33/2020-2021 PATELEY BRIDGE TOWN COUNCIL The Council Chamber, King Street Pateley Bridge, HG3 5LE Tel: 07751 571 374 Email:[email protected] MINUTES OF THE MEETING HELD ON 6TH OCTOBER 2020 Present: Cllr M Holt (Chairman) Cllr S Lumley Cllr D Brackley Cllr D Marshall Cllr S Hesselden Cllr I Skaife Cllr H Jefferson Cllr C Thompson (Deputy Chairman) Cllr J Leggett Cllr N Thompson Clerk: Ms Laura Jowett In Attendance: Two Parishioners (part) 1 To accept Apologies and reason for absence: Cllr Anson’s apologies and reasons for absence were accepted. 2 Parishioners’ Representations (a) Written representation about locked gates and availability of radar keys A parishioner had raised an issue with access to the Millennium Green and the availability of radar keys to open the gates wide enough to drive a mobility scooter through. Parishioners are able to collect a radar key from Nidd Plus. The Council will ensure this is publicised in a future newsletter. (b) Written representation about land for sale in the Parish Written representations had been received regarding a plot of land which had recently been put on sale and the potential development of the site. The Council will consider a planning application when it has been submitted but is unable to make comments in advance of an application. 3 Councillors’ Declarations of Interest and Consideration of Dispensations: Cllr Jefferson declared a non-pecuniary interest in Item 8(a)(i) 4 Minutes of the Meeting held on the 1st September 2020: It was resolved to approve these, to be signed by the Chair at a later date. 5 Matters Arising (a) Min 7(c): Response from HBC about repair to the town sign A response had been received from HBC giving permission to Pateley Bridge Town Council to paint the town sign. This will be added to the caretaker’s list of tasks (b) Min 9(e): Christmas Lights update and Fox’s Head Well update 34/2020-2021 Updates were provided relating to funding and placement of lights. Mention was given to the fantastic spirit and generosity of the community, because of which match funding has been secured. The council resolved to purchase a banner to recognise the efforts and involvement of the community which can be placed by the Fox’s Head Well, Cllr C Thompson will circulate a suggested design. Resolved to place orders with Yorkshire lighting for - The supply, installation, removal, and storage of a festoon of lights for the High Street for the cost of £2,900 plus VAT - The supply, installation, removal, and storage of icicle lights for the High Street for the cost of £1,199 plus VAT. Lights on Southlands have been made safe. The Mayor has given an interview to the Stray Ferret website to clarify some inaccuracies which were previously reported. Councillor N Thompson will liaise with the Chair of the Scouts group and Mr Holmes about the storage of, and responsibility for, seasonal lighting displays at Fox’s Head Well. The Council recognise the importance of the displays to the community. 6 County Matters Councillor Lumley gave an update. HBC is still meeting remotely and working well. There are concerns about the increase in cases of Covid-19 in North Yorkshire and this is particularly worrying because of the high percentage of elderly residents. Teams are working in partnership with districts and are well organised to address the situation. Councillors raised concerns about highways issues, a loose paving stone on the High Street and the unfinished resurfacing of Greenwood Road. These issues will be reported via the parish portal and email. 7 District Matters Meetings continue to be held remotely. Discussions about devolution are ongoing. 8 Planning Matters (a) Applications to Harrogate Borough Council (i) 20/03448/FUL. Erection of attached dwelling at 19 Greenwood Avenue, Pateley Bridge HG3 5LS. No objections. (ii) 20/03071/FUL. Erection of single storey glazed extension at Ripon Road Barn, Blazefield Bank, Harrogate HG3 5DR. No objections. (iii) 20/03234/FUL. Erection of a holiday cabin at New Mill House, Fellbeck, Harrogate HG3 5EN. No objections. (b) Decisions by Harrogate Borough Council The following decisions were noted: (i) 20/02007/DVCON. Variation of Condition 2 of approved details to allow for alterations to fenestration, installation of photovoltaic roof slates and extraction/intake grilles of permission 17/05050/FUL – erection of one 35/2020-2021 dwelling at Byril Farm, Lupton Bank, Glasshouses HG3 5EB. Permission granted subject to conditions. (ii) 20/02687/KIOSK. Notification under section 49 of the Communications Act 2003. To receive HBC’s 1st Notification with draft decisions on the consultation on BT telephone kiosks. High Street, Pateley Bridge (no calls, and Glasshouses village (low level of use). HBC agreed to closure. (iii) 20/02442/TPO. Various pruning works to 6 no. Alder trees and 1 no. Ash tree with Tree Preservation Order 01/1970 at Nidd Cottage, Mill Lane, Pateley Bridge HG3 5BA. Permission granted subject to conditions. (c) Enforcement matters: None (d) Appeals: None 9 Financial Matters (a) Accounts for Payment: It was resolved to authorise the following for payment: (i) HMRC PAYE Q2, payable by 22nd October: £384.55 (ii) Ms Kirsty Hannam, social media final invoice: £133.20 (iii) Swarco Traffic Ltd: supply and installation of VAS: £3,866.40 inc VAT (iv) Spink & Thackray Ltd: binding of Minutes, five vols: £276.20 inc VAT (v) Community First: additional cover for VAS: £28.73 (vi) J Todd & Son: padlock for Millennium Green: £36.34 inc VAT (vii) HBC: Annual Duty of Care (£42 inc VAT) and emptying of trade waste x 2 in August (£21.78), total £72.18 (viii) YLCA: Planning System training, Cllr Anson: £22.50 (ix) PKF Littlejohn LLP, external audit: £240 inc VAT (x) Community Publications, Autumn newsletter: £240 inc VAT (b) Receipts The following receipts were noted: (i) Platt and Bajic, garage rental October £35 (ii) HMRC VAT refund March 2019 – July 2020: £3,489.60 (iii) HBC, share of ice cream concession 2020: £1,828.12 (reduced due to closure of the Recreation Ground during the pandemic) (iv) HBC, 2nd instalment of Precept £13,625 (c) To receive update on Parking Permits and agree transfer of monies to HBC This item will be brought back to a future meeting (d) To agree revised and updated bank mandate Resolved to approve that the bank mandate be updated with Laura Jowett added to the signatories and Sarah Adamson removed. (e) To receive audited Annual Return from Littlejohn The Council received the audited annual return 2019-2020 and resolved to publish it within the timeframes. 36/2020-2021 10 Play Area/Millennium Green (a) Play Area (i) To receive Annual Play Area Inspection Report The annual inspection had been circulated in advance of the meeting. Resolved to add the following to the Caretaker’s tasks - repairs to the identified surfaces in the play area - removal of dead branches from trees by picnic table - instal permanent covid warning signs Councillor Mike Holt will undertake the next monthly inspection of the play area. (b) Millennium Green (i) To receive Annual Inspections Reports for the BMX Track and the Millennium Green The annual inspection report was received. The council resolved to email a local volunteer to ask if they would be interested in weaving the willow and to ask the caretaker to remove the seating from within the willow tunnel. Due to the deterioration of the BMX track the council resolved to ask Hesseldens to provide a quote for the work. (ii) To receive report on Pond The report was received. Repairs are required to the pond but these cannot be undertaken until a wildlife survey has been conducted. Cllr Holt will make enquiries and bring a quote for a wildlife survey back to a future meeting. 11 Council Business (a) Caretaker Tasks for October (to include pressure washing of the Flaggings) Standard tasks, plus painting nameplate on the town sign, repairs to surfacing, removal of dead branches and installation of the permanent covid signs at the play area, removal of seating from within the willow tunnel at Millennium Green, all necessary repairs to the wooden viewing platforms at Glasshouses dam, and pressure washing of the stone at the entrance to Millennium Green and the carved information stone at the Pillars Past sculpture at the end of Nidd Walk. (b) To receive Crime and ASB Data for 18th August to 21st September 2020 and to consider a response to Sgt Mayes request for feedback on its format. The Council reported that the format of the information is excellent but raised concerns that telephone calls to101 to report crime and anti-social behaviour are not always answered and that this may skew the figures. (c) To agree a donation to the Royal British Legion for Armistice Day The Council recognise that it will be an unusual Armistice Day this year and that the inability to hold poppy sales will have a financial impact on the Royal British Legion locally. The Council resolved to purchase a wreath as usual but to lay the wreath in a low key manner at an appropriate time, and to send a donation of £100. The clerk will write to the Secretary of the Royal British Legion to notify of the plans to lay a wreath and of the donation. 37/2020-2021 (d) In accordance with the terms of her contract, to give permission to the new Clerk to continue working 12 hours a week for Bingley Town Council Resolved to give permission to the Clerk to continue her other employment. (e) To consider a quotation for Tree Inspection at Village Green, Play Area and Millennium Green Resolved to place an order with English Tree Care for tree surveys at the Millennium Green and at Glasshouses Village Green and Play Area for the cost of £525 plus VAT.
