Conference Program 2009 IEEE International Conference on Intelligent Computing and Intelligent Systems (ICIS 2009) Conference Program Guangdong Hotel (Shanghai) Shanghai, China Nov. 20 – 22 2009 CoSponsored by Greeting Message from General Conference Chairs Welcome to 2009 IEEE International Conference on Intelligent Computing and Intelligent Systems (ICIS09)! Welcome to Shanghai, China! We believe the solid conference program and the amazing city of Shanghai will offer you irresistible attraction. This year’s ICIS is sponsored by IEEE Beijing Section and Cosponsored by IEEE Shanghai Section, Shanghai Jiaotong University, Xiamen University, City University of Hong Kong, and Iwate Prefecture University. Much work went into preparing a program of high quality. At this very moment, we would like to thank the program committees and the organizing staffs for their hard work. We would like to especially thank Professor Yinglin Wang of Shanghai Jiaotong University for handling the 1,900 submissions and Professor Shaozi Li of Xiamen University for his excellent editorial work to the proceeding. The scope of this conference is to gather researchers from different areas and disciplines to present results and participate in discussions under the common theme of intelligent systems and computing. These interactions will facilitate a better understanding of the diversity of the different approaches as well as of their similarities. In addition it will open the way for applying approaches that have been successful in one area to problem solving in different areas and applications. We wish each of you successful deliberations, stimulating discussions, new friendships and all enjoyment that Shanghai can offer. While this is a truly remarkable Conference, there is more yet to come. We look forward to seeing all of you in Shanghai. Canada MINING NETWORK TRAFFIC DATA Abstract: Mining and statistical analysis of network data are often employed to determine traffic loads, analyze patterns of users' behavior, and predict future network traffic. In this talk, we analyze traffic data collected from three deployed networks: a cellular wireless network used by public safety agencies, a satellite network used by Internet service providers, and the Internet. We describe analysis of network log data collected from EComm, a public safety trunked radio network that utilizes circuitswitched cellular wireless technology. We examine statistical distributions and autocorrelation functions of call interarrival and call holding times during busy hours. Our findings indicate that traditional Erlang models used for voice traffic may not be suitable for evaluating the performance of trunked radio networks. We also describe collection of traffic data, characterization of traffic loads, and distribution of packet sizes in ChinaSat, a hybrid satelliteterrestrial system. We investigate longrange dependence as the traffic patterns vary, propose a traffic model for the Transmission Control Protocol (TCP) connections, and use data from billing records to predict future traffic loads. Since discovering network topology is important for analyzing routing protocols and network robustness and resilience, we also examine datasets from the Route Views and RIPE projects and identify important properties of Internet graphs. Our current traffic measurement project deals with traffic collection from BC.Net, the Vancouver Lower Mainland Gigabit Ethernet network. Collected data will be used to analyze

  • Tradewise Gibraltar Chess Festival 2015
Tradewise Gibraltar Chess Festival 2015 Monday 26 January - Thursday 5 February 2015 Round 1 Report: 27 January by John Saunders The first round of the 13th Tradewise Gibraltar Masters, played at the Caleta Hotel on 27 January, featured a glittering array of grandmasters and professional players pitted against amateur entrants from all over the world. As is usual on these occasions, the professionals triumphed by a huge margin but, as in football's FA Cup, there was much excitement along the way, including one remarkable David versus Goliath achievement for an amateur player. This year's tournament is very special. It features a member of the ultra-exclusive '2800 Club'. The top seed is former FIDE world champion Veselin Topalov from Bulgaria, making his return to individual open tournament chess after two decades of playing only against fellow elite players in closed tournaments and big matches. Before the game he struck a positive note in interviews, saying how much he was looking forward to the challenge and suggesting he found the constant round of elite-only tournaments with the same handful of players to be a bit boring. In many ways Topalov is the Tal of the 21st century: if you had to pick out a player of the post-Kasparov era who always plays an aggressive game and fights for the point in every game – and, most importantly, does so with a consistently high degree of success – the genial Bulgarian would be a good choice. You only have to look at his games to realise that he is a man who relishes a challenge.

A few years later Bu easily won in the Chinese junior championship and went on to achieve success in the international arena: he won 3rd place in the U12 World Youth Championship in 1997 and 1st place in the U14 World Youth Championship in 1998. In 1999 he achieved three GM norms within only two months, which made him the youngest grandmaster at the time, at the age of 13 years 10 months and 13 days, a record that was only broken two years later by GM Sergey Karjakin . In 2000, Bu defeated the Azerbaijani chess talent Teimour Radjabov by 6½-1½ in an eight-game Future World Champions Match organized by Garry Kasparov and was considered a super talent for future world champion contender. In 2004, Bu became the chess champion of China.

  • The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics
Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them.
