    EXECUTIVE SUMMARY 1. INTRODUCTION Economic Research Institute for ASEAN and East Asia (ERIA) submitted the Comprehensive Asia Development Plan (CADP) to the 5th East Asia Summit in October 2010, as a grand spatial design for infrastructure development in East Asia. The conceptual framework of the CADP, which was elaborated based on new waves of international trade theory namely the fragmentation theory and new economic geography, demonstrated how the region can pursue deepening economic integration as well as narrowing development gaps. This claim was supported by simulation analyses on the impacts of logistic enhancement to the region using the Geographical Simulation Model (GSM). CADP also provided a long list of prospective infrastructure projects which would be important to realize the policy recommendation of the CADP. During the same series of summit meetings, the 17th ASEAN Summit adopted the Master Plan on ASEAN Connectivity (MPAC) as an umbrella master plan to expedite the establishment of the ASEAN Community, during the drafting process of which ERIA also provided intellectual contribution based on the conceptual framework of the CADP. The MPAC defined three modes of connectivity, namely physical connectivity, institutional connectivity, and people-to-people connectivity, as the keys for the successful establishment of the ASEAN Community. The MPAC and the CADP share a common philosophy in the sense that both stress the importance of physical and institutional connectivity in deepening economic integration and narrowing development gaps. Although the MPAC is a plan of ASEAN, it also emphasizes the vii importance of the connectivity with neighboring countries including EAS member countries. Although the CADP successfully fulfilled its initial mission1, there still remain a number of issues to address, of the primal importance of which is the implementation of infrastructure projects and policy measures recommended in the CADP.

The State metamorphosed from being primary-producing into a predominant service sector. The share of primary sector dwindled from 43.51 per cent during 1960-61 to 8.81 during 2010-11.

EPCA asked Transport Department to inform the progress. Transport Department informed that smart cards have been issued to owners of about 38000 TSRs. EPCA stated that it had recommended that it should be done by 31st March 2010 therefore Transport Department should at least decide a timeframe to complete this and issue a public notice in this regard. Transport Department also informed that it has been noticed that one person is coming for issuance of up to 10 smart cards in his name at a time.

Public Private Partnership Appraisal Committee (PPPAC) 15 th Meeting on June 17, 2008 Record Note of Discussion The 15 th meeting of the Public Private Partnership Appraisal Committee (PPPAC) was held in North Block, New Delhi at 12.00 Noon on June 17, 2008. The Finance Secretary chaired the meeting. The list of participants is annexed. Agenda Item 1 : Proposal for grant of final approval – Four laning of Cuddapah- Kurnool Section of NH 18 (Km 167/750 to Km 356/030) in the State of Andhra Pradesh under NHDP Phase III on BOT basis. 2. The representative of Department of Economic Affairs (DEA) explained that the project includes developing the existing two-lane carriageway to four-lane dual carriageway including strengthening of existing two lane with a length of 188.28 km (except for the bypass where new four lane dual carriageway has been proposed) on BOT (Toll) basis. The project highway includes about 39.68 kms length of service roads on both sides of the road. All the permanent structures are proposed to be six laned. 3. It was noted that the National Highways Authority of India (NHAI), to address and incorporate the observations of the Planning Commission in the project proposal, had amended the project documents and the revised documents had been circulated to the members of the PPPAC. Certain outstanding issues in respect of the project were, thereafter, discussed. 3.1 Issuance of RFQ : It was noted that the Guidelines for formulation, appraisal and approval of central sector PPP projects do not prescribe the requirement for obtaining‘in principle’ approval for projects based on Model Concession Agreement.

    HIGHWAYS DEPARTMENT DEMAND NO:20 POLICY NOTE ON ROADS, BRIDGES AND SHIPPING 2005-2006 I. INTRODUCTION Development of infrastructure leads to economic growth of a region and improved living conditions of the people. The development of road infrastructure in particular will accelerate the growth in industry, power, road transport and also in social development. Development of a good road network also acts as a catalyst for economic development of the rural areas of the State. The road network of the State influences considerably the economic development, population distribution, the size and shape of cities and towns, energy consumption, access to social infrastructure and above all the quality of life. The government under the dynamic leadership of the Hon’ble Chief Minister does not consider the roads as mere connecting links but as an essential requirement for the over all development of the State. Tamil Nadu has a more extensive road network than most Indian States. The total length of roads in the State is 1,78,062 Km, of which 61,289 Km is managed by the Highways Department. The 61,289 Km of road network comprises 3850 Km of National Highways, 7230 Km of State Highways, 7383 Km of Major District Roads, 41,191 Km of Other District Roads and 1635 Km of Sugar-cane roads. In terms of road density per 100 square Km, the State’s position is commendable that it increased from 29.70 Km in 1951 to the present level of 127.68 Km, which is about 70% more than the national average of 74.73 km per 100 sq.km.

    VOLUME - 5 July 2018 The Chennai Metro Rail Limited certified with Gold Rating, under LEED 2009 for the New Construction category Leadership in Energy and Environmental Design (LEED) is a forerunner in green building certification programs worldwide which was developed by U.S. Green Building Council (USGBC). LEED provides a framework to create healthy, highly efficient and cost- saving green buildings. LEED certification is a globally recognized symbol of sustainability achievement. The Admin Building-Depot for CMRL was selected by LEED under the New Construction category. The building was evaluated based on the categories of sustainable sites, water efficiency, energy and atmosphere, material and resources, indoor environment quality, innovation in design and regional priority credits. The components were evaluated on the basis of the design, construction, operation, and maintenance, which aim to make the buildings environmentally responsible and use the resources effectively. Based on this method of evaluation, the Admin Building- Depot of CMRL was awarded with 70 points out 110 points which fetched us the Gold Rating, under LEED 2009 for the New Construction. The Gold Rating, under LEED 2009 for the New Construction category was awarded to Thiru Pankaj Kumar Bhansal, I.A.S Managing Director of Chennai Metro Rail Limited by Thiru P. Gopalakrishnan, Managing Director - APAC & Middle East, GBCI. All Directors, Chief General Managers and other officials of Chennai Metro Rail Limited were present during this event.
