Overview of the March 2017 3W

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across . This exercise is currently conducted every 6 months, gathering information on agencies’ activities at village/township level (MIMU Village level 3W) as well as in IDP camps (MIMU Camp 3W).

213 agencies participated in the March 2017 3W, providing information on their activities in 22 sectors and 154 sub- sectors which have been defined by technical/sector working groups. Currently the 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is still likely to be under-reporting of the specific activities of field-based local NGOs and CBOs. Some reporting agencies do not report village information – as such their work cannot be reflected in the village tract maps and tables or the village level Online 3W.

This overview of the 3W results in Kachin describes projects under implementation as of March 9, 2017. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website and, at a glance, through the MIMU 3W Township Dashboard, http://themimu.info/3w-dashboard

1. Organizations active in Kachin State

In total, 58 agencies reported activities in Kachin state - 56 are engaged in Development Focused activities (658 villages), 13 are engaged in activities which target IDP and Host Community (73 villages) and 21 are active in IDP- only Focused activities. IDP-related projects were reported in a total of 144 camps or camp-like settings.

In all there were a total of 176 projects in Kachin State, namely 119 Development-focused projects and 57 projects linked in some way to work with IDPs (IDP & Host Community or IDP- only focused projects).

For the development-focused activities: 56 organizations reported 119 projects under implementation in Kachin that are village or township based. The majority are implemented by NGOs. In terms of project spread, most of the reported projects are in (89 Villages), (87 Villages), (74 Villages), Puta-O (70 Villages), (67 Villages), Mansi (64 villages) and (63 Villages).

For the IDP & Host Community and IDP-only focused activities: 26 organizations reported 57 projects under implementation in 135 villages and 148 IDP camps. The majority are implemented by INGOs and UN agencies. In terms of project spread by township, most of the projects are in Momauk (29 villages and 21 camps), Waingmaw (27 villages, 27 camps), Myitkyina (15 Villages and 25 camps), Mogaung (14 villages, 6 camps), Bhamo (13 villages, 11 camps), (13 Villages and 23 camps) and Mansi (11 villages and 15 camps).

2. Projects by Sector (Development-focused Projects)

119 projects were reported in 19 sectors in 658 villages across Kachin, representing 15% of the total projects reported to the Countrywide 3W and 68% of the projects in the whole of Kachin State. Village level information was provided for 29% of these projects, by 18 of the 56 agencies (mainly INGOs). As such the actual number of villages with activities is likely to be higher than what has been reported to the MIMU 3W.

In terms of the number of agencies: has the highest concentration of active organisations (35 agencies), followed by followed by Mogaung (26), Waingmaw (25), Bhamo (22), Momauk (19), Hpakant and Mansi (18 in each).

In terms of the frequency of project interventions:

 Health is the most widespread intervention with 26 organizations reportedly implementing 38 projects in 606 villages across Kachin State. In terms of geographic spread, some level of health activity was reported in all 18 townships, though it is reportedly more concentrated in the townships of Myitkyina (16 agencies), followed by Waingmaw (13 agencies), Mogaung (10 agencies) and Momauk (9 agencies). The majority of health interventions are Malaria Programme (259 villages), Harm Reduction (219 villages), TB Programme (166 villages), Maternal and Child Health (142 villages) and HIV/AIDS Programme (126 villages) with a significantly lower number of interventions in other sub-sectors – Health Education (40), Reproductive Health Care (32) and Community Home Based Care (28).  Protection is the second main sector of agency activities with 12 organizations implementing activities in 174 villages, in 12 of the 18 townships, particularly in Myitkyina (9 agencies), followed by Bhamo (6 agencies) and Mogaung and Waingmaw (4 in each). The most frequent activities are Child Protection in 70 village tracts and 142 villages of 11 townships.  Livelihoods is the third main sector with 7 agencies reporting activities in 12 townships in Kachin. The most frequent activities are Income Generation Support in 34 villages in 9 townships, followed by Support to CSOs (28 villages in 3 townships).  Governance is the fourth main sector with 6 agencies reporting activities in 35 village tracts in 12 townships in Kachin. The most frequent activities are Strengthening Civil Society in 28 villages in 4 townships.  Education is the fifth main sector with 5 agencies reporting activities in 23 villages in all 18 townships in Kachin. The most frequent activity is Food/Cash for Education (22 villages in 5 townships). In term of township level reporting, Non-Formal Education activities are being implemented in all 18 townships.  Peace Building/ Conflict Prevention is the sixth main sector with 8 agencies reporting activities in 11 townships, though it is reportedly more concentrated in the townships of Myitkyina (4 agencies), followed by Bhamo, Mansi and Momauk (2 agencies in each).  There is far less Development-focused activity reported in other sectors: Agriculture (5 agencies, 52 villages), Environment (5 agencies, 19 villages), Mine Action and WASH (3 agencies, 34 villages in each), Nutrition (4 agencies, 29 villages), Private Sector Development (3 agencies and 28 villages), Food (3 agencies, 6 village tracts), CCCM (1 agency, 15 townships), Social Protection and DRR (3 agencies in each), Coordination (2 agencies), Non-Food Items and Shelter (1 agency in each).  No development-focused projects were reported as under implementation for Infrastructure, Logistics and Responsible Tourism Sectors.

Overall the 3W reporting indicates an increase in village tract reach of Development-focused activities related to Health, Mine Action and Livelihoods interventions in particular over the past 6 months, and a reduction in reported Food and Agriculture activities.

3. Projects by Sector (IDP & Host Community and IDP-only Focused Projects)

57 projects with a focus on internally displaced persons were reported by 26 organisations in 13 sectors in 135 villages and 144 IDP Camps across Kachin, representing 32% of the total projects reported for Kachin State. Prepared by MIMU, Apr 26, 2017 Page - 5

In terms of the number of agencies: has the highest concentration of active organisations (18 agencies), followed by Momauk and Waingmaw (17 agencies in each), Bhamo and Myitkyina (13 agencies in each).

In terms of the frequency of project interventions:

 Protection is the most widespread intervention with 11 agencies reporting activities in 51 villages and 84 camps, in 9 townships, particularly in Momauk (8 agencies), Mansi (7 agencies) and Waingmaw (6 agencies). The most frequent activities relate to Gender Based Violence (35 villages and 69 camps), Vulnerable Populations in Emergencies (21 villages, 24 camps).  Health is the second most widespread intervention with 8 agencies reporting activities in 94 villages, 69 village tracts and 119 camps across Kachin State. The most concentrated townships are Mansi and Waingmaw (5 agencies in each). The majority of health interventions are Coordination (62 villages, 116 camps), Reproductive Health Care (44 villages, 29 camps).  WASH is the third main sector with 7 agencies reporting activities in 89 camps across 10 townships in Kachin, particularly in Waingmaw (5 agencies), Chipwi, Hpakant and Mogaung, Mohnyin, Momouk and Myitkyina (4 agencies in each). The most frequent activities are Hygiene Promotion & Behaviour Change (42 villages, 100 camps), Water Supply – Community (31 villages, 58 camps) and Environmental Sanitation (30 villages, 54 camps).  Food is the fourth main sector with 7agencies reporting activities in 64 villages, 56 village tracts and 132 camps across Kachin State. The most concentrated townships are Mansi, Momauk and Waingmaw (5 agencies in each),, Chipwi (4 agencies) and Myitkyina (3 agencies). General Food Distribution is the most frequent activities in 44 villages an 149 camps in 11 townships.  Livelihoods is the fourth main sector with 5 agencies reporting activities in 10 townships in Kachin. The most frequent activities are Cash Grants (24 villages, 38 camps) and Income Generation Support (17 villages, 12 camps).  Nutrition is the sixth most widespread intervention with 3 agencies reporting activities in 40 villages and 92 camps in 11 townships. The majority of Nutrition intervention is Supplementary Feeding (13 villages, 85 camps).  There is far less activity reported in other sectors: Agriculture (3 agencies, 33 villages, 21 camps), CCCM (3 agencies, 31 villages, 112 camps), Mine Action (3 agency, 28 Villages, 39 camps), Non-Food Items (1 agency, 17 villages, 58 camps), Education (2 agencies, 14 villages, 18 camps), and Social Protection (1 agency, 1 village, 4 camps), .  No projects were reported as under implementation for Coordination, Disaster Risk Reduction, Environment, Governance, Infrastructure, Private Sector Development, Peace Building/Conflict Prevention, Responsible Tourism and Logistics Sectors.
