BAB 1 PENDAHULUAN 1.1 Latar Belakang Perkembangan era digital membuat kebebasan individu dalam memperoleh dan menyebarkan informasi menjadi sangat mudah dan semakin terbuka. Kemajuan teknologi informasi adalah akar dari kebebasan tersebut. Informasi yang dibutuhkan oleh seseorang mampu diperoleh darimana saja, baik dari individu lain, kelompok masyarakat serta berbagai media baru seperti internet. Konvergensi media kini telah menggabungkan dan mengintergrasikan media konvensional atau analog kedalam bentuk digitalisasi informasi, melalui platform yang terdapat pada teknologi komunikasi digital seperti halnya smartphone. Smartphone adalah alat komunikasi digital yang digunakan seseorang untuk berinteraksi satu sama lain. Melalui smartphone banyak cara yang dilakukan seseorang untuk berinteraksi, salah satunya melalui media sosial. Data yang diambil dari APJII (Asosiasi Penyelenggara Jasa Internet Indonesia) pengguna internet melalui perangkat mobile (smartphone) mencapai 63,1 juta pengguna atau sekitar 47,6%. Data tersebut menunjukan bahwa presentasi pengguna internet melalui smartphone lebih besar dibandingkan dengan penggunaan komputer saat ini. APJII juga menjelaskan melalui presentasi tersebut pengguna perangkat komputer yang hanya mencapai 17% atau sebanyak 2,2 juta pengguna. Kondisi tersebut menunjukan bahwa perilaku masyarakat dalam mencari informasi telah beralih, sehingga masyarakat kini lebih banyak menggunakan perangkat smartphone dibandingkan dengan menggunakan komputer. This report was prepared by a number of CSOs concentrating on issues of freedom of religion and belief in Indonesia: Human Rights Working Group (HRWG), Setara Institute for Democracy and Peace, Banda Aceh Legal Aid Institute (LBH Banda Aceh), the Institute for Islamic and Social Studies (LKIS) Yogyakarta, the Indonesian Legal Aid Foundation (YLBHI), and Solidaritas Perempuan (Women’s Solidarity for Human Rights), Association of Journalists for Diversity (SEJUK), Association of Asian Muslim Network (AMAN) Indonesia, CMARs (Center for Marginalized Communities Studies). The right to freedom of religion or belief has a strong legal basis in Indonesia. Religious freedom is guaranteed by the Constitution – positioned at the top of the Indonesian legal hierarchy – as well as by statutes and regulations that guarantee recognition, protection, respect and promotion of human rights. Maka pada 25 Juli 2014, Prabowo-Hatta membawa masalah kecurangan ke Mahkamah Konstitusi (MK). Ribuan pendukung mengantar sidang pembukaan MK pada 6 Agustus 2014. FOTO ANISM Beberapa alur dugaan kesalahan KPU antara lain: (1) penambahan DPT sekitar 6 juta dalam waktu dua bulan dari A T Pemilu legislatif; (2) penetapan DPKTb (Daftar Pemilih Khusus A Tambahan), tak sesuai UU; (3) perhitungan suara dipaksakan .NET dari 30 hari menjadi 14 hari dengan mengabaikan keberatan dan protes dari peserta Pilpres; (4) dugaan masifnya pemilih siluman dan pemilih ganda, mencoblos lebih dari satu kali; (5) pembukaan PRABOWO SUBIANTO kotak suara tanpa izin yang berarti merusak barang bukti; (6) tak dilaksanakannya Pilpres di sejumlah daerah, tapi ada hasilnya seperti kasus Papua; (7) pencetakan form C1 yang kurang transparan, dan banyaknya beredar C1 palsu; (8) pencetakan kertas melebihi ketentuan UU. -

CHAPTER I INTRODUCTION A. BACKGROUND The Constitutional Court has rejected the petition of Prabowo Subianto-Hatta Rajasa in the disputes on the result of Presidential Election 2014.1 The reason of rejaction was because the Court considered that the petitioners failed in providing a story evidence in supporting their claim in the petition. The failure of petitioners in providing evidence was also influenced by limitation of period of disputes settlement in the Constitutional Court, that is only 14 days. In addition, the Court also limited the number of witnesses proposed by the petitioners. Therefore, it seems that is has put the petitioners in difficult position in defending their right in the process of Presidential Election. Indonesia held Presidential Election on July 9, 2014. The Election was the third direct Presidential Election in Indonesia. The Election would elect new President and Vice-President because Susilo Bambang Yudhoyono could not be nominated again after his two periods of presidency. In fact, the way of a petition to the Constitutional Court challanged the limitation of period of the presidency. As a result, the Constitutional Court rejacted the petition. 1 See the Constitutional Court Decision No. 1/PHPU.PRES-XII/2014 The Election was finally won by Joko Widodo-Jusuf Kalla by 53, 15 %, while Prabowo Subianto-Hatta Rajasa only 46, 85 %.2 The elected President and Vice President Joko Widodo-Jusuf Kalla were inaugurated on the October 20th, 2014. The presidential candidates Prabowo Subianto-Hatta Rajasa submited a petition dispute on the results of the Presidential Election 2014 to the Constitutional Court on Friday, July 25 in the afternoon. -

(BeritaSatu Photo) Link Net and Bogor Government Launch New Channel Dear Friends of Link Net, Link Net, a broadband internet and pay TV provider known with First Media brand name, have signed an agreement with the city government of Bogor, West Java, to introduce a new TV channel to promote tourism and deliver news on local issues and administrative developments. The channel, “Balai Kota Bogor”, will be launched on Jan. 7 and broadcast in several major cities, including Bogor and Bandung in West Java, Surabaya and Malang in East Java, Jakarta, and Denpasar in Bali. The channel main focus is to inform citizens about their administration's activities and achievements. The channel program itself consist of 30 percent of local government content, 20 percent tourism promotion, and 15 percent entertainment. The remaining airtime will be filled by Bogor weather forecasts, public service announcements and traffic updates. For now, the channel will serve only the Bogor city government, which hopes to give it a wider reach in the future under the umbrella of the district administration. This study investigates the relationship between elections and democratic development in Indonesia after 1998. Method of this paper is qualitative especially based on the library research. The result describes that since 1999, Indonesian citizens have elected the district parliament and also Indonesia had a different system to select the President. In 2004, President Susilo Bambang Yudhoyono was successful in winning the first direct presidential election. PDI-P become the largest faction. Megawati is a leader of PDI-P won and become Indonesian President for three years. In 2009, Yudhoyono beat Megawati in the presidential election to secure his second term. Partai Demokrat secured 60 percent of the votes in the legislative elections. Then, in the presidential election 2014, Indonesian citizens chose Joko Widodo ad Jusuf Kalla. Joko Widodo as the president candidate of PDI-P secured 19+ percent of the votes. For the conclusion shows that democracy in Indonesia has taken another step forward with the direct election to the Indonesian presidency and the People’s Representative body. ___________________________ Key Words: Democracy, Indonesian Citizen, Library Research. PRESIDENT’S REPORT ON PROGRAMS AND ACTIVITIES APRIL 2014 - APRIL 2015 The United States – Indonesia Society April Board Meeting April 7, 2015 Dear Members of the Board of Trustees and Board of Advisors, In the past year USINDO again provided our audiences a large and balanced number of high quality information programs in both Jakarta and Washington: three special events and 17 Open Forums in Jakarta about the United States or U.S.-Indonesia relations, and five special events and 14 Open Forums in Washington about Indonesia. We put extra effort this year into bringing our Washington audience insights on the Jokowi administration and its implications for Indonesia’s economy, democratic governance, foreign and security policy, and the US-Indonesia bilateral relationship. The centerpiece was our major conference on the Jokowi administration in Washington December 11, with renowned international speakers. Videos of that conference are in this report. On the education front, our US-Indonesia Joint Council on U.S.-Indonesia Higher Education Partnership has made a breakthrough in resolving what we believe is the main constraint to more Indonesians studying in the United States – the US Graduate Record exams, required only by the U.S. We raised funds for GRE testing that, along with existing generous tuition funds from the Indonesian government’s Educational Endowment Fund (LPDP), should double the number of Indonesian LPDP-funded students pursuing graduate study in the United States. Since our last Report, the Joint Council has established two new university-to-university partnerships: one between Texas A & M and ITB, in chemical, petroleum, and earth sciences, and one between University of Hawaii Manoa and Universitas Islam Indonesia, in Urban and Regional Planning.
