Executive Summary
EXECUTIVE SUMMARY 1. INTRODUCTION Economic Research Institute for ASEAN and East Asia (ERIA) submitted the Comprehensive Asia Development Plan (CADP) to the 5th East Asia Summit in October 2010, as a grand spatial design for infrastructure development in East Asia. The conceptual framework of the CADP, which was elaborated based on new waves of international trade theory namely the fragmentation theory and new economic geography, demonstrated how the region can pursue deepening economic integration as well as narrowing development gaps. This claim was supported by simulation analyses on the impacts of logistic enhancement to the region using the Geographical Simulation Model (GSM). CADP also provided a long list of prospective infrastructure projects which would be important to realize the policy recommendation of the CADP. During the same series of summit meetings, the 17th ASEAN Summit adopted the Master Plan on ASEAN Connectivity (MPAC) as an umbrella master plan to expedite the establishment of the ASEAN Community, during the drafting process of which ERIA also provided intellectual contribution based on the conceptual framework of the CADP. The MPAC defined three modes of connectivity, namely physical connectivity, institutional connectivity, and people-to-people connectivity, as the keys for the successful establishment of the ASEAN Community. The MPAC and the CADP share a common philosophy in the sense that both stress the importance of physical and institutional connectivity in deepening economic integration and narrowing development gaps. Although the MPAC is a plan of ASEAN, it also emphasizes the vii importance of the connectivity with neighboring countries including EAS member countries. Although the CADP successfully fulfilled its initial mission1, there still remain a number of issues to address, of the primal importance of which is the implementation of infrastructure projects and policy measures recommended in the CADP. -

STATE OF THE ECONOMY A common thread running through this document is that development is a process of cumulative change that results from forces that raise productivity in each sector of the economy. Capital accumulation is to be interpreted to include productivity – enhancing investment in human resources. Human investment deserves particular consideration in the context of inclusive economic growth. Educational programmes are important not only as a matter of growth policy but also for their important bearing on how the gains from growth will be distributed both among income groups and among various sectors of the economy. 1.1. State Income: The State economy had reached a higher growth plane – it registered a growth rate of 10.36 during 2009-10 and 9.33 during 2010-11 at constant prices. In absolute terms it was ` 353238/- crore and ` 387973/- crore respectively. During the period 2005-06 to 2010-11, the average annual growth in GSDP was at 10.06 per cent – primary sector 4.87 per cent, secondary sector 10.07 per cent and tertiary sector 11.11 per cent. During the 11th Five Year Plan, the overall growth achieved was at 7.80 per cent. Primary sector recorded a meagre 1.08 per cent, secondary sector 8.07 per cent and tertiary sector registered 9.01 per cent. The State metamorphosed from being primary-producing into a predominant service sector. The share of primary sector dwindled from 43.51 per cent during 1960-61 to 8.81 during 2010-11. -

Nazim uddin, Environmental Engineer, CPCB EPCA stated that it has submitted a report before Honble Supreme Court in which it has recommended for lifting of the exiting restriction on number of TSRs under certain conditions that included mandatory biometric smart cards for owners and drivers and public service vehicle badges for drivers and that it feels that a supplementary reports should be filed to inform the court about progress of compliance of these conditions. EPCA asked Transport Department to inform the progress. Transport Department informed that smart cards have been issued to owners of about 38000 TSRs. EPCA stated that it had recommended that it should be done by 31st March 2010 therefore Transport Department should at least decide a timeframe to complete this and issue a public notice in this regard. Transport Department also informed that it has been noticed that one person is coming for issuance of up to 10 smart cards in his name at a time.
