Overview of the September 2017 3W

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across . It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps). 238 agencies participated in the September 2017 3W, providing information on their humanitarian and development activities across 22 sectors and 154 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products. This Overview of the Kachin 3W results describes projects under implementation as of September 12, 2017. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. Organizations active in Kachin State

60 agencies reported activities in Kachin state: 56 are engaged in Non-IDP focused projects (Other vulnerable groups and/or development focused activities reported in 741 villages), 12 are engaged in activities which target IDPs and Host Communities (118 villages and 124 camps) and 19 are active in IDP-focused activities (137 camps). IDP-related projects were reported in a total of 143 camps or camp-like settings.

Reporting agencies active in Kachin were 44 NGOs (33 INGOs and 11 local NGOs), 9 UN and International agencies, 4 Red Cross agencies, 1 CBO and 2 donor-implemented projects.

A total of 170 projects were reported in Kachin State: 29% of the projects involve work with IDPs (50 IDP & Host Community or IDP-only focused projects), and 71% have a focus on other populations (120 Other Vulnerable Groups and/or Development-focused projects).

Non-IDP focused projects (Other vulnerable groups and/or Development activities): 56 organizations reported 120 village or township based projects under implementation in Kachin. The majority are implemented by NGOs. Most of the reported projects are in (107 villages), (87 villages), (86 villages), (75 villages), (74 villages), and Puta-O (70 villages in each), Mansi (66 villages).

IDP & Host Community and IDP-only focused activities: 23 organizations reported 50 projects under implementation in 135 villages and 143 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Waingmaw (30 villages and 25 camps), Momauk (21 villages and 19 camps), Mansi (20 villages and 14 camps), Bhamo (19 villages and 11 camps), Myitkyina (16 villages and 24 camps), (10 villages and 25 camps), Mogaung (10 villages and 6 camps), (4 villages and 5 camps), Puta-O (2 villages and 2 camps), Khaunglanhpu (1 villages and 1 camps), Mohnyin (1 villages and 5 camps), (1 villages and 3 camps), (3 camps). 2. Non-IDP focused projects - Other Vulnerable Groups/Development Projects

120 projects with a focus on non-IDP populations (Other vulnerable groups and/or development focused projects) were reported in 19 sectors in 741 villages across Kachin, representing 14% of the total projects reported to the Countrywide 3W and 71% of the projects in the whole of Kachin state. Village level information was provided for 32% of these projects, by 28 of the 56 agencies (mainly INGOs). As such the actual number of villages with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: has the highest concentration of active organisations (33 agencies), followed by Bhamo (27 agencies), Waingmaw (24 agencies), Mogaung (23 agencies), Mansi and Momauk (20 agencies in each) and Mohnyin (15 agencies). Frequency of project interventions*: Note that the actual number of village level interventions would be higher than reported here as some agencies did not report their activities to village level. • Health is the most widespread intervention: 21 organizations reported 35 projects in 279 village tracts and 675 villages across Kachin State. In terms of geographic spread, some level of health activity was reported in all 18 townships, though agencies are reportedly more concentrated in the townships of Myitkyina (13 agencies) followed by Waingmaw (11 agencies), Mogaung (10 agencies), Bhamo (9 agencies) and Momauk (8 agencies). The majority of health interventions are Harm Reduction (313 villages), Malaria Programme (261 villages), TB Programme (164 villages), Maternal and Child Health (151 villages) and HIV/AIDS Programme (124 villages). • Protection is the second main sector: 14 agencies reported 22 projects in 157 villages and 75 village tracts across 12 of the 18 townships in Kachin. Activities were most concentrated in Myitkyina and Bhamo townships. The most frequent activity is Child Protection (153 villages) with a significantly lower number of interventions in other sub-sectors – Awareness Raising on Protection Issues, Community Based Protection (Groups) and Human Trafficking (28 villages in each) and Promoting Gender Equality and Empowerment of Women (20 villages). • Governance is the third main sector: 8 agencies reported 13 projects in 51 villages and 35 village tracts in 12 townships in Kachin. Activities were more concentrated in Myitkyina and Bhamo townships The most frequent activities are Strengthening Civil Society in 28 villages in 4 townships. • Livelihoods support is the fourth main sector: 10 agencies reported 12 projects with activities in 82 villages, in 61 village tracts of the 14 townships in Kachin State. Activities were more concentrated in Myitkyina and Waingmaw townships. The most frequent activities are Income Generation Support (62 villages in 12 townships), followed by Vocational Education and Training (38 villages in 6 townships) and Support to CSOs (28 villages in 3 townships). • Peace Building / Conflict Prevention is the fifth main sector: 9 agencies reported 9 projects in 11 townships, mainly in the townships of Myitkyina, Bhamo, Mansi and Momauk (3 agencies in each). • There is less activity focused on Other vulnerable groups and/or development focused activity reported in other sectors: Agriculture (7 agencies, 72 villages), WASH (6 agencies, 29 villages), Education (6 agencies, 72 villages), Food (5 agencies, 3 townships), DRR (3 agencies, 5 townships), WASH (5 agencies, 8 townships), Food (5 agencies, 3 townships), CCCM (3 agencies, 15 townships), DRR (3 agencies, 4 townships), Environment (3 agencies, 12 villages), Social Protection (3 agencies, 7 townships), Nutrition (2 agencies, 10 townships), Coordination (2 agencies, 2 townships), Shelter (2 agencies, 3 townships), Private Sector Development (2 agencies, 1 township), Mine Action (1 agency, 15 villages) and Non-Food Items (1 agency, 2 villages). • No projects under implementation were reported for Infrastructure, Logistics and Responsible Tourism Sectors.

Overall, the 3W reporting indicates an increase in village tract reach of Other vulnerable groups and/or development focused activities in Agriculture, CCCM, Education, Health, Livelihoods, Protection sectors in particular over the past 6 months.

IDP & Host Community and IDP-only Focused Projects

50 projects with a focus on internally displaced persons were reported by 23 organisations in 13 sectors in 135 villages and 143 IDP Camps across Kachin, representing 29% of the total projects reported for Kachin State.

Number of agencies: Mansi township has the highest concentration of active organisations (17 agencies), followed by Waingmaw (16 agencies), Momauk (14 agencies), Bhamo (13 agencies), Myitkyina (12 agencies), Mogaung (10 agencies), Chipwi and Hpakant (9 agencies in each).

Frequency of project interventions: • Protection is the most widespread intervention: 10 organizations reported 14 projects in 43 villages and 87 camps, in 10 townships, particularly in Mansi (8 agencies), Momauk (7 agencies), Bhamo and Waingmaw (6 agencies in each), Myitkyina (5 agencies), Chipwi, Hpakant and Mohnyin (3 agencies in each). The most frequent activities relate to Gender Based Violence (33 villages, 58 camps), Child Protection (24 villages, 57 camps) and Awareness Raising on Protection Issues (20 villages, 27 camps). • WASH is the second main sector: 8 agencies reported 10 projects in 43 villages and 93 camps in 15 townships in Kachin, particularly in Waingmaw (6 agencies), Chipwi, Mogaung, Momauk, Myitkyina (5 agencies in each). The most frequent activities are Hygiene Promotion & Behaviour Change (37 villages, 84 camps), Water Supply – Community (36 villages, 87 camps), Environmental Sanitation (30 villages, 55 camps). • Livelihoods is the Third main sector: 7 agencies reported 9 projects in 11 townships in Kachin, particularly in Waingmaw and Myitkyina. The most frequent activities are Cash Grants (25 villages, 44 camps), Cash for Work (12 villages, 32 camps) and Vocational Education and Training (12 villages, 16 camps). • Health is the fourth main sector: 5 organizations reported 7 projects in 55 villages, 47 village tracts and 120 camps across Kachin State. Projects are most concentrated in Mansi township (5 agencies), Momauk, Myitkyina and Waingmaw (3 agencies in each), Bhamo, Chipwi, Mogaung, Puta-O and Shwegu (2 agencies in each), and Hpakant, Khaunglanphu, Mohnyin and Sumprabum (1 agency in each). The majority of health interventions are Coordination (55 villages, 113 camps) and Reproductive Health Care (29 villages, 59 camps). • Food is the fifth main sector: 4 organizations reported 6 projects in 11 townships and 111 camps. Townships with the highest number of these activities are Chipwi and Waingmaw (4 agencies in each), Mansi and Momauk (3 agencies in each), Bhamo, Hpakant, Mogaung, Mohnyin, Myitkyina, Puta-O and Shwegu (2 agencies in each). General Food Distribution is the most frequent activities in 47 villages and 106 camps in 11 townships. • Other sectors with lesser levels of camp/village-based activity: Education (4 agencies, 16 villages, 36 camps reaching 9 townships), Shelter (3 agencies, 59 villages and 111 camps), CCCM (3 agencies, 56 villages, 106 camps reaching 50 village tracts/towns), Nutrition (3 agencies, 40 villages, 100 camps), Disaster Risk Reduction (2 agencies, 16 villages, 29camps), Mine Action (1 agency, 81 villages, 37 camps), Non-Food Items (1 agency, 32 villages, 72 camps), Agriculture (1 agency, 9 villages, 15 camps). • No projects were reported as under implementation for Coordination, Environment, Governance, Infrastructure, Logistics, Peace Building/Conflict Prevention, Private Sector Development, Responsible Tourism, Social Protection.
