Information Management Unit Overview of the February 2019 3W

KACHIN State

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).

225 agencies participated in the February 2019 3W, providing information on their humanitarian and development activities across 22 sectors and 154 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.

This Overview of the Kachin 3W results describes projects under implementation as of February 28, 2019. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. Projects under implementation can also be viewed in our interactive dashboards - 3W Township Dashboard, 3W Village Tract Dashboard, and the 3W Technical Assistance Dashboard.

1. Organizations active in 64 agencies reported activities in Kachin state: 42 are engaged in Development focused projects (247 village tracts/towns), 9 are engaged in support to other vulnerable groups (not IDP related, 43 village tracts/towns), 24 are engaged in activities which target IDPs and Host Communities (173 village tracts/towns and 132 camps) and 18 are active in IDP-focused activities (154 camps). IDP-related projects were reported in a total of 166 camps or camp-like settings. A total of 183 projects were reported in Kachin State: 30% of the projects involve work with IDPs (56 IDP & Host Community or IDP-only focused projects), and 70% have a focus on other populations (127 Other Vulnerable Groups and/or Development-focused projects).

Non-IDP focused projects (Other vulnerable groups and/or Development activities): 49 organizations reported 127 village or township-based projects under implementation in Kachin. The majority are implemented by INGOs. Most of the reported projects are in (38 village tracts/towns), (29), (27), (25), , (23), (22) and Mansi (21).

IDP & Host Community and IDP-only focused activities: 31 organizations reported 56 projects under implementation in 188 village tracts/towns and 166 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Momauk (43 village tracts/towns and 20 camps), Bhamo (31 and 12), Myitkyina (27 and 30), Waingmaw (23 and 28), Mohnyin (18 and 6), Mansi (17 and 13), Mogaung (10 and 12) and (8 and 24).

2. Non-IDP focused projects - Other Vulnerable Groups and Development Projects

127 projects with a focus on non-IDP populations (Other vulnerable groups and/or development focused projects) were reported in 14 sectors in 253 village tracts/towns across Kachin, representing 15% of the total projects reported to the Countrywide 3W and 70% of the projects in the whole of Kachin state. Village tracts/towns level information was provided for 29% of these projects, by 26 of the 49 agencies (mainly INGOs). As such the actual number of village tracts/towns with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: has the highest concentration of active organizations (29 agencies), followed by Bhamo and Waingmaw (18 agencies in each), Mohnyin (16 agencies), Mogaung (14 agencies), Mansi and Momauk (12 agencies in each), Hpakant and Puta-O (11 agencies in each), (9 agencies), (7 agencies), (6 agencies), Injangyang and (5 agencies in each), and Tsawlaw (4 agencies in each) and Khaunglanhpu (2 agencies). Frequency of project interventions: Note that the actual number of village level interventions would be higher than reported here as some agencies (23 of the 49 reporting agencies) did not include the village tracts/towns level information in their 3W reports.

➢ Health is the most widespread intervention: 20 organizations reported 36 projects in 202 village tracts/towns and 439 villages/wards across Kachin State. Agencies are reportedly more concentrated in the townships of Myitkyina (14 agencies), followed by Bhamo (10 agencies), Mogaung and Waingmaw (8 agencies in each), Hpakant and Mohnyin (7 agencies in each), Momauk (6 agencies), Mansi (5 agencies), Shwegu and Tanai (4 agencies in each) and Puta-O (3 agencies). The majority of health interventions are Harm Reduction (94 village tracts/towns), Malaria Programme (86), HIV/AIDS Programme (64), Reproductive Health Care (35) and Health Education and TB Programme (11 in each). ➢ Protection is the second main sector: 11 agencies reported 23 projects in 86 villages/wards and 45 village tracts/ towns across 11 of the 18 townships in Kachin. Activities were most concentrated in Myitkyina township (7 agencies) and Mohnyin, Puta-O and Waingmaw (4 agencies in each). The most frequent activities are Promoting Gender Equality and Empowerment of Women (35 village tracts/towns), Awareness Raising on Protection Issues and Human Trafficking (12 in each) and Community Based Protection (Groups), Gender Based Violence and Persons with Disabilities (11 in each). ➢ Livelihoods is the third main sector: 9 agencies reported 19 projects in 194 villages/wards, 111 village tracts/towns and 21 camps in 15 of 18 townships across Kachin. The most frequent activities are Micro-Finance (66 village tracts/towns) and Income generation support (63) with a lower number of interventions in other sub-sectors – Vocational Education and Training (21 village tracts/towns), Cash Grants (12). ➢ Governance is the fourth main sector: 7 agencies reported 12 projects in 52 villages/wards and 30 village tracts in 10 townships. Activities were more concentrated in Myitkyina (4 agencies) and Puta-O (3 agencies) townships. The most frequent activities are Housing, Property and Land Reform (21 village tracts/towns) and Strengthening Civil Society (11). ➢ Education is the fifth main sector: 4 agencies reported 8 projects in 17 townships, mainly in the Myitkyina (3 agencies) Township. Most activities were focused on Quality Basic Education/Formal Education in all 17 townships. ➢ There is less activity focused on Other vulnerable groups and/or Development focused activity reported in other sectors: Agriculture (4 agencies, 63 village tracts/towns), Environment (3 agencies, 27 village tracts/towns), WASH (2 agencies, 20 village tracts/towns), Nutrition (1 agency, 10 townships), Peace Building/ Conflict Prevention (4 agencies, 5 townships), Social Protection (2 agencies, 2 townships), Coordination and Mine Action (1 agency, 1 township in each) and DRR (1 agency). ➢ Among the more development-oriented sectors, no projects under implementation were reported for Infrastructure, Private Sector Development, and Responsible Tourism.

Overall, the 3W reporting indicates an increase in village tract reach of activities in Environment, Livelihoods and Protection sectors targeting Other vulnerable groups and/or Development focus in particular over the past 6 months, and a reduction in the reported Agriculture, Education and Health interventions.

3. IDP & Host Community and IDP-only Focused Projects

56 projects with a focus on internally displaced persons were reported by 31 organizations in 15 sectors in 188 village tracts/towns and 166 IDP Camps across Kachin, representing 30% of the total projects reported for Kachin State.

Number of agencies: Waingmaw township has the highest concentration of active organizations (18 agencies), followed by Myitkyina (17 agencies), Mansi (16 agencies), Momauk (15 agencies), Mogaung (12 agencies), Bhamo and Hpakant (11 agencies in each), Chipwi and Shwegu (10 agencies in each), Mohnyin (8 agencies), Tanai (6 agencies), Puta-O (5 agencies), Sumprabum (3 agencies) and Khaunglanhpu (1 agency).

Frequency of project interventions: ➢ Protection is the most widespread intervention: 15 organizations reported 25 projects in 88 villages/wards, 73 village tracts/towns and 141 camps in 14 townships, particularly in Myitkyina (14 agencies), Waingmaw (13 agencies), Momauk (11 agencies), Mansi (10 agencies), Mogaung (8 agencies), Bhamo, Chipwi and Hpakant, (7 agencies in each). The most frequent activities related to Gender Based Violence (32 villaget tracts/towns, 82 camps), Child Protection in Emergencies (23, 29), Child Protection (22, 20), Persons with Disabilities (19, 29) and Community Based Protection (Groups) (18, 16). ➢ WASH is the second main sector: 8 agencies reported 14 projects in 55 villages/wards, 54 village tracts/towns and 81 camps in 14 townships in Kachin, particularly in Mansi, Mogaung, Myitkyina and Waingmaw (6 agencies in each), Chipwi (5 agencies), Hpakant and Momauk (4 agencies in each) and Bhamo and Tanai (3 agencies in each). The most frequent activities are Hygiene Promotion & Behaviour Change (46 village tracts/towns, 67 camps), Water Supply – Community (39, 60), Excreta Disposal/Treatment/ Management – Household Level (31, 42) and Environmental Sanitation (31, 42). ➢ Livelihoods is the third main sector: 9 agencies reported 13 projects in 55 villages/wards, 48 village tracts/towns and 74 camps in 13 townships across Kachin. The most frequent activities are Income Generation Support (28 village tracts/towns, 38 camps), Cash Grants (25, 44) and Vocational Education and Training (23, 31). Projects are most concentrated in Waingmaw (10 agencies) and Myitkyina (6 agencies) townships. ➢ Health is the fourth main sector: 7 organizations reported 9 projects in 30 villages/wards, 21 village tracts/towns and 63 camps in 12 townships across Kachin State. Townships with the highest number of these activities are Mansi (4 agencies) and Waingmaw (3 agencies). The most of health interventions are Reproductive Health Care (19 village tracts/towns, 58 camps). ➢ Mine Action is the fifth main sector: 4 organizations reported 7 projects in 280 villages/wards, 125 village tracts/towns and 21 camps in 7 townships. Projects are most concentrated in Mansi and Momauk (3 agencies in each). The most frequent activities related to Mine-Risk Education (124 village tracts/towns, 21 camps) and Victim Assistance (112 village tracts/towns, 0 camp). ➢ Other sectors with lesser levels of camp/village-based activity: Food (4 agencies, 54 village tracts/towns, 118 camps), CCCM (2 agencies, 53 village tracts/towns, 113 camps), Peace Building / Conflict Prevention (3 agencies, 52 village tracts/towns, 96 camps), Shelter (2 agencies, 49 village tracts/towns, 112 camps), Nutrition (4 agencies, 30 village tracts/towns, 66 camps), Non-Food Items (2 agencies, 18 village tracts/towns, 23 camps), DRR (1 agency, 15 village tracts/towns, 25 camps), Education (2 agencies, 11 village tracts/towns, 11 camps), Agriculture (2 agencies, 10 village tracts/towns, 7 camps) and Coordination (3 village tracts/towns, 3 agencies). ➢ No projects were reported as under implementation with these populations related to Environment, Governance, Infrastructure, Logistics, Private Sector Development, Responsible Tourism and Social Protection.
