    HIGHWAYS AND MINOR PORTS DEPARTMENT DEMAND NO- 21 POLICY NOTE ON ROADS, BRIDGES, MINOR PORTS AND SHIPPING 2009-2010 INTRODUCTION An efficient road and port infrastructure is essential for the economic and social development and well being of the State. Tamil Nadu being the 11th largest state of India, there is a steep increase in Vehicle population of the State due to the development of Industries, Information Technology and other sectors. The road infrastructure is developed on the basis of the Indian Road Congress norms so as to stimulate the development process. Total area of Tamil Nadu is 1,30,058 Sq km. The length of Roads available in Tamil Nadu state is 1,94,087 Km approximately. In this 61,641 Km length of roads are maintained by MORT&H, Government of India and State Highways Department. Apart from this certain roads are maintained by local bodies and other Departments. Nazim uddin, Environmental Engineer, CPCB EPCA stated that it has submitted a report before Honble Supreme Court in which it has recommended for lifting of the exiting restriction on number of TSRs under certain conditions that included mandatory biometric smart cards for owners and drivers and public service vehicle badges for drivers and that it feels that a supplementary reports should be filed to inform the court about progress of compliance of these conditions. EPCA asked Transport Department to inform the progress. Transport Department informed that smart cards have been issued to owners of about 38000 TSRs. EPCA stated that it had recommended that it should be done by 31st March 2010 therefore Transport Department should at least decide a timeframe to complete this and issue a public notice in this regard. Transport Department also informed that it has been noticed that one person is coming for issuance of up to 10 smart cards in his name at a time.

Tamil Nadu is the 11th largest State with an area of 1,30,058 Sqkm out of country's total area of 3166416 Sqkm and the third most urbanised State next to Maharashtra and Gujarat. Road network of the state influences considerably the economic development, population distribution, size of cities and towns, environmental quality, energy consumption, access to social infrastructure and above all the quality of life. Only with efficient road network, other development programmes can give expected results. 1.2. As on 31.03.2007, the total length of road in Tamil Nadu is 1,88,700 Km, of which 61446 Km length of roads are maintained by Highways Department. Tamil Nadu is in the forefront in developing road infrastructure. The density of road network in Tamil Nadu is 286 Km per lakh of population which is higher than the all India average of 258.20 Km and 137 Km per 100 Sq.Km area as against the all India average of 74.90 Km. Roads in Tamilnadu are broadly grouped under two categories viz. (a) Government Roads and (b) Village roads and others. Realising the importance of developing and maintaining a good network of roads, for the first time in India, a separate department for Highways was formed at the State level, as early as in April 1946 and the Department has completed platinum jubilee year. 1.3. The total length of Government roads is 61,446 km.     HIGHWAYS DEPARTMENT DEMAND NO:20 POLICY NOTE ON ROADS, BRIDGES AND SHIPPING 2005-2006 I. INTRODUCTION Development of infrastructure leads to economic growth of a region and improved living conditions of the people. The development of road infrastructure in particular will accelerate the growth in industry, power, road transport and also in social development. Development of a good road network also acts as a catalyst for economic development of the rural areas of the State. The road network of the State influences considerably the economic development, population distribution, the size and shape of cities and towns, energy consumption, access to social infrastructure and above all the quality of life. The government under the dynamic leadership of the Hon’ble Chief Minister does not consider the roads as mere connecting links but as an essential requirement for the over all development of the State. Tamil Nadu has a more extensive road network than most Indian States. The total length of roads in the State is 1,78,062 Km, of which 61,289 Km is managed by the Highways Department. The 61,289 Km of road network comprises 3850 Km of National Highways, 7230 Km of State Highways, 7383 Km of Major District Roads, 41,191 Km of Other District Roads and 1635 Km of Sugar-cane roads. In terms of road density per 100 square Km, the State’s position is commendable that it increased from 29.70 Km in 1951 to the present level of 127.68 Km, which is about 70% more than the national average of 74.73 km per 100 sq.km.

Devadas*, Lilly Rose A** *Anna University, Chennai, India; **Sathyabama University, Chennai, India Abstract Creation of cities leads to the removal of natural landscape with built up spaces, parking lots, roads etc, through highly reflective materials, affecting the local climate in a dramatic scale. The climatic changes in the urban areas are often characterized by increase in air temperatures and are termed as the Urban Heat Island Effect (UHIE). Major factors contributing to the elevated air temperatures include the size of the city, population, density of built- up spaces, street canyon geometry, thermal properties of materials, vegetation cover and waste heat from buildings. Therefore it is vital for urban designers and urban planners to study the nature of the climate variation trends in urban areas to equip them in planning sustainable and comfortable cities, and mitigate the adverse effects. This paper aims to assess the intensity of urban heat island effect in the city of Chennai and their relationship to various urban factors, through mobile recordings of urban air temperatures during summer and winter. Air temperatures were recorded through a mobile survey covering the major areas of the city in the month of May 2008 (hottest month) and January 2009 (coldest month). The results indicate the existence of heat island effect in the city of Chennai with increasing air temperatures in a radial fashion from the suburbs towards the city centre where the mean max UHI intensity reaches 2.48°C during summer and 3.35°C during winter.
