We are extremely pleased that so many researchers try to bring closer and disseminate research results related to Asia through their publications. This volume is devoted to China – the su- perpower that is a source of many inspirations and endless considerations for Europe. Skillfully conducted internal and international policy puts this country in the center of research- ers’ inquiries. That is where the idea for this publication comes from. China is also one of the fastest developing countries, and thus the cradle of innovation, new technologies and modern solutions that affect the quality of life of both Chinese resi- dents and us – Europeans. In today’s world we are dealing with a multitude of guides that are to show how to live, be rich, achieve goals and have a dizzying career. In the face of this, it is not surprising that so many of us are looking in the biographies of actors, painters and politicians timeless tips on how to have outstanding in life. Researchers whose work is based primarily on the implemen- tation of the explanatory function are also looking for the jus- tification of the decisions taken by the government, the secret to their hearing, attempts to define such concepts and charac- teristics as, for example, charisma. People create politics, so it is reasonable to leave an individual, a single story, a career to be able to study these phenomena. For this reason, the volume is opened by the text of Adrian Brona titled “Career Patterns of Former First Secretaries of the Chinese Communist Youth 6 Preface League”. The author undertook the analysis of the career path of all the first CYL secretaries since 1978, looking for com- mon points, a model that would allow to find a key to success, becoming a political elite. The starting point in the consid- erations are career patterns in the study of Chinese political elites. The author outlines the general biographies of the first ten CYL secretaries and analyzes the career patterns before choosing to be the league leader. Finally, he reflects on career patterns after retiring from CYL. Confucius attributed a large role in shaping man to civiliza- tion and development opportunities that every human being possesses. Therefore, in the text titled “Shenzhen, The Pearl River Delta Metropolis: from a Remote Village to the Center of Innovation and Technology” the authors, Lia Gubashvili, Joanna Karaś and Przemysław Sieradzan, undertook an inves- tigation of the case of the provincial town of Shenzhen, which is currently one of the main centers of industrial, technological and political modern China. The authors referring to Zhang Weiwei define them as a kind of symbols of the new Chinese model of civilization. It is currently the fourth city in China in terms of population, the third in terms of gross domestic product and the center of modern technologies. Researchers both approximated the genesis of Shenzhen’s development and pointed out the main elements that make up the city’s undoubted success which can be an inspiration for other cities and countries. The topic of civilization is inseparably connected with for- eign policy. Samuel Huntington, the creator of one of the most popular theories, even argued that in the future world politics will be dominated by collisions between civilizations1 – which we, more or less, observe yet these days. For this reason, in 1 S.P. Huntington, Zderzenie cywilizacji (Clash of Civilizations), War- saw 2008. Preface 7 another text titled “China and Its Foreign Policy Toward the Middle East: the Case of Syria”, Przemysław Osiewicz using geopolitical categories, examined the actions and decisions taken as a part of China’s foreign policy toward the Middle East, and in this case specifically Syria – a place that is now a hotspot and a source of many bloody disputes and conflicts. The researcher emphasized the fact that China, which planned Belt and Road Initiative runs through potential conflict areas in Central Asia and the Middle East, in the face of the current situation, even modified its foreign policy toward the Syrian conflict in order to stabilize the situation in the region. In the text “China between European Union and Russia – A New Player in Struggle for Influence on the Balkan Penin- sula” Zuzanna Sielska put China as a player for influence in the Balkans alongside Russia and the European Union. The Balkans were treated not only as a geographical area but also as a concept defining the historical and cultural community. The author recognized the potential of China, which through the implementation of its investment policy and investment plans for the region, become attractive to the countries that make up the region and competitive due to the lack of require- ments as to the worldview or professed values in these areas. According to the author, this is particularly important in the face of progressive radicalization occurring in the world. Remaining in the subject of competition and disputes, the researcher Artur Tomeczek, in turn, took up the subject of territorial disputes in the context of Japan, China and Russia in the text “Japan’s Territorial Disputes with China and Russia”. Specifically, he referred to the Kuril Islands which are currently administered by Russia, and the Senkaku/Diaoyu Islands ad- ministered by Japan. According to the author, in the former case, claims for the southernmost parts are put forward by Japan, while in the latter, by People’s Republic of China and 8 Preface the Republic of China. In the article, the researcher tried to bring closer the historical background and explain the current situation and existing territorial disputes. Another author, Przemysław Sieradzan, also referred to Ja- pan in his text “Japanese Puppet State of Manchukuo in North- east China and its Contemporary Legacy”. The researcher un- dertook an extremely difficult topic, because it is related to crimes committed against the Chinese nation. This is a refer- ence to the atrocities committed by the Japanese occupiers in northeastern China, and Manchukuo was a polity created by Japanese armed forces in 1932 in Northeast China and east- ern part of Inner Mongolia after its invasion of those territo- ries, which had existed until its abolishment by the Soviet Red Army in August 1945. The author introduced the reader to both difficult history and analysis of the geopolitical signifi- cance of Manchukuo, its demography and the contemporary legacy. Fortunately, history is not only a picture of past armed con- flicts, losses and deaths. It is people who have created their cultures for centuries, including beliefs,

    Rumour, Hanjian 漢奸 and Identity: Who Led the “Barbarians” 1 to Burn the Yuanming yuan? LI Man 李漫* The burning of the Yuanming yuan (hui mingyuan 燬名園) is a well known historical trauma for Chinese and it constitutes a great regret and irreparable loss for world culture as well. The burning of this beau- tiful and unparalleled garden has caused lots of literati, Western and Eastern, to lament and reflect about it. This article will in some way also treat this tragedy. Mainly, however, it focuses not directly on the burning and the vandalism itself, but rather on hearsay about it: Who led those “barbarians” (Englishmen and Frenchmen) to burn the Yuanming yuan? Through a narration and an analysis of this hearsay which later became a rumour, this essay tries to research the dynamics behind the spreading of this rumour and the confusion about identity, deconstruction and reconstruction, among people in the late Qing and early Republican period reflected in the spreading of the rumour. In order to understand the background behind this rumour and to assess it correctly from a historical point of view, it will first of all be necessary to analyze and clarify the concept of Hanjian 漢奸 in a his- torical context.2 As will become evident in the second part of this arti- cle, it is exactly this concept of and the idea behind Hanjian that to a large extent facilitated the spread of the rumours about the burning of the Yuanming yuan. It is just because of the designation as “Hanjian” to the protagonist of this article, that all “reasonable” connections and “plausible” convictions on him are seemingly well grounded.

ABSTRACT: Much of foreigners’ “misunderstanding” of China is a result of its own environment of restricted information. An undeniably ideographic case, the current regime of the People’s Republic of China faces an ongoing crisis of legitimacy in its post-totalitarian state, to which its primary response has been the instrumental tapping of any and all potential sources, including vestigial socialist ideology, economic development, traditional Chinese culture, and perhaps most of all, a self-proclaimed status as the protector of a civic Chinese nation which may not actually exist. While denying its imperial past and present, the PRC seeks to construct such a nation, while retaining the territories and nations in its periphery which, due largely to non-identification as members of the Chinese nation, would prefer autonomy or independence by means of “secession”. Secessionist movements based on nationalist conflicts with the central government are unlikely to “succeed”, and as Chinese power rises, the more important issues are transparency and the types of tactics the Chinese Communist Party employs in pursuit of national integration. What all concerned parties must be vigilant for, additionally, is any evidence of a long-term strategy to reconstruct a “Sinocentric world” which would begin with the revisionist construction of a “Greater China”. China itself faces a choice of what kind of state it would prefer to be, and a primary indicator of its decision, by which the international community has judged it harshly, has been the policies toward “minority nationalities”, effectively denying their rights to self-determination, in turn denying the regime its desired legitimacy.

    Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them.

Geografische Definitionen sind in erster Linie „man-made“, wie man leicht am Beispiel Europas erkennen kann. Dieser nordwestliche Zipfel der eurasischen Landmasse hat zu seiner physischen Abgrenzung nach Osten und Südosten hin nur einige bessere Hügel im Ural und im Kaukasus vorzuweisen, und dennoch stellt der Begriff „Europa“ einen wesentlichen Pfeiler im Gebäude des Selbstverständnisses der westlichen Welt dar. Für unser Thema von größerer Bedeutung ist das in den neunziger Jahren in Mode gekom- mene Konstrukt „Pacific Rim“. Auch hier handelt es sich eher um ein Konzept als um einen realen geografischen Raum1, in dessen Rahmen die asiatischen Newly Industrialized Countries („NICs“) bis hin zu Singapur oft einbezogen wurden, um die glorreiche Zukunft des kommenden „pazifischen Jahrhunderts“2 zu illustrieren, während die weniger erfolgreichen „basket cases“3 unberücksichtigt blieben.     Li, China Leadership Monitor, No.1 After Hu, Who?--China’s Provincial Leaders Await Promotion Cheng Li China’s provincial leadership is both a training ground for national leadership and a battleground among various political forces. Provincial chiefs currently carry much more weight than ever before in the history of the PRC. This is largely because the criteria for national leadership have shifted from revolutionary credentials such as participation in the Long March to administrative skills such as coalition-building. In addition, provincial governments now have more autonomy in advancing their own regional interests. Nonetheless, nepotism and considerations of factional politics are still evident in the recruitment of provincial leaders. Emerging top-level national leaders--including Hu Jintao, Zeng Qinghong, and Wen Jiabao--have all drawn on the pool of provincial leaders in building their factions, hoping to occupy more seats on the upcoming Sixteenth Central Committee and the Politburo. At the same time, new institutional mechanisms have been adopted to curtail various forms of nepotism. The unfolding of these contradictory trends will not only determine who will rule China after 2002, but even more importantly, how this most populous country in the world will be governed. During his recent visit to an elementary school in New Mexico, President George W. Bush offered advice to a child who hoped to become president. “If you want to be President, I would suggest you become a governor first,” said President Bush, “because governors make decisions, and that’s what presidents do.”1 What is true of the career path of American leaders seems also to be true of their counterparts in present-day China.
