Downers Grove Park District Needs Assessment Survey Executive Summary Overview

ETC Institute administered a needs assessment survey for the Downers Grove Park District during the summer of 2017. The survey was administered as part of the Park District’s efforts update its Parks & Recreation Master Plan. The survey will help ensure the achievement of the Park District’s goal to have a high level of community involvement and engagement. The survey results will also help the Downers Grove Park District in taking a resident‐driven approach to making decisions that will enrich the community and positively affect the lives of its residents. Methodology

ETC Institute mailed a survey packet to a random sample of households in the Downers Grove Park District. Each survey packet contained a cover letter, a copy of the survey, and a postage‐ paid return envelope. Residents who received the survey were given the option of returning the survey by mail or completing it on‐line at www.DGPDSurvey.com.

Ten days after the surveys were mailed, ETC Institute sent emails and placed phone calls to the households that received the survey to encourage participation. The emails contained a link to the on‐line version of the survey to make it easy for residents to complete the survey. To prevent people who were not residents of the Downers Grove Park District from participating, everyone who completed the survey on‐line was required to enter their home address prior to submitting the survey. ETC Institute then matched the addresses that were entered on‐line with the addresses that were originally selected for the random sample. If the address from a survey completed on‐line did not match one of the addresses selected for the sample, the on‐line survey was not counted.

The goal was to obtain completed surveys from at least 400 residents. The overall results for the sample of 400 completed surveys has a precision of at least +/‐4.9% at the 95% level of confidence.

Park and Open Space Use and Awareness

Respondents were asked a series of questions regarding their use of parks and open spaces in the Downers Grove Park District. Respondents were asked whether they have visited a location, they were asked to rate the quality and condition of parks they have visited, and if they have not visited a particular location they were asked if they were aware the location exists. The parks were divided into five different categories: Community Parks, Special Use Parks, Neighborhood Parks, Mini Parks, and Passive/Undeveloped Parks. Each park on the survey received extremely positive ratings regarding their quality and condition. Below is a summary of each category’s use and awareness.

 Community Parks: McCollum Park was the most visited community park with 66% of respondents indicating they have visited the park within the past 12 months. Most respondents who indicated they had not visited the community parks listed indicated they were aware they existed.

 Special Use Parks: Lyman Woods Nature Preserve was the most visited special use park with 29% of respondents indicating they have visited the preserve within the past 12 months. Most respondents who indicated they had not visited the special use parks listed indicated they were aware they existed.

 Neighborhood Parks: Hummer Park followed closely by Washington and Prince Pond Parks were the most visited neighborhood parks within the past 12 months. Seventy‐four percent (74%) of respondents who had not visited Hummer Park was aware it existed. Most of the neighborhood parks respondents had not visited included parks they were aware existed.

 Mini Parks: Each of the four mini parks listed on the survey had 5% or less respondents indicate that they had visited the park within the past 12 months. Although visitation was limited, 27% of respondents indicated they were aware of Loy Park, 22% were aware of 2nd and Cumnor Park, 20% were aware of Sterling and Davis Park, and 17% were aware of Wallingford Park. Although these are the lowest awareness ratings of any group, roughly 1 in 5 respondents indicated they were aware of at least one of the mini parks listed.

 Passive/Undeveloped Parks: Less than 10% of respondents indicated they had visited any of the passive/undeveloped parks listed on the survey. The passive/undeveloped park at Highland and 39th had the most awareness from respondents who had not visited the park. Only 18% of respondents who did not visit the park at Blodgett and Elmwood were aware it existed.

After respondents indicated whether they had visited each park, rated the condition of the parks they visited, and indicated whether they were aware parks they had not visited existed they were asked to indicate which four parks or open spaces they have visited most during the past 12 months. Based on the sum of respondents’ top four choices the most visited parks included: McCollum Park (53%), Patriots Park (31%), Doerhoefer Park (22%), and Hummer Park (18%).

Allocation of Park District Funding

Respondents were given a hypothetical $100 to allocate among nine different categories. The chart below shows how respondents would allocate the funds.

Organizations Used for Parks and Recreation

Nearly half of all respondents (46%) indicated their household uses the Downers Grove Park District for indoor and outdoor recreation activities. The top three organizations, not including the Downers Grove Park District, households use most often include: DuPage County Forest Preserve (28%), churches (27%), and private fitness clubs (25%).

Eighty‐four percent (84%) of respondents indicated they used the Cypress Cove Family Aquatic Center (Woodbridge Park District) during the past 12 months, only 17% used the Butterfield Park District Recreation and Aquatic Center, and 15% use the Paradise Bay Water Park (Lombard Park District).

Facility Use and Ratings

Respondents were given a list of eight facilities maintained by the Downers Grove Park District. Respondents were asked to indicate whether they use the facility and if so they were asked to rate the physical condition, quality of the experience received, and the customer service received from staff at the facility. The most used facility was the Veterans Memorial Pavilion (Bandshell) at Fishel Park (37%) followed by Lincoln Center (33%) and the Recreation Center (31%). The Downers Grove Museum received the most positive physical condition ratings, quality of experience ratings, and customer service ratings of all eight facility that were rated. Active Adult Center at Lincoln Center received the lowest quality of experience and customer service ratings of the eight facilities that were rated, and the Lincoln Center received the lowest physical condition ratings. Based on the sum of respondents’ top two choices the recreation center (24%), the Veterans Memorial Pavilion (Bandshell) at Fishel Park (21%), and the Downers Grove Golf Club (21%) were the most frequently used facilities during the past year.

Ways Respondents Learn About the Park District

Eighty‐eight percent of respondents indicated they use the Park District Program Guide to learn about the Downer’s Grove Park District, 52% talk with friends and neighbors, and 43% use the park district website. The Downers Grove Park District is doing an excellent job of disseminating useful information which is evidenced by 71% of respondents indicating that the Park District Program Guide is their most preferred method of learning about recreation programs and activities. Respondents were also asked to indicate which types of Park District information they have a need for through digital resources. Program information (82%), registration information (69%), and special event information (57%) were the three items respondents would most like to see available digitally.

Barriers to Park, Facility and Program Usage

Respondents were asked from a list of 20 potential reasons to identify what prevents them from using parks, recreation facilities, or programs offered by the Downers Grove Park District more often. The top five reasons selected were: no time to participate (40%), fees are too high (20%), program times are not convenient (19%), program not offered (19%), and lack of knowing what is offered (19%). Respondents who selected particular responses to this question were asked to be more specific as to what prevents from them from using the Park District more often. These open‐ended responses can be found in the tabular data section of this report.

Facility Needs and Priorities

Facility Needs: Respondents were asked to identify if their household had a need for 33 recreation facilities and amenities and rate how well their needs for each were currently being met. Based on this analysis, ETC Institute was able to estimate the number of households in the community that had the greatest “unmet” need for various facilities.

The three recreation facilities with the highest percentage of households that indicated a need for the facility were: walking and biking trails (78%), nature center and trails (59%), and indoor fitness and exercise facilities (45%). When ETC Institute analyzed the needs in the community, only one facility, walking and biking trails, had a need that affected more than 15,000 households. ETC Institute estimates a total of 6,983 of the 20,693 households in Downers Grove have unmet needs for outdoor swimming pools/water parks. The estimated number of households that have unmet needs for each of the 33 facilities that were assessed is shown in the chart below.

Facility Importance: In addition to assessing the needs for each facility, ETC Institute also assessed the importance that residents placed on each facility. Based on the sum of respondents’ top four choices, the three most important facilities to residents were: walking and biking trails (56%), nature center and trails (28%), and outdoor swimming pool/water park (22%). The percentage of residents who selected each facility as one of their top four choices is shown in the chart at the top of the following page.

Priorities for Facility Investments: The Priority Investment Rating (PIR) was developed by ETC Institute to provide organizations with an objective tool for evaluating the priority that should be placed on parks and recreation investments. The Priority Investment Rating (PIR) equally weights (1) the importance that residents place on facilities and (2) how many residents have unmet needs for the facility. [ Details regarding the methodology for this analysis are provided in Section 2 of this report.]

Based the Priority Investment Rating (PIR), the following six facilities were rated as high priorities for investment:  Walking and biking trails (PIR=188)  Outdoor swimming pool/water park (PIR=139)  Indoor swimming pool/leisure pool (PIR=123)  Nature center and trails (PIR=107)

The chart on the following page shows the Priority Investment Rating for each of the 33 facilities/amenities that were assessed on the survey.

Programming Needs and Priorities

Programming Needs. Respondents were also asked to identify if their household had a need for 23 recreational programs and rate how well their needs for each program were currently being met. Based on this analysis, ETC Institute was able to estimate the number of households in the community that had “unmet” needs for each program.

The four programs with the highest percentage of households that had needs were: adult fitness and wellness programs (44%), adult general interest programs (39%), nature programs and exhibitions (26%), and adult tours and trips (26%). In addition to having the highest total need, the top two programs also have the highest unmet need among the 23 programming‐related areas that were assessed. ETC Institute estimates a total of 4,100 households have unmet needs for adult general interest programs and 3,553 households have unmet needs for adult fitness and wellness programs. The estimated number of households that have unmet needs for each of the 23 programs that were assessed is shown in the chart at the top of the following page.

Program Importance and Participation. In addition to assessing the needs for each program, ETC Institute also assessed the importance that residents place on each program and the programs households participate in most. Based on the sum of respondents’ top four choices, the three most important programs to residents were: adult fitness and wellness programs (32%), adult general interest programs (33%), and adult tours and trips (15%). The programs that households indicated they participate in most include: adult fitness and wellness programs, youth sports programs, and youth sports leagues.

The percentage of residents who selected each program as one of their top four most important programs is shown in the table at the top of the following page.

Priorities for Programming Investments. Based the priority investment rating (PIR), which was described briefly on page v of this Executive Summary and is described in more detail in Section 2 of this report, the following seven programs were rated as “high priorities” for investment:  Adult fitness and wellness programs (PIR=187)  Adult general interest programs (PIR=182)  Adult tours and trips (PIR=126)  Adult art, dance, performing arts (PIR=100)

Program Participation and Ratings

Thirty‐five percent (35%) of respondents indicated that someone in their household participated in a recreation program offered by the Downers Grove Park district during the past 12 months. Of those respondents who indicated their household had a participant, 26% said they participated in 1 program, 47 participated in 2 to 3 programs, 22% participated in 4 to 6 programs, 4% participated in 7 to 10 programs, and 1% participated in 11+ programs. Eighty‐seven percent (87%) of respondents who have participated in a program within the past year indicated the quality of the programs their household participated in was either “excellent” (42%) or “good” (45%).

Overall Satisfaction with Parks and Recreation Services

Respondents were given a list of 19 different services provided by the Downers Grove Park District and they were asked to rate their level of satisfaction with each. The chart below shows the rating for all 19 areas. .

Respondents were asked to also indicate which three parks and recreation services from Question 16 they think should receive the most attention from Downers Grove Park District officials over the next two years. Based on the sum of respondents’ top three choices the following two items should receive the most emphasis: number of walking/biking trails (33%) and the maintenance of Downers Grove parks (28%).

Conclusions

In order to ensure that the Downers Grove Park District continues to meet the needs and expectations of the community, ETC Institute recommends that the Park District sustain and/or improve the performance in areas that were identified as “high priorities” by the Priority Investment Rating (PIR). The facilities and programs with the highest PIR ratings are listed below.

Priority Investment Rating Downers Grove Park District

The Priority Investment Rating (PIR) was developed by ETC Institute to provide governments with an objective tool for evaluating the priority that should be placed on parks and recreation investments. The Priority Investment Rating was developed by ETC Institute to identify the facilities and programs residents think should receive the highest priority for investment. The priority investment rating reflects the importance residents place on items (sum of top 4 choices) and the unmet needs (needs that are only being partly or not met) for each facility/program relative to the facility/program that rated the highest overall. Since decisions related to future investments should consider both the level of unmet need and the importance of facilities and programs, the PIR weights each of these components equally.

The PIR reflects the sum of the Unmet Needs Rating and the Importance Rating as shown in the equation below:

PIR = UNR + IR

For example, suppose the Unmet Needs Rating for playgrounds is 26.5 (out of 100) and the Importance Rating for playgrounds is 52 (out of 100), the Priority Investment Rating for playgrounds would be 78.5 (out of 200).

How to Analyze the Charts:

 High Priority Areas are those with a PIR of at least 100. A rating of 100 or above generally indicates there is a relatively high level of unmet need and residents generally think it is important to fund improvements in these areas. Improvements in this area are likely to have a positive impact on the greatest number of households.

 Medium Priority Areas are those with a PIR of 40‐99. A rating in this range generally indicates there is a medium to high level of unmet need or a significant percentage of residents generally think it is important to fund improvements in these areas.

 Low Priority Areas are those with a PIR below 40. A rating in this range generally indicates there is a relatively low level of unmet need and residents do not think it is important to fund improvements in these areas. Improvements may be warranted if the needs of very specialized populations are being targeted.

Benchmarking Summary Report Downers Grove Park District

Since 1998, ETC Institute has conducted household surveys for needs assessments, feasibility studies, customer satisfaction, fees and charges comparisons, and other parks and recreation issues in more than 400 communities in 49 states across the country.

The results of these surveys has provided an unparalleled data base of information to compare responses from household residents in client communities to “National Averages” and therefore provide a unique tool to “assist organizations in better decision making.”

Communities within the data base include a full‐range of municipal and county governments from 20,000 in population through over 1 million in population. They include communities in warm weather climates and cold weather climates, mature communities and some of the fastest growing cities and counties in the country.

“National Averages” have been developed for numerous strategically important parks and recreation planning and management issues including: customer satisfaction and usage of parks and programs; methods for receiving marketing information; reasons that prevent members of households from using parks and recreation facilities more often; priority recreation programs, parks, facilities and trails to improve or develop; priority programming spaces to have in planned community centers and aquatic facilities; potential attendance for planned indoor community centers and outdoor aquatic centers; etc.

Results from household responses for the Downers Grove Park District were compared to National Benchmarks to gain further strategic information. A summary of all tabular comparisons are shown on the following page.

The Downer Grove Park District is currently updating its Parks & Recreation Master Plan. Throughout the planning process, the Park District’s goal is to have a high level of community involvement and engagement, including focus group discussions and public open house meetings.
