Poschiavo, 9 maggio 2009 1 LA VAL POSCHIAVO La Val Poschiavo si trova in Svizzera, nel Canton Grigioni. È una delle quattro valli grigionesi che fanno parte della Svizzera Italiana (insieme a: Val Calanca, Val Mesol- cina, Val Bregaglia). La valle è percorsa dal fiume Poschiavino che scorre verso la Valtellina. Inizia dal Lago Bianco, presso il Bernina; durante il percorso è bagnata dal lago di Poschiavo (bacino creato da una frana durante la preistoria); finisce a Tirano dove il fiume presso la riva destra dell'Adda. Come la Val Bregaglia, la Val Poschiavo è geograficamente isolata dal resto della Svizzera italiana. È invece adiacente alla Val- tellina, dalla quale è raggiungibile passando per il confine italo-svizzero a Tirano. Il passo del Bernina la collega all'Engadina. È raggiungibile anche da Livigno (comune italiano, situato al nord dello spartiacque alpino, ma italofono), passando per la Forco- la di Livigno. The Charter came into force on 1 April 1998. Article 15 of the Charter requires states to present a report to the Secretary General of the Council of Europe on the policy and measures adopted by them to implement its provisions. Switzerland‘s first report was submitted to the Secretary General of the Council of Europe in September 1999. Since then, Switzerland has submitted reports at three-yearly intervals (December 2002 and May 2006) on developments in the implementation of the Charter, with explanations relating to changes in the language situation in the country, new legal instruments and implementation of the recommendations of the Committee of Ministers and the Council of Europe committee of experts. This document is the fourth periodical report by Switzerland. The report is divided into a preliminary section and three main parts. The preliminary section presents the historical, economic, legal, political and demographic context as it affects the language situation in Switzerland.     Progetto Lagobianco Costruzione di una centrale ad accumulazione con sistema di pompaggio tra il Lago Bianco e il Lago di Poschiavo, nonché manutenzione ed esercizio degli impianti esistenti in Alta e Bassa Val Poschiavo Panoramica del Progetto Il progetto Lagobianco consiste principalmente nella realizzazione di una centrale ad accumulazione con sistema di pompaggio tra il Lago Bianco sul Passo del Bernina e il Lago di Poschiavo, situato sul fondovalle. I due laghi saranno collegati in un sistema che consentirà il passaggio flessibile dal funzionamento in turbinaggio (nelle ore in cui il fabbisogno di elettricità è maggiore) a quello in pompaggio (indicato quando sul mercato è disponibile più energia di quella necessaria). Il progetto comprende anche l’esercizio degli impianti esistenti, ovvero delle centrali di Cavaglia e Robbia nel salto superiore (dopo la messa in servizio della nuova centrale con sistema di pompaggio, la centrale di Palü sarà dismessa) e delle centrali di Campocologno I e II nel salto inferiore. Nell’ambito del Progetto sono previsti diversi lavori di manutenzione agli impianti esistenti. Componenti principali del progetto Centrale ad accumulazione con sistema di pompaggio tra il Lago Bianco e il Lago di Poschiavo • Dighe sul Lago Bianco – è previsto un innalzamento di 4,35 metri. • Presa e restituzione dell’acqua in profondità nelle vicinanze del Delta del Cambrena al Lago Bianco. • Galleria in pressione della lunghezza di ca. 18,1 chilometri sul lato destro della Val Poschiavo tra il Lago Bianco e la Motta da Torn; prese d’acqua presso il Ghiacciaio del Palü e nel ruscello Acqua da Cancian. • Camere valvole a entrambe le estremità della galleria in pressione assicurano la sicurezza delle vie d’acqua.

Subfossil wood remains found at the retreating glacier tongue indicate that their emergence results from recent transport from an upvalley basin. A confluence-basin-like structure was found to exist by georadar measurements underneath the present glacier. In combination with high resolution age determinations based on dendrochronology and radiocarbon dating it is implied that a retreated Tschierva Glacier allowed vegetation growth and sediment accumulation in that basin. Three periods of glacier recession were detected, which occurred around 9200 cal yr BP, from 7450 to 6650 cal yr BP and from 6200 to 5650 cal yr BP. These periods are called Holocene optimum events (HOE). Accordingly, an equilibrium line rise 4220 m compared to the reference period from 1960 to 1985 was inferred from digital elevation models of former glacier extents. Since glacier mass balance depends on summer (June–July–August) temperature and precipitation, an equilibrium line altitude (ELA) rise of 220 m implies a summer temperature increase of about 1.8 1C assuming unchanged precipitation during the dated HOE.

Wir sind eine Fotografengruppe innerhalb der Verkehrsfreunde Stuttgart e.V. und organisieren einmal pro Jahr eine private Fototour zu einer meist Schweizer Bahnregion, um Planzüge in ihrer natürlichen Umgebung zu fotografieren. Das können moderne und neueste Garnituren sein, aber gerne haben wir auch altes historisches Material aller Traktionsarten vor den Objektiven. Es sollte nur auf der jeweiligen Strecke gefahren sein. Wir stehen dafür auch mal gerne ein paar Stunden an einem Fotopunkt, wenn der angekündigte Zug wieder mal Verspätung hat. Sehr oft klettern wir Berghänge hoch oder müssen zu Fotostandpunkten hinwandern, um das Motiv in den richtigen Blickwinkel zu bekommen. Vor einer Fototour müssen Fahrpläne gewälzt, Landkarten studiert, Hotelstandorte bestimmt und gebucht werden. Und selbstverständlich muss vorher mit allen Beteiligten der Urlaub abgestimmt werden. Nur auf das Wetter haben wir keinen Einfluss! Bei diesen Touren sind wir meistens mit Mietwagen unterwegs, um schneller an die Fotostellen zu gelangen, fahren aber auch gerne vor Ort mit den entsprechenden Bahngesellschaften.
