As Feldman [2] points out cluster formation is a process that relies on the coevolution of technology, business models and local supporting institutions. Clusters have the potential to improve competitiveness (which results in improved productivity) in three ways: (1) they improve productivity through improved access to specialized suppliers, skills and information.
