Mapisa-Nqakula, MP Building on the momentum that has seen the Depart- ment of Defence reinvent itself over the past few years, I am pleased to present the FY2011/12 Annual Report for the Department of Defence (DOD). This report represents a summary of many activities carried out by the Depart- ment of Defence in fulfilling its constitutional mandate to defend the sovereignty of the Republic of South Africa and to provide support to its people. In the year under review, the DOD continued to play a crucial role in supporting the South African government’s foreign policy by being ready to respond to calls to support and promote peace in the continent whether on a bi-lateral or multi-lateral level. This ongoing support to government foreign policy initiatives has sparked increased co-opera- tion between both regional and continental defence forces, thereby promoting stability and security in the SADC and the African continent. Some of the results of which is the standing agreement of co-operation in curbing the piracy scourge from the Southern African Development Com- munity (SADC) region waters between SA, Mozambique and Tanzania. Further support was provided to the Mo- zambique Defence Force with counter-piracy operations during which South African Naval vessels patrolled the Mozambique Channel. Ms N.N. Gulube The Secretary for Defence is the Head of the Department, the Accounting Officer, the Information Officer and the principal adviser to the Minister of Defence on Defence policy matters. The Defence Secretariat was established in terms of section 204 of the Constitution of the Republic of South Africa, 1996, given substance to by section 6 of the Defence Act, 2002 (Act No. 42 of 2002) and executes its functions within the parameters of section 8 thereof. As illustrated in the Vote 22 Chapter of the Estimate of National Expenditure (ENE), to continue to deliver on its mandate, the DOD focuses on strategic priorities deter- mined in response to changing circumstances.     NAVY NEWS WEEK 25-5 16 June 2016 Paramilitary: Chinese Combat Fishermen June 2, 2016: Intelligence analysts have concluded that many of the Chinese fishing ships involved in confrontations with non-Chinese fishing ships and local coast guard or naval police never seem to catch any fish. It turns out that these fish-free fishing ships are being paid by the Chinese government to be pests and professional victims of oppression by other nations with claims on the South China Sea. These fishing boats do fish, but not while being paid by their government for what amounts to paramilitary duties. Since 2010 China has increasingly used a growing fleet of civilian fishing vessels to assert their claims on much of the South China Seas. These unarmed ships are used, usually in groups, to block the moment of unwelcome foreign commercial or military ships. Sometimes these fishing ships are seized by the coast guards of other nations and the crews held for months until the Chinese government can arrange a release. This usually happens after China agrees to pay a large ―fine‖ and threatening violent retaliation if the Chinese fishermen were not released. It turns out that China has been building and expanding this naval militia for over a decade. This began with an older program that provided adventurous fishing captains with subsidies for building new fishing boats and assurances that the navy would assist Chinese fishermen in gaining access to foreign fishing areas and exclusive use of fishing grounds in international waters. There appear to be over a hundred civilian ships (mostly ocean going fishing trawlers) associated with this militia program, which openly functions as a government supported organization back in China and has headquarters in southern China.

    429 Scientia Militaria vol 40, no 3, 2012, pp.429-471. doi: 10.5787/40-3-1036 Resurrection of the Marine Capability in the South African Navy: The Maritime Reaction Squadron Calvin Manganyi • Abstract The disbandment of the Marine Branch of the South African Navy (SAN) in 1990 following the end of the Border War, culminated in the loss of a marine capability geared to operate in an amphibious theatre. Budget cuts and the need to acquire new warships necessitated the disbandment of the marines. Following the country’s reacceptance into the international community in 1994, the newly formed South African National Defence Force (SANDF) found itself within a very short space of time involved in peace missions in the troubled Great Lakes region and elsewhere. The SAN, as part of the SANDF, was also drawn into peace missions. Members of the Protection Force and the Operational Diving Teams (ODTs) participated in peace missions and other exercises that demanded the marine capability. With the realisation that South Africa has been, and still is, involved in peace missions, the Chief of the SAN (C Navy) decided to resurrect such capability through the creation of the Maritime Reaction Squadron (MRS) in 2006. The MRS, however, does not mirror the defunct marines because it incorporates other elements such as divers who were absent in the first two marines. Even though it faces challenges, the MRS has conducted, and continues to conduct, various exercises and operations in support of South Africa’s foreign policy efforts.
