REQUEST FOR CONFIRMATION OF RE-APPOINTMENT OF COMMISSIONER REPRESENTING RIVERS STATE AT THE REVENUE MOBILISATION, ALLOCATION AND FISCAL COMMISSION

The Revenue Mobilisation, Allocation and Fiscal Commission is one of the Federal Executive Bodies established under Section 153(1) of the 1999 Constitution of the Federal Republic of Nigeria as amended (2011). By the provision of Part 1 (N) of the Third Schedule of the 1999 Constitution, the Commission shall comprise a Chairman and one member from each State of the Federation and the Federal Capital Territory, Abuja. tenure of Honourable Barrister Frank Achinike Owhor, Rivers State representative on the Commission expired on 12th May 2011.

I have, therefore, in the exercise of the powers conferred on me by Section 154(1) and 156(3) of the 1999 Constitution of the Federal Republic of Nigeria as amended (2011) decided to re-appoint Honourable Barrister Frank Achinike Owhor whose Curriculum Vitae (CV) is attached herewith, as a member of the Revenue Mobilisation, Allocation and Fiscal Commission representing Rivers Statefor afirst term offive (5) years.

NOMINATION OF SENATE MINORITY PRINCIPAL OFFICERS POSITIONS FOR THE 7TH SENATE

Greetings! I write in respect of the above subject matter and with particular reference to the Senate Rules section 30(1) which states inter alia:

"The Minority leader, Deputy Minority leader, Minority Whip and Deputy Minority Whip shall be nominated from among the Minority parties in the Senate. "

I regret to report to you that the issue of this nomination is still a subject of serious controversies within our party's Senate caucus. I therefore implore you to use your good offices to suspend the "nominations' transmitted to you till the issues, some of which boarder on the breach of the Federal character principle in our Constitution are sorted out. 18 Tuesday, 28th Juue, 2011 No.3

(iv) National Assembly Identity Card: The Senate President announced that Distinguished Senators were requested to visit the National Assembly Identity Card Unit (Senate Hearing Room 2) for their Identity Card between June xr - l" July, 2011 by 10:00 a.m. to 4:00 p.m daily.

(v) Collection of Office Keys: The Senate President announced that Distinguished Senators were requested to send their Legislative Aides to Room 20, First Floor, White House with an Authority Letter to collect their office keys.

6. Matter of Urgent Public Importance: Rising on Rules 42 and 52, Senator (Akwa-Ibom North-East) drew the attention of the Senate to the security situation in the country and particularly the bomb blast at the Police Headquarters, Abuja on the 16th of June, 2011. He sought and obtained the leave of the Senate to present the matter forthwith:

That the Senate notes with serious concern the recent and unfortunate bomb blast that took place in Abuja on the 16th of June, 2011 at the Police Headquarters, Louis Edet House, Abuja;

Disturbed that this dastardly act was carried out in such a manner as to mock the level of preparedness and alertness of our Security Agencies;

Aware that Security Agencies are still carrying out investigations to unravel and arrest the perpetrators of this act; and

Further aware that lives and properties worth millions of naira were lost in the blast and several others wounded and undergoing treatment.

Accordingly Resolves to: (i) To condemn the bomb blast and all acts of terrorism in their entirety;

(ii) To commiserate with the families of those who lost their lives and properties in the blast; and

(iii) That the Senate in Closed Session be briefed by the Heads of Security Agencies.

8. Closed Session: Motion made: That the Senate do resolve into a Closed Session to deliberate on matters relevant to the workings of the Senate (Senate Leader).

The Senate President reported that the Senate in a Closed Session discussed issues affecting the smooth running of the Senate in particular and the National Assembly in general.
