Outline of the 9/11 Plot Staff Statement No. 16 Members of the Commission, your staff is prepared to report its preliminary findings regarding the conspiracy that produced the September 11 terrorist attacks against the United States. We remain ready to revise our understanding of this subject as our work continues. Dietrich Snell, Rajesh De, Hyon Kim, Michael Jacobson, John Tamm, Marco Cordero, John Roth, Douglas Greenburg, and Serena Wille did most of the investigative work reflected in this statement. We are fortunate to have had access to the fruits of a massive investigative effort by the Federal Bureau of Investigation and other law enforcement agencies, as well intelligence collection and analysis from the Central Intelligence Agency, the National Security Agency, the State Department, and the Department of Defense. Much of the account in this statement reflects assertions reportedly made by various 9/11 conspirators and captured al Qaeda members while under interrogation. We have sought to corroborate this material as much as possible. Some of this material has been inconsistent. We have had to make judgment calls based on the weight and credibility of the evidence. Our information on statements attributed to such individuals comes from written reporting; we have not had direct access to any of them. Plot Overview Origins of the 9/11 Attacks The idea for the September 11 attacks appears to have originated with a veteran jihadist named Khalid Sheikh Mohammed (KSM). A Kuwaiti from the Baluchistan region of Pakistan, KSM grew up in a religious family and claims to have joined the Muslim Brotherhood at the age of 16. -

Her work has focused on al Qaeda’s affiliates in the Gulf of Aden region and associated movements in western and northern Africa. She specializes in the Yemen-based group, al Qaeda in the Arabian Peninsula, and al Qaeda’s affiliate in Somalia, al Shabaab. Zimmerman has testified in front of Congress and briefed Members and congressional staff, as well as members of the defense community. As requested, I will focus particular attention on current trends in West Africa’s Sahel region, which is within my C area of specialization at CRS, along with U.S. responses and considerations for congressional oversight. My testimony draws on the input of CRS colleagues who cover other parts of the continent and related issues. Introduction Islamist armed groups have proliferated and expanded their geographic presence in sub-Saharan Africa (“Africa,” unless noted) over the past decade.1 These groups employ terrorist tactics, and several have pledged allegiance to Al Qaeda or the Islamic State (IS, aka ISIS or ISIL) and operate across borders. Most, however, also operate as local insurgent movements that seek to attack and undermine state presence and control. Conflicts involving these groups have caused the displacement of millions of people in Africa and deepened existing development and security challenges. Local civilians and security forces have endured the overwhelming brunt of fatalities, as well as the devastating humanitarian impacts. Somalia, the Lake Chad Basin, and West Africa’s Sahel region have been most affected (Figure 1).2 The Islamic State also has claimed attacks as far afield as eastern Democratic Republic of Congo (DRC) and northern Mozambique over the past year.3 The extent to which Islamist armed groups in Africa pose a threat to U.S. -

Up to now, relations between the EU and Algeria have been mainly based on economic considerations. The crisis in Mali, the Franco-African military intervention (AFISMA) and the terrorist attacks at the gas facility In Amenas in eastern Algeria have opened a new window of opportunity for reinforced cooperation in the field of security between Algeria and the EU in order to combat common threats. Given its strong military power and political stature in the region, Algeria has the potential to develop into an important ally of the EU in the Sahel region. The probable transfer of presidential powers in Algeria will offer a chance for Algeria to reshape its policy in the region, as an assertive and constructive regional power not only in the Maghreb but also in West Africa. Adam Yahiye Gadahn October 19. 2014 For more than two decades, Muslims have been told that the just solution to the problem of the Jewish occupation of Palestine is in the Western-sponsored creation of an emaciated, defenseless and nominally independent state for Arabs on a mere fraction of the land of Palestine, with the lion's share remaining in the hands of the Jews for them to rule and corrupt as they please. The so-called 'two-state solution' – which in practical terms is a 'one and one-half state solution' (or perhaps a 'one and one-third state solution'!) – is not only unacceptable to the majority of Palestinians, it is also against the laws and principles of Islam, and ignores the fact that Palestine was an Islamic land and will always be an Islamic land; and this is why the only way forward and the only just answer to the Palestinian 'question' is the removal of 'Israel' in its entirety and the recovery of all of Muslim Palestine by Muslims and for Muslims. Palestine is for Muslims, because Palestine is the Land of the Prophets, and Muslims are the true heirs to the Prophets and not the Jews. If the Torah, Evangel and Koran clearly state that Allah's covenant doesn't extend to the wrongdoers, even if they be offspring of Prophets, how then could there possibly be any validity in the Jews' claims that Palestine is their birthright? Not only did the Children of Israel – from whom emerged the Jews – fail to discharge the responsibility they were given to worship Allah alone, do good deeds for His sake, enjoin good and forbid evil and spread His religion, they also disbelieved in some of the Prophets and Messengers sent to reform and guide them, to the extent of killing some of them and making gods out of others.
