2016-2017 INTRODUCTION The Chiang Ching-kuo Foundation for International Scholarly Exchange (the Foundation) was established in 1989 in memory of the outstanding achievements of the late President of the Republic of China, Chiang Ching- kuo (1910-1988). The Foundation’s mission is to promote the study of Chinese culture and society, as well as enhance international scholarly exchange. Its principal work is to award grants and fellowships to institutions and individuals conducting Sinological and Taiwan-related research, thereby adding new life to Chinese cultural traditions while also assuming responsibility for the further development of human civilization. Operational funds supporting the Foundation’s activities derive from interest generated from an endowment donated by both the public and private sectors. As of June 1, 2017, the size of this endowment totaled NT$3.62 billion. The Foundation is governed by its Board of Directors (consisting of between 15 and 21 Board Members), as well as 3 Supervisors. Our central headquarters is located in Taipei, Taiwan, with a regional office near Washington D.C. in McLean, Virginia. In addition, the Foundation currently maintains four overseas centers: the Chiang Ching-kuo International Sinological Center at Charles University in Prague (CCK-ISC); the Chiang Ching-kuo Foundation Inter-University Center for Sinology at Harvard University (CCK-IUC); the Chinese University of Hong Kong – Chiang Ching-kuo Foundation Asia-Pacific Centre for Chinese Studies (CCK-APC); and the European Research Center on Contemporary Taiwan – A CCK Foundation Overseas Center at Eberhard Karls Universität Tübingen (CCKF-ERCCT). There are also review committees for the five regions covering the geographic scope of the Foundation’s operations: Domestic, American, European, Asia-Pacific and Developing. -

Within the scope of this article, after public diplomacy term was discussed in many aspects, some of the important activities of the actors of Turkish public diplomacy have also been mentioned. When these activities are examined, it has been observed that non-governmental organizations failed to show the desired level of asset compared to government agencies in Georgia. Besides, when Turkish public diplomacy activities are examined as a whole, it has been remarked that these activities play an effective role to gain the sympathy of the Georgian. However, it has been concluded that the impacts of these activities on Turkey- Georgia relations are limited especially due to the Russian influence on relations with each of these two countries. Educational Policy Analysis and Strategic Research, V16, N1, 2021 © 2021 INASED Yunus Emre Institute Students' Views on the Distance Turkish Learning Portal Umut BAŞAR1 Ankara Sosyal Bilimler University Önder ÇANGAL2 Gaziantep University Abstract Only a few applications to teach Turkish as a foreign language through remote or distance learning platforms have been developed in recent years in Turkey. Distance Turkish Learning Portal (DTLP), developed by Yunus Emre Institute to teach Turkish remotely, is one of these applications. An unexpected interest in this practice was observed after the outbreak of the Covid-19 pandemic. However, the portal is still in the trial phase. For this reason, although user feedback is vital in order to improve the portal, no academic research on this issue has been conducted yet. In this context, the researcher aims to evaluate the Distance Turkish Learning Portal as regards students' opinions. For this purpose, a qualitative research model, which is frequently used in educational sciences, was used to collect data, and a subsequent case study was carried out for an in-depth evaluation of their beliefs. The methods were employed to effectively and reliably collect data on learners’ beliefs on the issue in question. Data was collected through a Google form that was shared with the participants. As a result of the research, it is understood that the participants enjoyed using the portal in that, firstly, it is free; secondly, it provides the opportunity to get to know Turkish culture, and finally, it also supports autonomous and self-learning. On the other hand, the technical infrastructure of the portal is insufficient, and there is no instructional or tutorial support, lack of interactive speaking features, besides the number of videos have been found to be inadequate by the users. -

USC Center on Public Diplomacy at the Annenberg School A New Era in Cultural Diplomacy: Rising Soft Power in Emerging Markets CPD Annual Research Conference 2014 Conference Report In an increasingly multipolar global system, emerging-economy countries are now paying greater attention to culture and communication as part of the symbolic domain of their national power in global affairs. But their efforts remain little understood, a gap that the CPD Conference on Cultural Diplomacy held at the University of Southern California on February 28, 2014 aimed to address. The following is a summary of the proceedings of the conference, followed by observations and recommendations for new approaches to cultural diplomacy in emerging markets derived from the event. General Information About Turkish Summer School
GENERAL INFORMATION ABOUT TURKISH SUMMER SCHOOL Since 2009, the Yunus Emre Institute has offered students from around the world the opportunity to study the Turkish language in Turkey. Students are able to attend classes that correspond to the level of their skill in the Turkish language. Students who have never taken Turkish before, as well as those who have studied it for years, are able to improve their language skills through classes that are taught entirely in Turkish, allowing for an immersive experience. Last Summer, 700 students representing 57 countries partook in the Summer School. The groups were able to visit the 81 different cities throughout the 7 different regions of Turkey, allowing each group to have their own unique experience. At the end of the program, the groups came together in Ankara, Turkey for the closing ceremonies of the Summer School. Afterwards, the groups travelled to Istanbul together for the last three days of the program. Program Details The 2018 Turkish Summer School will run from July 16 to August 12, 2018. The entire cost of the program, including the flights to and from Turkey and the meals on the program, will be covered by the Yunus Emre Institute. Students will be separated into groups and will live in cities across Turkey. With seven regions comprising of 81 cities, every group will have their own unique experience during the program. Scattered across Turkey, each group will live in their own city. From that city, they will venture out on the weekends to experience more of the region that they are living in and the unique subcultures that can be found in each one. -

In terms of geography, Hungary lies in the heart of Europe and Turkey is located in Anatolia, where it connects Africa, Europe and Middle East to each other. That’s why both countries are the balance between Europe and Asia. Both countries have a common, deep-rooted history. The relationship of Turkish and Hungarian people is based on a long and traditional friendship. The Hungarian and Turkish states came face to face with each other many times in the different periods of history. In different periods, both countries suffered the same fate politically and economically. After a regime change in 1989 in Hungary, the political and economic relations between both countries developed rapidly. -
The Case of Turkey's Cultural Diplomacy
PERSUADINGARTICLE THROUGH CULTURE, VALUES, AND IDEAS: THE CASE OF TURKEY’S CULTURAL DIPLOMACY Persuading through Culture, Values, and Ideas: The Case of Turkey’s Cultural Diplomacy FEDERICO DONELLI* ABSTRACT Cultural diplomacy always links to and often overlaps with soft power and public diplomacy. Thus, the three notions have entered the lexi- con of International Relations, and have become standard terms in foreign policy thinking. Drawing on the conceptualization of cultural diplomacy, this article examines the features, structure, actors, and possibilities of Tur- key’s foreign cultural strategy. Specifically, it focuses on an analysis of the double dimension of Turkish cultural diplomacy, the high-culture, and the pop-culture, asserting that the success of the latter has allowed Turkey to limit the damage to its soft power caused by domestic political turmoil. Furthermore, the research aims to highlight how Turkey has used culture as a resource for its diplomacy –useful for strengthening relations with other countries, enhancing cooperation, and promoting Turkish interests abroad. n the 1960s, Canadian Philosopher Marshall McLuhan predicted one of the main outcomes of the process of globalization: that mass media would Ibe able to convert the world into a village.1 Nowadays, in the post-modern wired society, a statement or simply a tweet of 280 characters can reach and affect audiences across the world. In the current interdependent world dom- inated by globalized media, collective cultural identities are no longer delim- ited by national borders and the shortening of time and space span has become a reality while geographic boundaries have begun losing its meaning.2 These developments have caused important changes not only in the social, economic and political arenas, they have also affected the areas of world politics and di- plomacy.
