(1998), Vol. 3 No. 1, 82-103 The Future of Demilitarisation and Civil Military Relations in West Africa: Challenges and Prospects for Democratic Consolidation* J 'Kayode Fayemi** Abstract This paper examines the state of civil-military relations and the prospects for demilitarisation anddemocratisation in contemporary West Africa. Its underlying thesis is that West Africa poses one of the greatest dilemmas to the prospects for demilitarisation in Africa. At the same time, it offers a potentially useful mecha- nism for regional peace and security with implications for (de)militarisation in Africa. While the paper recognises the historico-structural dimensions of militarisation as well as the behavioural obstacles to demilitarisation, it captures the challenges and prospects in terms of the complexity of state-civil society relations and suggests a holistic understanding of the concept of security. This, it does with a view to de-emphasising force as the key mechanism for conflict resolution, and promoting an inclusive institutionalframework for demilitarisation and development. Introduction Militarisation is a multi-dimensional process containing phenomena such as rearmament, the growth of armed forces, an increasing role for the military in decision making process, an increasing role for force in conflict resolution and the spread of " militaristic" values. In general,... militarisation is a process whereby the "civilian" sphere is increasingly militarised towards a state of excess, usually referred to as "militarism" (Hettne, 1988,18). -

The period between 2004 and 2006 has recorded a ruinous prebendal political conflict in the South-Eastern geo-political zone of Nigeria. The conflict, which involved an erstwhile Governor of Anambra State, Dr. Chris Ngige and a political chieftain in the state, Chief Chris Uba, occurred with attendant violence. However, empirical studies on the role played by the press in this type of conflict situation are faint in political communication literature. This study therefore was conducted to investigate how selected newspapers reported the Ngige and Uba prebendal political conflict in South-Eastern Nigeria between 2004 and 2006. Four Nigerian national newspapers were chosen for the study, namely: Daily Champion, Daily Trust, Nigerian Tribune and The Guardian. Purposive sampling was used to select 84 journalistic genres out of 72 editions of the newspapers. -

Special RepoRt on nIgeria’s BENUe s t A t e BENUE STATE: FACTS AND FIGURES Origin: Benue State derives its name from the River Benue, the second largest river in Nigeria and the most prominent geographical feature in the state Date of creation: February 1976 Characteristics: Rich agricultural region; full of rivers, breadbasket of Nigeria. Present Governor: Chief George Akume Population: 5 million Area: 34,059 sq. kms Capital: Makurdi Number of local government: 23 Traditional councils: Tiv Traditional Council, headed by the Tor Tiv; and Idoma Traditional Council, headed by the Och’Idoma. Like everyone who watched the BBC Channel 4 documentary on Saving Africa’s Witch Children when it was first broadcast on 12 November 2008, I was horrified at the sight of children being tortured, dehumanised and traumatised by their captors under the guise of exorcising witchcraft from their innocent souls. Some of them have already been killed. The gory scenes shown in the documentary were rightly met with universal condemnation; having pitched the conscience of the world. In reacting to this documentary, my Mission proceeded to send a quick rejoinder, stating, unequivocally, its abhorrence of what was depicted in the programme. Rather than denying that such cultural practices and human rights violations of children exist in one form or the other various parts of Nigeria, the Mission sought to put the documentary in the proper 2 context of ignorance, mass illiteracy, cultural practices, belief systems, poverty and lack of enforcement of existing laws. -

Dhikru Adewale Yagboyaju, PhD Dhikru Adewale Yagboyaju is a senior lecturer in the Department of Political Science at the University of Ibadan, Nigeria email: [email protected] ABSTRACT The relationship between elections and the vitality of a democratic society is clear. Elections have proven to be the best means of strengthening the mandate of a performing administration or removing a non-performing one. This paper argues, however, that the outcomes of several elections in Nigeria’s Fourth Republic have proved contrary to the common trend in most advanced democratic systems, in which electoral outcomes are based on performance. While in some cases, especially in political party primaries, candidates with little or no democratic credentials have emerged during general elections, in other instances administrations with relatively high records of infrastructural development have been voted out. This study traces the most probable causes of this paradox to Nigeria’s money politics and a possible misinterpretation of the concept of development. It is essentially a literature-based study, descriptive but also analytical. The paper concludes that the country will have to contend with the politics of underdevelopment for as long as immediate and pecuniary benefits constitute the expectation of the generality of followers. Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election. -
