Councilors are following the Pareto principle; 20 percent of the councilors represent 80 percent of the participation at council meetings. Diebolt is actively encouraging equal par• ticipation, trying to make councilors feel more com• fortable voicing their opinions during meetings. "If you have an opinion, share it... That's your job.
