Day 2 After breakfast, explore Mumbai's kaleidoscopic past and vibrant present as you see some of the city’s landmarks. Visit India's largest open-air laundry, stroll through the bustling Crawford Market, and lunch at a local restaurant. Kennedy Odyssey Implicit Umbrellas, Diplomatic Disappointments, and the Bomb India’s search for secu- rity in the nuclear age is a complex story, rivaling Odysseus’s fabled journey in its myriad misadventures and breakthroughs. Little wonder, then, that it has received so much scholarly attention. In the 1970s and 1980s, scholars focused on the development of India’s nuclear “option” and asked whether New Delhi would ever seek to exercise it.1 After 1990, attention turned to India’s emerg- ing, but still hidden, nuclear arsenal.2 Since 1998, India’s decision to become an overt nuclear power has ushered in a new wave of scholarship on India’s nu- clear history and its dramatic breakthrough.3 In addition, scholars now ask whether India’s and Pakistan’s acquisition of nuclear weapons has stabilized or destabilized South Asia.4 Despite all the attention, it remains difªcult to explain why India merely Andrew B. They would like to leapfrog to a higher growth trajectory during 2010-20. Towards this, they would like to see a total investment of Rs 14,00,000 crores (cr), as stated in the Vision 2020, brought out by the Ministry of Railways (MoR) in December 2009. With whatever level of optimistic projections for the internal resources and borrowings for the coming decade, clearly, PPPs would have to be a significant source. This makes it imperative for the IR to create a policy framework that would attract PPPs, especially in the context that the PPPs in IR have not taken off as projected. This paper reviews PPP projects that the IR has evolved over the past 25 years. These include operating partnership projects of IR including with the state government, PPPs in the pipeline, and discontinued partnership projects in IR.
