macclesfield area. iv) Airport meeting with Town & Parish Councillors - The Clerk reported that she had attended the meeting at which it was reported that the changes to runway operating hours had now been fully implemented. There had been an increase in easterly operations this year due to the hot weather. A review of the airspace around Manchester Airport may be reviewed in 2019. Responses to the recent Noise Action Plan consultation are being reviewed. The changes to drop-off / pick-up arrangements at the airport are now working well and have improved safety at the site. Sustainable access to the airport is being actively promoted. Manchester Airport is promoting the improved international connectivity which has brought significant benefits to northern .R In particular, the direct route to China has been very successful. The Transformation Project is still on target and new businesses are being attracted to the Logistics Hub and Airport City. Manchester Airport is celebrating its 80th anniversary this year with a number of events and initiatives including special projects for primary schools. Guidance information has been issued in respect of the use of drones, fireworks and Chinese lanterns near to the airport. 6. FINANCE - i) Financial Statement 2018/19 as at 24th September, 2018. (Appendix A) Members considered the financial statement 2018/19 which was unanimously accepted.

ii) To authorise the following payment - the Chairman outlined the basis of the following payment: b) Cheque No. 000418 E. M. Maddock £488.58 Salary August - September, 2018. iii) Receipts - the Clerk reported that the following receipt had been received since the last meeting: a) Cheshire East Borough Council £5,300.00 Precept 2018/19 (50%). 081/18 RESOLVED a) That the Statement of Account, as at 24th September, 2018 be received and the Chairman's observations duly noted. b) That the schedule of 1 payment be approved and duly authorised. c) That the report on receipts since the last meeting be received and duly noted. (All in favour) 7. CORRESPONDENCE - i) To consider the specific correspondence received by the Parish Council since the date of the last meeting and to determine such action as Members consider appropriate thereto: a) Cheshire Community Action - Best Kept Village Awards Evening - 1st November, 2018. 082/18 RESOLVED a) That any Member wishing to attend the above event notify the Clerk as soon as possible. (All in favour) b) ChALC - Annual Meeting - 25th October, 2018. T 083/18 RESOLVED a) That any Member able to attend the above meeting notify the Clerk as soon as possible. (All in favour) c) Cheshire East Council - Site Allocations and Development Policies Document. Members noted that the consultation documents do not identify any development allocation within the Parish. 084/18 RESOLVED a) That no response be submitted to the above consultation. (All in favour) ii) To note other correspondence received since the date of the last meeting. (Appendix B) 085/18 RESOLVED a) That other items of correspondence be received and noted. (All in favour) 8. PLANNING APPLICATIONS - F i) To receive the latest planning schedule and discuss new applications. (Appendix C) Members noted the planning decisions that had been issued by Cheshire East Council in respect of proposed development in the Parish since the last meeting. 18/4414M - No objections. It was reported that concerns had been raised by residents in respect of caravan events taking place at Welltrough Hall Farm which appeared to extend beyond known planning consents. It was considered that clarification of the situation should be sought. 086/18 RESOLVED a) That the Clerk submit a comment of 'no objections' in respect of planning application 18/4414M. b) That the Clerk make enquiries to establishA the scope of present permissions for caravan events at Welltrough Hall Farm. (All in favour) ii) Dingle Bank Quarry Site & Lapwing Hall Lake footpath - Councillor J. Blackburn reported that the Dingle Bank Quarry Liaison Group had recently met. Work is presently on target to meet existing extraction and restoration completion dates. No information was available regarding the Lapwing Hall Lake footpath due to the absence of a representative of Cheshire East Council from the meeting. It had been noted that there will be a consultation during 2019 relating to the Cheshire East Council Mineral and Waste Plans. Councillor R. Robinson reported that she had received complaints regarding the condition of the bridleway between Lane and Lapwing Lane. She had visited the site and found the bridleway to be in good order. iii) Planning Approach in Lower Withington - a) Invitation to Jodrell Bank Rto discuss planning matters - There was nothing to report. 9. COMMUNITY - i) The Black Swan, Trap Street - There was nothing to report. ii) Village Green Access - There was nothing to report. iii) Bluedot Festival - The Clerk reported that no information had been received regarding the date of the resident de-brief meeting. iv) Jodrell Bank - World Heritage Site nomination - There was nothing to report.

v) Parish Council Notice Boards - Members reviewed present provision of notice boards and considered that it may be beneficial for a replacement notice board to be installed at the Parish Hall which incorporates a Parish Council section together with a community section for local events to be advertised. 087/18 RESOLVED a) That the Clerk obtain estimates for a replacement notice board. (All in favour) vi) Remembrance Event to commemorate end of World War I - Councillor T. Barlow had forwarded a written report outlining that St. Peter's Church and the Chapel were exploring possible options relating to holding a joint service. Further information will be available in due course. 10. HIGHWAY MAINTENANCE & ENHANCEMENTS - i) Highway Defects - Members noted the updates relating to outstanding highway reports. (Appendix D). ii) Highway Incidents within Parish - The highway incidents log was noted. (Appendix E) Councillor R. Robinson reported that she had been made aware of a note left on a vehicle parked along Salters Lane expressing objection to the location in which the car was parked. The note made reference to being from the 'Parish Council', however, it was confirmed that this note did not originate from Lower Withington Parish Council. Members expressed disappointment that an individual, who is not associated with Lower Withington Parish Council, would make such a reference. iii) Parish Boundary Signs - Members noted that new Parish boundary signs had now been installed on FarmT Lane and Salters Lane. iv) Speed Review - The Clerk reported that Cheshire East Highways was planning to undertake a speed review on Salters Lane. A map defining the stretch of highway to be reviewed was considered by Members and support expressed for the scheme. 088/18 RESOLVED a) That the Clerk advise Cheshire East Highways that Lower Withington Parish Council supports the proposed speed review on Salters Lane. (All in favour) 11. CO-OPTION OF PARISH COUNCILLOR - There was nothing to report. 12. INFORMATION HANDLING POLICIES - i) Personal Data Breaches and Data Protection Impact Assessments - Guidance information had been previously circulated to all Members relating to Personal Data Breaches and Data ProtectionF Impact Assessments. ii) Personal Data Audit Questionnaires - Members were provided with Personal Data Audit Questionnaires for individual completion. Members were requested to complete the forms and submit them to the Clerk at the next meeting. 089/18 RESOLVED a) That the guidance information relating to Personal Data Breaches and Data Protection Impact Assessments be received. b) That Personal Data Audit Questionnaires be completed by individual Members and submitted to the Clerk at the next meeting. (All in favour) iii) Archive Parish Council Documents - The Clerk suggested that in order to best preserve the archive documents of the Parish Council these should be lodged with the Cheshire Record Office. 090/18 RESOLVED a) That approval be given to deposit archiveA Parish Council documents at the Cheshire Record Office. (All in favour) iv) Parish Councillor email Accounts - The Clerk reported that it was possible to set up an email account, associated with the web domain for each Councillor. Further information was being sought regarding the detail of this, however, Members agreed that the service should be pursued. 091/18 RESOLVED a) That the Clerk proceed to arrange for official individual Councillor email accounts using Member initials as the identifying prefix. (All in favour) 13. MATTERS FOR INCLUSION ON NEXT/FUTURE MEETING AGENDA - None. 14. DATE OF NEXT MEETING - Monday 29th October, 2018 at 7:30p.m. at Lower Withington Parish Hall. To consider passing a resolution under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960 (Section 100(a) of the Local Government Act 1972) to exclude the public and press from the meeting for the following item of business on the groundsR that it could involve the likely disclosure of exempt information. 092/18 RESOLVED a) That a resolution to exclude the Public and Press from the remainder of the Meeting was not necessary as no items were to be considered at Item 15. (All in favour) 15. MATTERS FOR CONSIDERATION INCLUDING THOSE TRANSFERRED FROM ABOVE ITEMS - None. The Meeting was declared closed by the Chairman at 8:37 p.m. Signed: ......
