Consequently an EIA is required. A Scoping Opinion pursuant to Regulation 13 of the Regulations was issued in December 2011. This application is accompanied by an Environmental Statement together with an Addendum to the Environmental Statement. 1.0 Introduction 1.1 Purpose of the Report 1.1.1 The submission of this application follows extensive pre application discussions between the Council and Workspace regarding development opportunities for this site. 1.1.2 On 21/11/2012 the Council received an application for full planning permission and conservation area consent made by Tibbalds Planning and Urban Design on behalf of Workspace PLC for the redevelopment of the site comprising refurbishment of Buildings A and C, demolition of Buildings B and D and erection of four new buildings on site to provide 5,089 (GEA) of commercial floorspace and 148 enabling residential units. 1.1.3 In response to issues raised by the Council, Statutory Consultees and third parties during the consultation period, the proposed development was subsequently amended. The amendments included: • An addendum to the Environmental Statement (Ecology/Daylight and Sunlight/Transport Chapters); • Revised landscape proposals; • Revised design of the ecological fenders; • Revised internal layout for the wheelchair units; • Revised internal layout for the one bedroom units to improve daylight/sunlight; • Inclusion of B2 Use Class floor space within Building A; • Clarification of the amount and location of photovoltaic panels and living roofs; • Additional transport data; • Additional local views; • Additional overshadowing information; • Additional information regarding the fit-out of the refurbished commercial buildings. 1.1.4 Given the significance of the amendments a re-consultation was undertaken on 27 th March 2013. 1.1.5 This report considers the proposals (as amended) in light of relevant planning policy and guidance, representations received and other material considerations, and makes recommendations on the determination of the application. - 5 - 2.0 Application Site and Surroundings 2.1.1 The site, known as Faircharm Estate, is a 0.97 hectare site located in Deptford, in the north of the Borough. The site is located on the eastern side of Creekside close to the railway viaduct which essentially divides Creekside into north and south sections. 2.1.2 The site contains three large inter-connected factory buildings operated by Workspace, comprising approximately 12,000 sqm GEA (9,300 sqm NIA) of floorspace for light industrial and business uses. 2.1.3 The existing buildings date from the late 1940s, 1950s and early 1960s (Building B) and include a variety of workshop and warehouse buildings that illustrate the spread of development from the street into the depth of the property towards the waterfront, seeking maximum coverage whilst respecting the historic yard/wharf. The warehouses were once occupied by the Lewisham based company Zenith Carburetters whose name still appears at the front. 2.1.4 The buildings are built in red brick with large metal windows and pitched roofs, except for Building B which is flat roofed. The heights vary between two and three and a half storeys. The Faircharm Estate provides an interesting and coherent group of industrial buildings to the area. 2.1.5 Building A consists of two parts, built in two stages. The older part at Creekside dates from the 1950s and comprises three conjoined warehouses whose gables feature prominently in the streetscene. The most northern warehouse has a gable end chimney stack. The range was later extended in the 1950s (also called Building D) right up to the edge of Creek, possibly as the result of Zenith occupying the site, creating the large unobstructed warehouses type for assembly favoured by the car manufacturing industry. 2.1.6 Building B occupies the north-eastern part of the site and was the last building to be added to the site in the late 1950s/early 60s. By virtue of its location and scale, it exerts a great presence towards the Creek. Built in the modern functional style of its period, it is in massing and height a notable deviation from the other industrial buildings in the area. Although it reflects the traditional palette of materials, due to its large footprint and boxy appearance the building lacks the townscape interest created by the more traditional conjoined warehouses on the site and elsewhere in the area. 2.1.7 Building C consists of three conjoined traditional 2-storey warehouses standing parallel to the road. Their gables feature prominently in views from the road across the Creekside Education Centre. The warehouse fronting the street is the oldest part, dating from the late 1940s. It has tall metal workshop windows with white painted lintels and first floor banding. The red brick is laid in a traditional English bond. The two warehouses behind project slightly, with slanted

Yet there are few accounts of urban electricity undertakings or their generating stations. This history of Bankside power station uses government and company records to analyse the supply, development and use of electricity in the City of London, and the political, economic and social contexts in which the power station was planned, designed and operated. The close-focus adopted reveals issues that are not identified in, or are qualifying or counter-examples to, the existing macro-scale accounts of the wider electricity industry. Contrary to the perceived backwardness of the industry in the inter-war period this study demonstrates that Bankside was part of an efficient and profitable private company which was increasingly subject to bureaucratic centralised control. Significant decision-making processes are examined including post-war urban planning by local and central government and technological decision-making in the electricity industry. The study contributes to the history of technology and the environment through an analysis of the technologies that were proposed or deployed at the post-war power station, including those intended to mitigate its impact, together with an examination of their long-term effectiveness. Bankside made a valuable contribution to electricity supplies in London until the 1973 Middle East oil crisis compromised its economic viability.

In other words, I intend to think aloud about how things seem to me, from where I sit in my office on the fifteenth floor of the CEGB's headquarters building, Sudbury House, in one of the most historic parts of the City of London. Indeed, the industry as we know it today was really started by a big step forward in high-temperature materials technology which took place about 100 years ago. It was the development, by Swan and Edison, of a filament of carbon, which could be heated in a vacuum to incandescent temperatures that resulted in the production of the first practical incandescent lamp. We all know what a great impetus that gave to electrical technology. SPATE OF CENTENARIES I have mentioned one centenary. In fact, we in electricity supply are having quite a spate of centenaries about this time.

    Infrastructure: Utilities and Communication Listing Selection Guide Summary Historic England’s twenty listing selection guides help to define which historic buildings are likely to meet the relevant tests for national designation and be included on the National Heritage List for England. Listing has been in place since 1947 and operates under the Planning (Listed Buildings and Conservation Areas) Act 1990. If a building is felt to meet the necessary standards, it is added to the List. This decision is taken by the Government’s Department for Digital, Culture, Media and Sport (DCMS). These selection guides were originally produced by English Heritage in 2011: slightly revised versions are now being published by its successor body, Historic England. The DCMS‘ Principles of Selection for Listing Buildings set out the over-arching criteria of special architectural or historic interest required for listing and the guides provide more detail of relevant considerations for determining such interest for particular building types.     20th-Century Coal- and Oil-Fired Electric Power Generation Introductions to Heritage Assets Summary Historic England’s Introductions to Heritage Assets (IHAs) are accessible, authoritative, illustrated summaries of what we know about specific types of archaeological site, building, landscape or marine asset. Typically they deal with subjects which lack such a summary. This can either be where the literature is dauntingly voluminous, or alternatively where little has been written. Most often it is the latter, and many IHAs bring understanding of site or building types which are neglected or little understood. Many of these are what might be thought of as ‘new heritage’, that is they date from after the Second World War. Power stations are among the largest and most recognisable complexes built in the British landscape during the C20. They had a profound impact on the British landscape, visually, environmentally, and culturally, and the electricity they generated had a transformational effect on our economy and society. Reaching an unrivalled scale and level of technological sophistication by the 1960s, many power stations are now becoming obsolete, as cleaner, more efficient and renewable forms of energy production find favour in the 21st century. This document provides an overview of our understanding of these power stations, especially those of the later C20 which until recently have been little studied. It outlines the history of electricity production from the advent of the first public power stations in the 1880s, through the growth of the industry (c.1900-1918), rationalisation (c.1919-1947), nationalisation (c.1948-1990) and privatisation (c.1990-2000). This is followed by a summary of the development of the building type during the C20, including their construction, materials, main components (eg cooling towers), architectural treatment, engineering and associated landscaping.

  • Ferranti's Deptford Power Station
    SUPPLEMENT TO THE HISTELEC NEWS DECEMBER 2003 FERRANTI’S DEPTFORD POWER STATION This supplement is extracted extensively from a pamphlet published by the CEGB in 1986 entitled “Cradle of Power – The Story of Deptford Power Stations” and written by Rob Cochrane. The pamphlet came to light recently, when historical material was rescued by Roger Hughes and John Gale from The Electricity Association’s offices at Millbank prior to their closing down. ----------------------------------------------------------------------------------------------------------------------------------------------- Deptford has had many associations with the sea and port facilities over the years. The Romans had built defences there. In Norman times it had become Depeford from the deep water, where the Ravensbourn flowed into the Thames: a feature which was to lead to it becoming known all over the world as a major shipbuilding centre. When Chatham was a dreary marsh and Portsmouth a fishing village, Deptford, cradle of the British Navy, was sending out ships to harry the Spaniards and the Frenchman. That first Royal Dockyard was founded by Henry VIII, while a hundred years later Tsar Peter the Great worked there, as an artisan to learn the shipbuilding skills which helped him create the Russian navy. Trinity House Corporation, responsible for Britain's pilotage and lighthouses, has been associated with Deptford since its foundation. The powerful and wealthy East India Company had a major base and built many of its ships there. As the railways developed, Deptford was the first place to be connected to London. Soon Deptford was to see the start of another development, which would make possible so many of the technological achievements of the 20th Century through the large-scale generation of electricity and its high voltage transmission over great distances inaugurated in the Deptford power station scheme.

    Farnham U3A History Group From Faraday to Ferranti The Development of Electrical Power Part B Trevor Williams The Grosvenor Gallery • The Gallery was founded by Sir Coutts Lindsey in 1877and was a great success. At the Paris Exhibition of 1882 Lindsey was advised to install electric lighting and a small power station was built under the Gallery with 2 Siemens generators and 2 steam engines. The system was highly successful and neighbouring organisations asked to be connected. Some of these were quite distant: in The Strand and in Knightsbridge, and the ensuing complication made the system unreliable. Ferranti was asked to advise on how the system could be improved. The Grosvenor Electrical System: • The Gauland and Gibbs a.c. electrical distribution system was probably the first devised. It was used in the Grosvenor Gallery and was patented in 1886. • Gauland (a Frenchman), designed a transformer based system using Faraday’s concept, with an a.c. power supply delivered to each customer connected to the system via a transformer. • Power recipients connected their loads side by side to their transformer outlet but the transformers were connected to the generator one after another in a daisy chain sequence. • Ferranti redesigned the system with side by side transformers and more powerful generators. The system worked well and encouraged the proprietors to consider a much larger system. The Gauland and Gibbs Electrical Power System. The London Electric Supply Corporation 1887. • This was formed out of the Grosvenor System in the expectation that the availability of a supply of electricity would result in a considerable demand • Ferranti was appointed Chief Engineer and Electrician and was asked to propose a system that could satisfy this requirement • In the USA, Edison had built a system with local generating stations supplying ‘safe’ low voltage dc.
