GAMING COMPACT BETWEEN THE FLANDREAU SANTEE SIOUX TRIBE AND THE STATE OF SOUTH DAKOTA WHEREAS, the Tribe is a federally recognized Indian Tribe whose reservation is located in Moody County, South Dakota; and WHEREAS, Article III of the Flandreau Santee Sioux Constitution provides that the governing body of the Tribe shall be the Executive Committee; and WHEREAS, Article VIII, Section 1, of the Constitution authorizes the Executive Committee to negotiate with the State government; and WHEREAS, the State has, through constitutional provisions and legislative acts, authorized limited card games, slot machines, craps, roulette and keno activities to be conducted in Deadwood, South Dakota; and WHEREAS, the Congress of the United States has enacted the Indian Gaming Regulatory Act, Public Law 100-497, 102 Stat. 2426, 25 U.S.C. 2701, et seq. (1988), which permits Indian tribes to operate Class III gaming activities on Indian reservations pursuant to a Tribal-State Compact entered into for that purpose; and WHEREAS, the Tribe operates gaming activities on the Flandreau Santee Sioux Indian Reservation, at the location identified in section 9.5 in Moody County, South Dakota; and WHEREAS, the Tribe and the State desire to negotiate a Tribal-State Compact to permit the continued operation of such gaming activities; and NOW, THEREFORE, in consideration of the foregoing, the Tribe and the State hereto do promise, covenant, and agree as follows: 1. DECLARATION OF POLICY In the spirit of cooperation, the Tribe and the State hereby set forth a joint effort to implement the terms of the Indian Gaming Regulatory Act. The State recognizes the positive economic benefits that continued gaming may provide to the Tribe. -

Sahnish (Arikara) Ethnobotany

Kindscher, Sahnish (Arikara) Ethnobotany This book describes the traditional use of wild plants among the Arikara (Sahnish) for food, medicine, craft, and other uses. The Arikara grew corn, hunted and foraged, and traded with other tribes in the northern Great Plains. Their villages were located along the Sahnish (Arikara) Missouri River in northern South Dakota and North Dakota. Today, many of them live at Fort Berthold Reservation, North Dakota, as part of the MHA (Mandan, Hidatsa, Arikara) Ethnobotany Nation. We document the use of 106 species from 31 plant families, based primarily on the work of Melvin Gilmore, who recorded Arikara ethnobotany from 1916 to 1935. Gilmore interviewed elders for their stories and accounts of traditional plant use, collected material goods, and wrote a draft manuscript, but was not able to complete it due to debilitating illness. Fortunately, his field notes, manuscripts, and papers were archived and form the core of the present volume. Gilmore’s detailed description is augmented here with historical accounts of the Arikara gleaned from the journals of Great Plains explorers—Lewis and Clark, John Bradbury, Pierre Tabeau, and others. Additional plant uses and nomenclature is based on the field notes of linguist Douglas R. Parks, who carried out detailed documentation of the Sahnish (Arikara) Ethnobotany tribe’s language from 1970–2001. Although based on these historical sources, the present volume features updated modern botanical nomenclature, contemporary spelling and interpretation of Arikara plant names, and color photographs and range maps of each species. -

Aron, Chair This dissertation explores the social, cultural, and economic history of horse stealing among both American Indians and Euro Americans in Lincoln County, Nebraska from 1860 to 1890. It shows how American Indians and Euro-Americans stole from one another during the Plains Indian Wars and explains how a culture of theft prevailed throughout the region until the late-1870s. But as homesteaders flooded into Lincoln County during the 1870s and 1880s, they demanded that the state help protect their private property. These demands encouraged state building efforts in the region, which in turn drove horse stealing – and the thieves themselves – underground. However, when newspapers and local leaders questioned the efficacy of these efforts, citizens took extralegal steps to secure private property and augment, or subvert, the law. -

1 Lands of the Lakota: Policy, Culture and Land Use on the Pine Ridge Reservation Joseph Stromberg Senior Honors Thesis Environmental Studies and Anthropology Washington University in St. Louis 2 Abstract Land is invested with tremendous historical and cultural significance for the Oglala Lakota Nation of the Pine Ridge Indian Reservation. Widespread alienation from direct land use among tribal members also makes land a key element in exploring the roots of present-day problems—over two thirds of the reservation’s agricultural income goes to non-Natives, while the majority of households live below the poverty line. In order to understand how current patterns in land use are linked with federal policy and tribal culture, this study draws on three sources: (1) archival research on tribal history, especially in terms of territory loss, political transformation, ethnic division, economic coercion, and land use; (2) an account of contemporary problems on the reservation, with an analysis of current land policy and use pattern; and (3) primary qualitative ethnographic research conducted on the reservation with tribal members. Findings indicate that federal land policies act to effectively block direct land use. Tribal members have responded to policy in ways relative to the expression of cultural values, and the intent of policy has been undermined by a failure to fully understand the cultural context of the reservation. The discussion interprets land use through the themes of policy obstacles, forced incorporation into the world-system, and resistance via cultural sovereignty over land use decisions. Five BIA students completed the final requirements of the 18-month Technical Fire Management Program (TFM) in April. TFM is an academic program designed to improve the technical proficiency of fire and natural resource management specialists. The program is designed for GS 6-11 employees who intend to pursue a career in fire and currently occupy positions such as assistant fire management officer, fuels management specialist, wildland fire operations specialist, engine foreman, hotshot superintendent, and others. TFM targets applicants who lack a 4-year biological science, agriculture, or natural resources management degree. Students who successfully complete TFM are awarded 18 upper division college credits, which contribute toward the education requirements necessary for federal jobs in the 401 occupational series. As such, the program is considered a convenient “bridge to profession” for our fire management workforce. While I have written extensively in the white man's way of record- making, my greatest satisfaction has come in the three volumes that have now been written about our Native Americans.
