1. INTRODUCTION

The Phoenix Sky Harbor International Airport (the Airport or PHX) Comprehensive Asset Management Plan (CAMP) is a critical airport management and operations planning tool intended to guide airport development within a strategic framework reflecting airport management’s priorities, airport operational characteristics, and other relevant factors. The CAMP will aid in strategic decision-making as the City of Phoenix Aviation Department (PHX AVN) faces increasing demand at the Airport, a volatile aviation industry, changing business models, an expanding regulatory environment, and other challenges. The CAMP provides a plan for the Airport to keep pace with aviation growth in a cost effective and flexible manner, while considering environmental and socioeconomic impacts.

The aviation industry has experienced tremendous change over the 30 years since the Airport’s last master plan was prepared. These changes have included enhanced security measures and processes, technological advancement of the airline check-in process, improved baggage screening technology and more-stringent regulations, the evolution of aircraft, and changes in airline and aviation industry economics. The CAMP provides a road map for efficiently accommodating aviation demand through the foreseeable future while preserving the flexibility to respond to evolving industry conditions, the regulatory environment, and the characteristics of airport activity.

CAMP reports will describe the short-, medium-, and long-term development plans to meet future aviation demand. The planning process will consider on- and off-airport development affected by the Airport and will vary in complexity and level of detail, depending upon the size, function, and potential impacts of that development.

The Federal Aviation Administration (FAA) provides grant assistance to airports preparing airport master plans and requires the approval of the aviation activity forecast used in developing the plan and the resulting Airport Layout Plan (ALP)—a drawing showing the 20-year development plan for the airport. For aviation-related projects to be eligible to receive federal funding in the future, they must be shown on an ALP approved by the FAA.

Key objectives and considerations when developing CAMP recommendations include:

ƒ ensuring safety and security; ƒ maintaining consistency with the overall vision and goals for the Airport; ƒ developing practical and affordable recommendations that provide facilities as they are needed; ƒ maintaining consistent and coordinated development that aligns with City of Phoenix and regional plans; ƒ minimizing impact on current operations; ƒ optimizing operational efficiencies and flexibility; ƒ enhancing customer service and satisfaction; ƒ providing flexibility to respond to the changing needs of the dynamic aviation industry; ƒ meeting sustainability goals; and

ƒ meeting environmental requirements.

1.1 AIRPORT SETTING PHX is a major transportation hub located 5 miles east of the city of Phoenix central business district and serves the Phoenix metropolitan area. As the twelfth busiest airport in the United States (U.S.) in 2016 based on annual passengers, the Airport serves an important role in the national aviation system.

The Airport is situated on approximately 3,000 acres in Maricopa County bordered by Interstate 10 (I-10) to the west, Air Lane to the north, State Route 143 and South 44th Street to the east, and the Salt River to the south. The City of Phoenix also owns several properties outside of these boundaries that are controlled and maintained by PHX AVN. The location of the Airport is shown on Exhibit 1-1. The general vicinity of the Airport and Airport property are shown on Exhibit 1-2.

1.2 HISTORICAL AIRPORT BACKGROUND Scenic Airways developed the Airport in 1928 with a single runway (existing Runway 7L-25R). It was acquired by the City of Phoenix in 1935. In the , a second parallel runway (existing Runway 8-26) and a crossfield runway (Runway 3-211) were constructed. The southernmost Runway 7R-25L was opened in the year 2000.

Since the 1930s, the Airport has been served by many , including those who serve or have served the Airport as a hub or focus city, 2 such as (TWA), Bonanza Airlines, , US Airways, , and . PHX remains a hub airport for American Airlines (which merged with US Airways in 2013), 3 and has been a focus city for Southwest Airlines since 1982.4

The Airport has been developed with four independent terminals:

ƒ Terminal 1 – Terminal 1 was constructed in 1952 and originally accommodated operations by American Airlines, TWA, , and . Construction of Terminal 1 also included the Airport’s first Airport Traffic Control Tower (ATCT). Terminal 1 was demolished in 1991; remnants of the apron for the circular building are still visible around the West Economy Parking Lot and aircraft apron west of Terminal 2. ƒ Terminal 2 – Terminal 2 opened in 1962 with a terminal building, including ticketing and baggage claim, and a single pier with 19 aircraft gates. Over time, the gates have been reconfigured to accommodate larger aircraft, reducing the number of usable gates to 10. ƒ Terminal 3 – Terminal 3 opened in 1976 and was the first terminal at PHX to include a connected parking garage. It consists of a terminal building and two concourses; one on the north side and one on the

south side of Sky Harbor Boulevard. This arrangement established the split terminal roadway as it remains today—allowing for terminal curb on both north and south sides of the terminal building. The North Concourse originally accommodated 16 aircraft gates and the South Concourse accommodated 6 gates. As of March 2018, the North Concourse supports 10 gates and the South Concourse is under reconstruction as part of the Terminal 3 Modernization Program. ƒ Terminal 4 – Terminal 4 opened in 1990 and was the last terminal to open at the Airport. The terminal, planned for four concourses on the north side and four on the south side, was initially constructed with three concourses on the north side and two concourses on the south side. The fourth concourse on the north side was opened in 2001 and the third concourse on the south side was opened in 2005. The fourth concourse on the south side is planned to be opened in 2021. As of 2017, Terminal 4 supports 83 aircraft gates on the seven separate concourses. Numerous other facilities have been developed at the Airport over the years, including economy parking garages, the Rental Car Center, cargo facilities, airline maintenance facilities, and corporate and general aviation facilities. Since the 1950s, the Airport has been home to the 161st Air Refueling Wing of the Air National Guard.
