Overview of the February 2018 3W

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across . It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).

219 agencies participated in the February 2018 3W, providing information on their humanitarian and development activities across 22 sectors and 154 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.

This Overview of the Kachin 3W results describes projects under implementation as of February 28, 2018. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. 1. Organizations active in Kachin State 64 agencies reported activities in Kachin state: 36 are engaged in Development focused projects (528 villages), 13 are engaged in other vulnerable groups (not IDP related, 294 villages), 20 are engaged in activities which target IDPs and Host Communities (105 villages and 81 camps) and 22 are active in IDP-focused activities (153 camps). IDP-related projects were reported in a total of 154 camps or camp-like settings. A total of 180 projects were reported in Kachin State: 33% of the projects involve work with IDPs (60 IDP & Host Community or IDP-only focused projects), and 67% have a focus on other populations (120 Other Vulnerable Groups and/or Development-focused projects). Non-IDP focused projects (Other vulnerable groups and/or Development activities): 47 organizations reported 120 village or township based projects under implementation in Kachin. The majority are implemented by NGOs. Most of the reported projects are in and (75 villages in each), Puta-O (71 villages), (70 villages), (68 villages), and Mansi (67 villages in each) and (66 villages).

IDP & Host Community and IDP-only focused activities: 33 organizations reported 60 projects under implementation in 145 villages and 154 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Momauk (25 villages and 23 camps), Waingmaw (22 villages and 29 camps), Hpakant (18 villages and 29 camps), (18 villages and 6 camps), Myitkyina (17 villages and 25 camps), Bhamo (16 villages and 10 camps), Mansi (11 villages and 13 camps), (6 villages and 4 camps), Mohnyin (4 villages and 5 camps), Puta-O (3 villages and 1 camp), (3 villages and 4 camps), (1 villages and 4 camps).

2. Non-IDP focused projects - Other Vulnerable Groups and Development Projects

120 projects with a focus on non-IDP populations (Other vulnerable groups and/or development focused projects) were reported in 17 sectors in 675 villages across Kachin, representing 15% of the total projects reported to the Countrywide 3W and 67% of the projects in the whole of Kachin state. Village level information was provided for 22% of these projects, by 21 of the 47 agencies (mainly INGOs). As such the actual number of villages with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: has the highest concentration of active organisations (30 agencies), followed by Bhamo, Mansi, Momauk and Waingmaw (16 agencies in each), Mohnyin (14 agencies), Hpakant and Mogaung (13 agencies in each), Shwegu (9 agencies), Puta-O and Tanai (8 agencies in each), Chipwi (7 agencies), (5 agencies), Injangyang and (4 agencies in each), Khaunglanhpu (3 agencies), Tsawlaw (2 agencies) and Nawngmun (1 agency).

Frequency of project interventions: Note that the actual number of village level interventions would be higher than reported here as some agencies (26 of the 47 reporting agencies) did not include the village level information in their 3W reports.

 Health is the most widespread intervention: 19 organizations reported 36 projects in 239 village tracts and 516 villages across Kachin State. In terms of geographic spread, some level of health activity was reported in 17 townships (except Nawngmun township), though agencies are reportedly more concentrated in the townships of Myitkyina (11 agencies) followed by Waingmaw (9 agencies), Momauk (8 agencies), Hpakant and Mansi (7 agencies in each), Mogaung, Mohnyin and Tanai (6 agencies in each) and Bhamo, Chipwi and Shwegu (5 agencies in each). The majority of health interventions are Malaria Programme (265 villages), Harm Reduction (217 villages) and Reproductive Health Care (126 villages).

 Protection is the second main sector: 11 agencies reported 15 projects in 161 villages and 79 village tracts across 11 of the 18 townships in Kachin. Activities were most concentrated in Myitkyina township (8 agencies) and Bhamo (5 agencies). The most frequent activity is Child Protection (123 villages) with a significantly lower number of interventions in other sub-sectors – Awareness Raising on Protection Issues, Community Based Protection (Groups), Gender Based Violence, Persons with Disabilities and Human Trafficking (28 villages in each) and Promoting Gender Equality and Empowerment of Women (11 villages).

 Governance is the third main sector: 9 agencies reported 14 projects in 63 villages and 44 village tracts in 10 townships. Activities were more concentrated in Myitkyina and Mohnyin townships. The most frequent activities are Housing, Property and Land Reform (35 villages) and Strengthening Civil Society in 28 villages in 4 townships.

 Education is the fourth main sector: 4 agencies reported 6 projects with activities in 66 villages, in 53 village tracts of all 18 townships. Activities were more concentrated in Myitkyina, Bhamo, Mansi, Momauk and Waingmaw townships. At village level, agencies were most active in Food/Cash for Education (66 villages). Quality Basic Education/Formal Education activities are the most widespread in terms of township level (18 townships) and followed by Food/Cash for Education (5 townships).

 Peace Building / Conflict Prevention is the fifth main sector: 5 agencies reported 5 projects in 7 townships, mainly in the townships of Myitkyina, Bhamo, Mansi and Momauk (2 agencies in each). The activity of Conflict transformation and Peacebuilding is only active in this sector.

 There is less activity focused on Other vulnerable groups and/or development focused activity reported in other sectors: Livelihoods (3 agencies, 109 villages), Agriculture (3 agencies, 104 villages), WASH (2 agencies, 73 villages), Environment (3 agencies, 41 villages), Food (3 agencies, 6 townships), Coordination (2 agencies, 2 townships), CCCM, Nutrition, DRR, Social Protection, Private Sector Development and Infrastructure (1 agency in each).

 No projects under implementation were reported for Logistics, Mine Action, Non-Food Items, Responsible Tourism and Shelter.

Overall, the 3W reporting indicates an increase in village tract reach of Other vulnerable groups and/or Development focused activities in Agriculture, Environment, Governance, Livelihoods, Protection and WASH sectors in particular over the past 6 months.

3. IDP & Host Community and IDP-only Focused Projects

60 projects with a focus on internally displaced persons were reported by 33 organisations in 16 sectors in 145 villages and 154 IDP Camps across Kachin, representing 33% of the total projects reported for Kachin State.

Number of agencies: has the highest concentration of active organisations (21 agencies), followed by Mansi (17 agencies), Bhamo, Momauk and Myitkyina (16 agencies in each), Hpakant (11 agencies), Mogaung (10 agencies), Mohnyin (9 agencies), Chipwi and Shwegu (8 agencies in each), Puta-O and Tanai (4 agencies), Sumprabum (3 agencies) and Khaunglanhpu (1 agency).

Frequency of project interventions:  Protection is the most widespread intervention: 17 organizations reported 26 projects in 70 villages and 96 camps, in 14 townships, particularly in Waingmaw (11 agencies), Momauk (10 agencies), Mansi and Myitkyina (9 agencies in each), Bhamo (7 agencies), Mohnyin (5 agencies), Chipwi, Hpakant and Shwegu (4 agencies in each). The most frequent activities related to Durable Solution - IDP/Returnee Housing, Land and Property (37 villages, 8 camps), Gender Based Violence (32 villages, 55 camps) and Civil Documentation (29 villages, 11 camps).  WASH is the second main sector: 8 agencies reported 14 projects in 40 villages and 41 camps in 13 townships in Kachin, particularly in Momauk (6 agencies), Waingmaw (5 agencies), Chipwi, Hpakant, Mansi, Mohnyin and Myitkyina (4 agencies in each) and Bhamo and Mogaung (3 agencies in each). The most frequent activities are Hygiene Promotion & Behaviour Change (37 villages, 31 camps), Water Supply – Community (36 villages, 39 camps), Environmental Sanitation (24 villages, 6 camps).  Food is the third main sector: 9 organizations reported 9 projects 59 villages and 132 camps in 11 townships. Townships with the highest number of these activities are Chipwi, Mansi, Momauk, Shwegu and Waingmaw (4 agencies in each), Bhamo (3 agencies), Myitkyina and Puta-O (2 agencies in each). The activity of General Food Distribution is only active in Food sector.  Livelihoods is the fourth main sector: 9 agencies reported 9 projects in 13 townships in Kachin, particularly in Waingmaw (6 agencies). The most frequent activities are Cash Grants (33 villages, 35 camps), Income Generation Support (22 villages, 2 camps) and Support to CSOs (7 villages, 10 camps).  Health is the fifth main sector: 5 organizations reported 8 projects in 30 villages, 28 village tracts and 67 camps across Kachin State. Projects are most concentrated in (3 agencies), Myitkyina (2 agencies), Hpakant, Mogaung and Momauk (1 agency in each). The most of health interventions are Reproductive Health Care (29 villages, 58 camps) and Malaria Programme (3 village tracts, 5 camps).  Other sectors with lesser levels of camp/village-based activity: Shelter (7 agencies, 63 villages, 44 camps), Peace Building / Conflict Prevention (3 agencies, 7 villages, 10 camps), CCCM (3 agencies, 59 villages, 35 camps), Mine Action (2 agencies, 40 villages), Non-Food Items (3 agencies, 57 villages, 36 camps), Nutrition (3 agencies, 40 villages, 100 camps), Agriculture (3 agencies, 18 villages, 2 camps),Nutrition (2 agencies, 38 villages, 100 camps), DRR (1 agency, 18 villages, 4 camps), Education (1 agency, 4 villages, 10 camps), Coordination (1 agency, 1 ward) and Governance (1 agency).  No projects were reported as under implementation for Environment, Infrastructure, Logistics, Private Sector Development, Responsible Tourism and Social Protection.
