Prof. Dr. Evgeniy R. Radushev September 2019 This dissertation examines Gürcü Osman Pasha, who was a promising military origin Ottoman state official at his early career stages, but then turned into a rebel sacking Rumelian districts in collaboration with the most unruly figures of the region. When his political, military and financial sources of power eventually evolved to pose a significant threat to the central authority, he ended up being executed by the government. Although he was not a primary figure of his time, both his political networks and dynamics of his rebellion refer that he had strong connections with many prominent characters of the period. Through analyzing reasons behind Osman Pasha’s rebellion, his patronage relations, alliances and conflicts, the dissertation depicts the volatile and delicate structure of the early modern Ottoman politics and places Osman among other prominent characters of the time. It also focuses on formation of Osman’s household and his various revenue sources, discussing how they enabled him to become a prominent pasha without a powerful family, or a local notable origin, or a considerable wealth of his own at the beginning of his career. As a conclusion this study attempts to explain Osman Pasha’s career cycle with a vicious circle of acquiring power, behaving disorderly and power again, and so on. It also offers a principle that might help us comprehend the dynamics of the Ottoman politics and the shifting power from the center to the provinces and vice versa. Radushev Eylül 2019 Bu tez çalışması, kariyerinin ilk evrelerinde oldukça umut vaadeden asker kökenli bir Osmanlı devlet adamı olan Gürcü Osman Paşa hakkındadır. Osman Paşa kariyerinin sonraki dönemlerinde Rumeli bölgesinin en asi figürleri ile işbirliği içinde kazaları yağmalayan isyancı bir karaktere dönüşmüştür. Paşa’nın politik, askeri ve finansal güç kaynakları gelişip merkezi otoriteye karşı ciddi bir tehlike oluşturmaya başladığında, Paşa takibe alınır ve sonunda hakkında idam emri çıkarılır. Her ne kadar döneminin çok öne çıkan karakterlerinden biri olmasa da, Paşa’nın hem politik bağlantıları hem de isyanının dinamikleri, kendi zamanının birçok önemli karakteri ile kuvvetli ilişkileri olduğunu göstermektedir. Tezde Osman Paşa’nın isyanı, intisap ilişkileri, işbirlikleri ve çatışmaları analiz edilerek, erken modern Osmanlı politik dünyasının değişken yapısı incelenmekte ve Osman Paşa karakteri dönemin diğer önemli karakterlerinin olduğu sahaya yerleştirilmektedir. Tezin odaklandığı diğer konular Paşa’nın kapı halkı ve muhtelif gelir kaynaklarıdır. Ayrıca kapı halkı ve gelir kaynaklarının Paşa’yı nasıl güçlü bir aileye, veya ayanlık kökenine, veya hatırı sayılır bir servete sahip olmadan kayda değer bir paşa karakterine dönüştürdüklerine değinilmektedir. Sonuç olarak bu tez Paşa’nın kariyer aşamalarını, güç elde etme, asi davranışlarda bulunma, tekrar güç elde etme ve sonra yine asi davranışlar kısır döngüsü ile açıklamaktadır. Ayrıca tezde dönemin Osmanlı politik dinamiklerini ve emperyal merkez ile taşra arasındaki güç kaymalarını anlamlandırmada yardımcı olabilecek bir model önermektedir. We hardly find a reference to the economic ideas of Muslim scholars who lived in the 16th or 17th century, in works dealing with the history of Islamic economic thought. The period after the 9th/15th century remained largely unexplored. Dr. Islahi has ventured to investigate the periods after the 9th/15th century. He has already completed a study on Muslim economic thinking and institutions in the 10th/16th century (2009). In the mean time, he carried out the study on Muslim economic thinking during the 11th/17th century, which is now in your hand. As the author would like to note, it is only a sketch of the economic ideas in the period under study and a research initiative. It covers the sources available in Arabic, with a focus on the heartland of Islam. There is a need to explore Muslim economic ideas in works written in Persian, Turkish and other languages, as the importance of these languages increased in later periods.

Yüzyılın Ortasında Osmanlı-Habsburg Muhaberatları: İmparatorluk Ulağı Johann Dietz’in Vefatı ve Doğurduğu Sonuçlar Öz Zitvatorok Anlaşması’nın (1606) ardından Habsburg Monarşisi’nin şark diploma- sisi İmparatorluk Askeri Konseyi (Hofkriegsrat) tarafından idare edildi. Bu dönemde ulaklar son derece ehemmiyetli vazifeler üstlendiklerinden, Viyana Paktı’yla (1615) güvenliklerinin her iki tarafın resmi ulaklarını da kapsayacak şekilde genişletilmesi emredildi. Bu anlaşmaya rağmen, ulaklar, yolculukları sırasında sayısız olayla başa çıkmak zorunda kaldı. Johannes Dietz vakası da bu gibi hadiselere bir örnek teşkil etmektedir. Dietz, Konstantinopolis’e bir takım belgeleri teslim etmek için gönderildi. 1651 Kasım ayında Macar haydukları tarafından saldırıya uğradı; kolundan vuruldu ve aldığı yaralar neticesinde öldü. Fakat ölmeden evvel başına gelenleri kağıda döktü. Ayrıca bu çatışmayı teyit eden başka kaynaklar da bulunmaktadır. Örneğin Buda’da gizli yazışmaları yapan kişinin, (mahlası Hans Caspar idi) ulağın vefatıyla ilgili malumatları içeren mektubu bunlardan biridir. Habsburg elçisinin (Simon Reniger) bir Osmanlı ulağı tarafından Dietz vakası hakkında gayri resmi yollardan bilgilendirildiği sırada, olayın Kutsal Roma İmparatorluğu’nun gazetelerinde basılması da enformasyon akışı bağlamında değerlendirildiğinde oldukça ilginçtir. Suçlayıcı bir takım bilgiler ve Paşa’nın emriyle gerçekleşen akınlar hakkında şikayetler içeren mektupları daha da ileriye göndermek hiçbir suretle Buda vezirinin (Murad Paşa) çıkarlarına hizmet etmiyordu. Sonuç olarak başka bir ulak gerekiyordu. Bu ulak da 18 Ocak 1652 tarihinde Konstantinopolis’e varışından önce, kısa bir süreliğine Paşa tarafından alıkonuldu. Mektupların Konstantinopolis’e ulaşabilmesi için kral naibi (palatin Pál Pálffy), onları Erdel Prensliği üzerinden gönderdi. En nihayet * University of Szeged.

The name of Köprülü comes from the town of Köprü Iocated near Amasya. Köprülü Mehmed Pasha, who gave his name to the family, was brought to İstanbul from Albania as a devshirme recruit when he was a child, and he was trained in the Acemi Oglanlar Odjagı of the pala:ce. He spent a significant period of his youthin the palace. He was appointed as hassa cook in the Matbah-ı Amire in 1623. He also joined the retinue of Boshnak Hüsrev Pas ha who was employed in the same period·in the Has-Oda and who would later become a grand vizier.

ABSTRACT The main focus of this study is to examine the modernization of the Ottoman navy during the reign of Sultan Abdülaziz, exploring naval administration, education, and technology. Giving a summary of the transformation of shipbuilding technologies and bureaucratic institutions of the Ottoman naval forces between 1808 and 1861, it analyses the structure of the Ottoman navy, its level of development in comparison to previous periods of time, and the condition of the vessels making up the naval fleet from 1861 to 1876. It also intends to evaluate the character of existing administrative structures at the outset of Abdülaziz’s reign in 1861 and the nature of subsequent changes, including structural reorganization of the Imperial Naval Arsenal, the Ministry of Marine, and the Naval Academy, as well as advancements in military training and seafaring; all within the context of the impact of these changes on the military, political, and economic condition of the Empire during the reign of Sultan Abdülaziz.

Handling these processes within the framework of Sultan Süleyman’s deeds and choices, the main argument of this study is that the reputation of Sultan Süleyman in the 1520s was the result of the convergence of his actions and his projected image. In the course of this study, main events of the first ten years of Sultan Süleyman’s reign are conceptualized in order to understand the elements employed first in making a Sultan out of a Prince, then in maintaining and enhancing the sultanic image and authority. As such, this dissertation examines the rhetorical, ceremonial, and symbolic devices which came together to build up a public image for the Sultan. Contextualized within a larger framework in terms of both time and space, not only the meaning and role of each device but the way they are combined to create an image becomes clearer.
