The issues of renovation of industrial territories in single industry towns on the basis of industrial parks at the current stage are considered in this paper. The development of a new service industry - industrial parks – has started in Russia less than 10 years ago and gradually acquires a systemic character. However, the gap with the countries of America, Europe and Asia remains very significant. Dozens of new initiatives to create industrial parks of various forms of ownership have appeared in Russia in recent years. However, most areas of Russian industrial parks remain vacant against the backdrop of existing unmet demand for prepared sites and related services for the location of manufacturing plants. One of the main problems of the industry is that the quality of many industrial park projects announced in the country does not meet the requirements of investors - potential residents. 1 Introduction The issues of renovation of industrial territories are highly relevant for many Russian towns. We analyzed the problems of water supply for the population of global scale and regional importance. A method for the electrolysis- structural activation of water oriented on the use of initial fresh rainwater or desalinated membrane technology of sea water in a mix with biologically purified household sewage waters. This method can be used on sea vessels, in arid regions of the planet, and in areas with saline groundwater. Activation of water is achieved by mixing biologically purified wastewater obtained by technology that ensures the quality of purified water at the level of requirements for release in a fishery pond and desalinated water (rainwater) or obtained by reverse osmosis in a ratio of their volumes not more than 10:1 1 Introduction Today, mankind has faced the most serious challenges and threats to the environmental safety of the environment during the entire historical period of its existence, among which the key is the violation of water balance on the planet. Moscow gained possession over a previously independent political entity with a multiethnic and multiconfessional populace. The Muscovite political system adapted to the unique circumstances of its expanding frontier and prepared for the continuing expansion to its east through Siberia and to the south down to the Caspian port city of Astrakhan. Muscovy’s government attempted to incorporate quickly its new land and peoples within the preexisting structures of the state. Though Muscovy had been multiethnic from its origins, the Middle Volga Region introduced a sizeable Muslim population for the first time, an event of great import following the Muslim conquest of Constantinople in the previous century. Kazan’s social composition paralleled Moscow’s; the city and its environs contained elites, peasants, and slaves. While the Muslim elite quickly converted to Russian Orthodoxy to preserve their social status, much of the local population did not, leaving Moscow’s frontier populated with animists and Muslims, who had stronger cultural connections to their nomadic neighbors than their Orthodox rulers. The state had two major goals for the Middle Volga Region.
