The Metropolitan District Commissioner has already presented to your Honorable Body an abstract of the account of the receipts, expenditures, disbursements and liabilities of the Metropolitan District Commission for the fiscal year ending on November 30, 1933, and now, in accordance with the provisions of section 100 of chapter 92 of the General Laws, presents a detailed statement of its doings for the calendar year ending on December 31, 1934. FIFTEENTH ANNUAL REPORT

I. Organization and Administration Commission, Officers and Employees Eugene C. Hultman was appointed Commissioner December 27, 1934, in place of Davis B. Keniston, whose term expired November 30, 1934. The Commission with this exception remains the same as in the previous year: Eugene C. Hultman, Commissioner, William F. Rogers, Melvin B. Breath, Felix A. Marcella and Joseph B. Jacobs, Associate Commissioners. Davis B. Keniston served as Commissioner since 1924, and under his marked ability and studious care great credit is given him for the high standard of the various activities under the jurisdiction of this Commission. William E. Whittaker has continued as Secretary of the Commission, William E. Foss as Director and Chief Engineer of the Water Division, and Benjamin R. Davis as Director and Chief Engineer of Park Engineering. Henry T. Stiff, acting as Director and Chief Engineer of the Sewerage Divi- sion since the retirement of Frederick D. Smith on November 9, 1933, died on November 27, 1934. He left an enviable record of faithful and efficient service. At the end of the year no one had been appointed to this position. III. Construction The extension of the Mill Brook Valley Sewer to the Arlington-Lexington town line was authorized by Chapter 281, Acts of 1933, and was completed on April 12, 1934. Considerable work was done by the Sewer Maintenance force in completing the interior of the Braintree-Weymouth Pumping Station, which was built in 1933 and has been in operation since that time. A modern re-inforced concrete bridge was designed and built over a tidal creek in Rock Island Road, Quincy, in place of a pile bridge which was found to be unsafe. 2 P.D. 48 Miscellaneous grading, riprap paving, granolithic walks, drains, etc. was done around the Braintree-Weymouth Pumping Station. Under Chapter 378 of the Acts of 1934, construction was started on the Neponset Relief Sewer in Hyde Park and Milton. This sewer line will be completed early in the coming year. The extension of the No. 3 Weston Aqueduct Supply Main, under Contract 92, which was started in 1933 was constructed to High Street-and Governors Avenue in Medford. The laying of a 20" cast iron pipe in Broad Street, Lynn, under Contract 95, which was started in 1933, was completed June 15, 1934. A contract was made June 6, 1934 with C. J. Maney Company, Inc., for constructing a water pipe tunnel under the Saugus River at the site of the new bridge near the Point of Pines, Revere. On account of delay by the contractor of the Department of Public Works in construction of the bridge piers, the Water Division contractor has been unable to begin work on the tunnel. A contract for the construction of a low service pipe line across the at the site of the Wellington Bridge was made October 4, 1934 with Peter F. Connolly of New York, and work was begun December 5, 1934. A contract was awarded for the reconstruction of Wellington Bridge (ex- clusive of the draw span) across the Mystic River in Somerville and Medford. This is a Public Works Administration project under the terms of the National Industrial Recovery Act and Chapter 365 of the Acts of 1933 of the Commonwealth of Massachusetts. The construction of the Mystic Valley Parkway from Mystic Avenue to Middlesex Fells Parkway in Medford, together with a bridge across the Mystic River started in 1934, will be completed early in the coming year. A contract was let for repairs to shore protection at Winthrop Shore Reser- vation, due to storms. A bathing beach was constructed on the easterly bank of the Charles River adjoining the Veterans of Foreign Wars Parkway near Spring Street, West Roxbury. The following boulevards and parkways were resurfaced during the year with some changes in grade and alignment: Unquity Road, Milton, southwesterly from Harland Street; Charles River Road, Watertown; Memorial Drive, Cambridge, from River Street to Cottage Farm Bridge; Nonantum Road from Maple Street to Charlesbank Road, Newton; Fellsway, Medford, from Central Avenue to the Boston and Maine Railroad; from Middlesex Fells Reservation to Vinton Street, Melrose; Revere Beach Parkway (easterly roadway) from Eliot Circle to Winthrop Avenue, Revere; Revere Beach Parkway from Boston and Maine Railroad Bridge at Revere Station to Campbell Avenue. An area of the in Winchester was dredged from Upper Mystic Lake to the Boston and Maine Railroad Bridge.

IV. Parks and Reservations The usual work of maintenance and upkeep of the reservations, parkways and boulevards has been continued during the year. The veterans Civilian Conservation Camp, established in June 1933, has continued. The number of enrolled men in the camp has varied from a low of 140 in April to a maxi- mum of 205 in July. Allowing for assignments to camp duties an average of 140 men have been working five days a week in the reservation. The rehabi- litation of the police signal service system has been continued. Wire and pole replacements, right of way clearance and other improvements have been accomplished during the year on approximately eleven miles of the system. A shelter structure of natural weathered stone, 44 x 16 feet, has been built above the Chickatawbut parking area at an elevation of 405 feet. The parking area on Chickatawbut Road has been completed and the slope to the shelter has been improved and planted to native shrubbery. Construc- tion of a 32 foot stone lookout tower now under way will complete the development of the Chickatawbut Overlook. Eight miles of truck trails P.D. 48 3 and bridle paths and five miles of foot paths have been built. Brush, dead wood and debris has been cleared to a distance of fifty feet on both sides of several miles of roads and trails, to provide a better fire break and open up vistas into the forest. Six hundred acres of burnt and damaged growth has been cleared, and a thousand acres of forest has been scouted for gypsy moth control, and the nests creosoted. A decrease of sixty percent in the moth clusters indicates the value of this work in a similar area last year. Twenty acres of landscaping, principally at road junctions, has been accomplished during the year. During the first eleven weeks of this year about 2,800 men were employed on Federal Civil Works Administration projects. Most of these men were employed in the Blue Hills and Middlesex Fells Reservations. A large amount of necessary work was accomplished in the various divisions, which consisted mainly of cutting and burning brush, removing dead and diseased trees, repairing bridle paths, painting structures and fences, drainage and grading. About five miles of police cable was relaid in the Middlesex Fells Division. The hotel at Nantasket Beach was renovated and painted, floors reconditioned, furniture cleaned and varnished and the outside of building painted. Labor was paid for from Federal Funds, but a large portion of the materials was furnished by the state. The various division forces have made the necessary repairs to structures and parkways. About 4,200 feet of concrete curbing and 1,000 feet of drain pipe was laid in the parking yard at Nantasket Beach, 41 concrete posts were also set under the cafe, and additions and changes made in the Waiting Room. The Nantasket Bath House roof was repaired. In the Blue Hills Reservation, 18 miles of new bridle paths were added during the year and seven fire places were built adjacent to picnic grounds. A large number of young trees were set out, together with various kinds of shrubs. At the Ponkapoag Golf Course 2,000 square feet of velvet bent sod was put on several greens, on account of winter kill; 5,000 square feet of nursery sod was put in condition and sowed to South German bent. Six- teen new tees were constructed and a cement block compost house erected. Surface treatments were given to Hillside Street, Wampatuck Road, Unquity Road, Chickatawbut Road, Blue Hill Entrance in the Blue Hills Reservation, also Smith Field Road and Bold Knob Road in the Stony Brook Reservation; Dedham Parkway, Veterans of Foreign Wars Parkway, and the Border Road along the West Roxbury Parkway were also treated. In the Charles River Upper Division new fences have been built along Norumbega Road and a portion of River Street, Weston. New oil heating system has been installed in the Administration Buildings at the Speedway. At the Riverside Golf Course three new greens and two tees were built; also four new large traps were added. A new back stop was erected and the baseball diamond regraded and seeded, also miscellaneous work on the tennis courts and athletic track was done at the Riverside Recreation Grounds. On the Charles River Lower Basin new floats were built for boat landings. Considerable riprap and shore protection work was necessary to protect the river banks. Over 40 new settees were built and installed along Memorial Drive and 16 shelters on the Boston side of the river were reshingled and painted. Considerable work was done around the Bunker Hill Monument and the Lodge Building, including regrading, loaming and seeding the banks. 24,110 persons ascended the Monument during the past year. A new greenhouse has been built at the nursery in the Middlesex Fells Division which will be used to provide green food during the winter months for the Zoo, and will also allow an early start on spring planting. Various cuttings of evergreens and ornamental shrubs and plants used for landscape work in all divisions are being rooted. The Zoo has had increased atf ention from the general public this year, due to the addition of several new attrac- tions. Surface treatments were given Woodland Road, Pond Street, South Street, North Border Road, Middlesex Fells Parkway from Medford Branch R. R. Bridge to Central Avenue, and from Medford Street to Adams Street, also the Mystic Valley Parkway in Winchester. 4 P.D. 48 At the various beaches, such work as removal of debris thrown upon the beach by tides and visitors, was removed. . Damages to sea walls and road- ways were repaired. Revere Beach Parkway, between County Road and Washington Avenue, Chelsea, was widened. Surface treatment was given the Revere Beach Reservation between Revere Street and Eliot Circle. About 800 feet of curbing was installed along the Revere Beach Parkway from Ferry Street to Second Street, Everett. One hundred and twenty-three band concerts were given during the summer months in the various parks and reservations, at a cost of $19,819.05. The Symphony Concerts were again conducted by Mr. Arthur Fiedler on the Esplanade, which were enjoyed by large audiences. A music shell of steel and wood construction, which can be dismantled at the end of each season, was designed by Professor W. R. Barss and Harold Field Kellogg, and was erected on the Esplanade near Mt. Vernon Street, Boston. The work on the improvement of the Charles River Basin was practically completed. About 1,060 trees and miscellaneous shrubbery were planted in accordance with the landscape plans of Arthur A. Shurcliff. Under Chapter 338, Acts of 1934, the Commission were authorized to purchase about 650 acres of land in Saugus and Wakefield, adjacent to the Lynn Fells Parkway, near the junction of the Newburyport Turnpike. This area, which has been named , will be developed into one of the most attractive recreation parks in the Metropolitan District. Application has been made for establishing a Civilian Conservation Camp by the National Park Service of the United States Department of the Interior.

V. Police The permanent police force was increased during the year by one sergeant and twenty-eight patrolmen. At the end of the year the force consisted of one Captain and Executive officer, 5 captains, 6 lieutenants, 19 sergeants, 186 patrolmen, 1 policewoman, making a total of 218. Edward M. Woods has continued as Captain and Executive Officer. During the year one officer has died and one lieutenant was retired, and one officer re-instated. One lieutenant was promoted to captain, two sergeants promoted to lieutenants, three officers promoted to sergeants. Thirty-two call officers and one policewoman were appointed to serve during the summer months in addition to the regular force. During the year 3,311 cases were handled by the department before the courts, and lost property valued at $49,362.84 was recovered and returned to the owners. Not included in the above number of cases are 104 cases of wayward girls and women which were handled by the policewomen. Several of these were reported as missing by various police departments and insti- tutions. There were 2,464 accident cases reported and 621 lost children restored to their parents. The members of the force performed 5,863 extra hours of duty without additional compensation. Sixteen officers were com- mended by the commission for meritorious conduct. During January and February two days each week, the department was drilled in accordance with the infantry regulations of the United States Army, and also were lectured on criminal law and matters relating to police work. The morale and discipline of the department has been excellent.

VI. Special Investigations In accordance with the provisions of Chapter 8 of the Resolves of 1934 the Commission made an investigation and study relative to the apportion- ment to the cities and towns in the Metropolitan Water District, of the expenses of the Metropolitan Water system with a view to determining the advisability of changing the present statutory method of such apportion- ment, particularly with respect to the proportions of such apportionment that is based and reckoned on the valuations and the water consumption of P.D. 48 5 said cities and towns. The report is printed as House Document 222 of 1935. In accordance with the provisions of Chapter 12 of the Resolves of 1934 the Commissioner of Conservation, the Commissioner of Public Health and the Metropolitan District Commissioner continued the investigation and study relative to the use of certain lands and waters in the Commonwealth for recreational purposes. The report is printed as House Document 218 of 1935. In accordance with the provisions of Chapter 15 of the Resolves of 1934 the Commisson made an investigation and report relative to the cost of constructing, operating and maintaining a dam across the Saugus River between Lynn and Saugus, in the vicinity of the East Saugus Bridge. The report is printed as House Document 298 of 1935. In accordance with the provisions of Chapter 47 of the Resolves of 1934 the Department of Public Works and the Metropolitan District Commission, acting as a joint board, made an investigation relative to the protection of property along the waterfront in the Beachmont section of the City of Revere. The report is printed as House Document 299 of 1935.

Dear Sir: The following report of the work done under the direction and supervision of the engineering department of the parks division during the year ending December 31, 1934, is respectfully submitted.

Organization The engineering force has averaged as follows: one director of park engineering, one associate civil engineer, one supervisor of machinery and equipment, one superintendent of locks and draw-bridges, six assistant civil engineers, twelve junior civil engineers, one senior civil engineering drafts- man, three inspectors of construction, seventeen senior engineering aids, fifteen junior engineering aids, one foreman of garage and chauffeur, four stenographers, one plan clerk, one skilled laborer, and forty-nine lock and drawbridge assistants, mechanicians, operators, and helpers. All construction work and the general direction and supervision of all maintenance and repairs of parkways and boulevards, bridges, buildings and structures in the various park divisions, and the operation of the various drawbridges and locks are in charge of the engineering department.

Construction and Maintenance Work The following construction work started during 1933 was completed in 1934: Excavating, filling, grading, shore protection between the dam and Long- fellow Bridge, and a breakwater opposite Pinckney Street, Boston. Excavating, filling, grading, shore protection, boat landings, and concrete and granite masonry overlooks and bridges, Charlesgate East to Mt. Vernon Street, Boston. Excavating, filling, grading, loaming, gravel walks, shore protection, and boat landing, Cottage Farm Bridge to Charlesgate West, Boston (Brighton district.) Charles River Basin A music shell of steel and wood construction was built on the Esplanade near Mt. Vernon Street, Boston. The work was done by Coleman Bros., Corp. A contract was let and work completed for furnishing and planting 1,060 trees between Cottage Farm Bridge and the Longfellow Bridge. This work was done by Thomas Godvin.

Charles River Reservation A contract was awarded the M. McDonough Co. for constructing the ex- tension of Nonantum Road from the junction of Water Street to Galen Street, Watertown, and the work is in progress.

Veterans of Foreign Wars Parkway R. E. Cunniff, Inc. completed their contract for constructing a bathing beach on the easterly bank of Charles River near Spring Street, Boston (West Roxbury District).

Mystic Valley Parkway The work of constructing Mystic Valley Parkway from Mystic Avenue to Middlesex Fells Parkway, Medford, is being done by the M. McDonough Co. Coleman Bros., Corp. are doing the work of building the Mystic River Bridge across the Mystic River in Medford. This work, which is now in progress, will be completed early in 1935. P.D. 48 7 Winthrop Shore Reservation A contract was let for repairs to shore protection, including rebuilding sections of the granite sea wall, additional toe walls, cement concrete walks, and repairs to roadway. This contract was awarded to Coleman Bros., Corp. and the work has been completed.

Middlesex Fells Parkway A contract was awarded to Coleman Bros., Corp. for the reconstruction of Wellington Bridge across the Mystic River in Somerville and Medford, exclusive of draw span. This is a Public Works Administration project and the work is being done under the terms of the National Industrial Recovery Act and Chapter 365 of the Acts of 1933 of the Commonwealth of Massachu- setts.

Resurfacing of Parkways and Boulevards Unquity Road, Milton, southwesterly from Harland Street, is being re- graded, widened, realigned, and resurfaced with bituminous penetration macadam for a distance of 4,000 feet, by Edward T. Dwyer and A. C. Trojano, contractors. Charles River Road, Watertown, from North Beacon Street 2,700 feet westerly, was regraded, edgestone set, and the roadway resurfaced with bituminous concrete wearing surface on a bituminous penetration base. This work was done by the John P. Condon Corp. and has been completed. Memorial Drive, Cambridge, from River Street to Cottage Farm Bridge, was reconstructed with a bituminous concrete wearing surface on a bitumi- nous penetration base, by the John P. Condon Corp. Nonantum Road from Maple Street to Charlesbank Road, Newton, was regraded, widened, and resurfaced with bituminous penetration macadam by the M. McDonough Co., and this work has been completed. Fellsway, Medford, from Central Avenue to the Boston and Maine Rail- road Bridge, westerly roadway, was reconstructed with bituminous pene- tration macadam by Dooley Brothers, Inc., and this work has been com- pleted. The M. McDonough Co., contractors, reconstructed the section of Lynn Fells Parkway from Middlesex Fells Reservation to Vinton Street, Melrose, with bituminous penetration macadam roadway surfacing. The easterly roadway of Revere Beach Parkway from Eliot Circle to Winthrop Avenue, Revere, was resurfaced with bituminous penetration macadam by the M. McDonough Co. The section of Revere Beach Parkway from the Boston and Maine Rail- road Bridge at Revere Station to Campbell Avenue, was resurfaced with bituminous penetration macadam by A. G. Tomasello & Son, Inc.

Bridge Repairs General repairs were made to the following drawbridges: Maiden River Bridge, Revere Beach Parkway, Dorchester Bay Bridge and Neponset Bridge, Old Colony Parkway. The main stringers of the Wellington Bridge, Middlesex Fells Parkway, were reinforced and some of the track stringers renewed. Some of the stringers of the Saugus River Bridge, Lynnway, were re- inforced, additional bracing installed, and several piles which had been eaten away by marine growth were reinforced. Repairs were made to the lock gates at the Charles River Dam, Boston, and to the gates and machinery at the Cradock Dam, Medford.

Miscellaneous The fence along Memorial Drive from Longfellow Bridge to Fowler Street which was in poor condition, was removed and replaced by the fence formerly on the Charles River Embankment, which is in first class condition. 8 P.D. 48 An area of the Aberjona River in Winchester was dredged from Upper Mystic Lake to the Boston and Maine -Railroad Bridge. The sanitary in the Tivoli Shelter at Nantasket.Beach was renovated and new plumbing and steel fixtures were installed.

Plans, Studies and Estimates Preliminary plans have been made for a bath house on the banks of the Charles River near Spring Street, West Roxbury. Plans have been made for a sanitary on the Charles River embankment near the Harvard Bridge.

Lighting of Parkways and Boulevards A successful installation of sodium lights has been completed and is in use on the Revere Beach Parkway overpass at Broadway, Revere. Additional lights have been installed on Nantasket Avenue, Hull, for use during the summer season. Underground systems have been installed for future lighting of Charles River Road, Watertown, from Watertown Square to North Beacon Street, and the new parkway in Medford from Mystic Avenue across the Mystic River to the Revere Beach Parkway.

Traffic Control Signals Traffic signals of the pedestrian actuated type have been installed and are in operation at Beach Street and at Sachem Street on the Quincy Shore Reservation.

Permits One hundred and eighteen permits were issued for driveway entrances and miscellaneous purposes and thirty-four orders concerning restrictions were P.D. 48 9 issued. This division has furnished the supervision of all driveway con- struction work and all other work relating to permits and has reported on building operations where violations of restrictions might be involved.

Ice Breaking in Basin The work of breaking ice in the channels of the Charles River Basin below Longfellow Bridge and in Broad and Lechmere Canals for the season of 1933 and 1934 was done by William J. Corkum for the sum of $4,000.

Financial The cost of engineering salaries and expenses was as follows: Construction: Salaries $66,363.55 Maintenance: Salaries 59,333.56 Expenses 7,769.58

Eugene C. Hultman, Commissioner\ Metropolitan District Commission: Sir: I respectfully submit the following report of the construction and maintenance operations of the Water Division for the calendar year 1934.

Organization At the beginning of the year there were 55 permanent employees in the main and branch offices, and 304 permanent employees engaged in main- taining and operating the reservoirs, aqueducts, pipe lines, hydroelectric 14 P.D. 48 and pumping stations and in doing miscellaneous construction work. In- cluding the temporary force employed during the summer the maximum number of employees of all classes at any time during the year was 414. There are now 57 permanent and temporary employees in the main and branch offices and 305 permanent employees engaged in the maintenance and operation of the works.

Metropolitan Water District and Works The Water District now includes 20 municipalities with an area of about 174 square miles and a population as of July 1, 1934 of 1,580,650. The Water Works lands include an area of about 19,000 acres, of which about 2,000 acres have been planted with pine trees. The works under the control of the Water Division include 9 storage reservoirs with 200 square miles of tributary watershed, a total storage capacity of 80 billion gallons and water surface of 8,600 acres; 60 miles of aqueducts; 2 hydroelectric power stations of a capacity of 7,000 horse power; 16 miles of high-tension power transmission line; 5 distribution pumping stations with a combined equipment of 7,800 horse power and pumping capacity of 340 million gallons a day: 12 distribution reservoirs with a capacity of 2.5 billion gallons, and 169.26 miles of distribution mains. The consumption of water from the Metropolitan Water Works during the year by the 18 municipalities entirely supplied was 48,778,503,000 gallons, equivalent to an average daily consumption of 133,639,700 gallons or 92 gallons per capita for a population of 1,454,720 in the district supplied.

Construction Weston Aqueduct Supply Mains The work of extending the No. 3 Weston Aqueduct Supply Main, about 5,000 feet in a northerly direction from Boston Avenue in Somerville through private land and the Mystic River Reservation to High Street at Governors Avenue in Medford, under Contract No. 92 with Cenedella & Company, which was about 80 per cent completed in 1933, was continued through the winter under adverse conditions and was completed June 2. The work in- cluded crossings under the Boston & Maine Railroad tracks and the Mystic River. The value of the contract work in 1934 is $19,789.08, making the total value of the work done under the contract $110,781.50. At the close of the year no settlements had been made for the easements taken in private lands for this pipe line.

Northern High Service Pipe Lines The work begun in 1933 of reinforcing the single pipe line through which the towns of Nahant and Swampscott have been supplied with water for a number of years has been continued. The laying of a cast-iron main 20 inches in diameter in Broad Street in Lynn, under Contract No. 95 with C. Reppucci & Company, which was suspended December 21, 1933 on account of unfavorable weather, was resumed April 23 and was completed June 15. The value of the contract work in 1934 is $4,428.10 making the total value of all the work under the contract $20,167.34. The new pipe line is now completed with the exception of the crossing of the Saugus River at the new bridge near the Point of Pines, and the approaches to the bridge. Contract No. 98, for constructing a water pipe tunnel under the ship channel at the new bridge, was made June 6 with C. J. Maney Company, Inc., of Boston. The basis of award is $64,495. On account of delay by the contractor of the Department of Public Works in the construction of the bridge piers, the Water Division contractor has so far been unable to begin work on the tunnel, and the work of laying the pipe line on the bridge and at the approaches has also been delayed. P.D. 48 15 Reinforcement of Low Service Pipe Lines The rebuilding by the Parks Division of the Wellington Bridge over the Mystic River in Medford and Somerville and widening it on the down stream side encroached upon the existing low service pipe lines to such an extent that it was deemed advisable to reinforce them with a new main across the river at this place, supporting it upon the new bridge except at the ship channel where it will be located in a tunnel. Contract No. 99 for the construction of this tunnel was made October 4 with Peter F. Connolly Company of Long Island City, New York, the basis of award being $63,945. The work includes a steel incased masonry shaft on each side of the ship channel which will be connected by a horizontal tunnel to be constructed by the pneumatic process. Flanged steel water pipes 42 inches in diameter are to be laid in the tunnel and will be surrounded with concrete. The work was begun December 5, and all the piling had been driven and the shaft guards had been completed at the close of the year. The value of the contract work done is $5,215. Contract No. 100 dated September 4 was made with Farrar & Trefts Inc., of Buffalo, New York, for furnishing the 42-inch and 48-inch steel water pipes required for the work at the bridge. This contract was completed December 27. The value of the materials furnished is $18,881.08. Contract No. 101 dated September 10 was made with Warren Foundry & Pipe Corporation for the cast-iron pipes and fittings required for the work at Wellington Bridge and for the new low service 48-inch main which it is planned to lay in Medford in 1935. This contract was completed at the close of the year. The value of the materials furnished is $31,989.39.

Improvements for Belmont, Watertown and Arlington Surveys, studies and plans have been made for the improvement of the intermediate pressure service in Belmont and Arlington and for the extra high pressure service in Watertown, under authority of Acts of 1934 Chapter 333. The total expenditure authorized for this project is $200,000, and of this amount $50,000 has been available during the latter part of 1934. An area of 60,824 square feet of land on Arlington Heights has been acquired for the site of the proposed covered reservoir with high-water line at elevation 320. Expenditures for this project during 1934 amount to $11,404.52 in- cluding the payment of $2,000 for 27,670 square feet of the land acquired for the reservoir site.

Maintenance Precipitation and Yield of Watersheds

For the Wachusett watershed the annual precipitation of 50.21 inches is 4.94 inches above the average for the past 38 years during which the Water Works records have been kept for the watershed. This high rainfall for the year is the result of unusually large precipitation in September amounting to 9.64 inches which is next to the maximum for that month on the Wachusett watershed during the past 38 years. For the Sudbury watershed the annual precipitation of 47.29 inches is 2.83 inches above the average for the past 60 years and for the Cochituate watershed the annual precipitation of 45.10 inches is 0.20 of an inch above the average for the past 72 years. The precipitation for the month of September on these watersheds was also un- usually large amounting to 8.56 inches on the Sudbury watershed and to 7.59 inches on the Cochituate watershed. The average daily yield per square mile for the watersheds was 1,315,000 gallons for the Wachusett, 1,024,000 gallons for the Sudbury and 948,000 gallons for the Cochituate watershed. These yields are above normal by about 21 per cent on the Wachusett, 6 per cent on the Sudbury and 2 per cent on the Cochituate watershed. ——

The total storage capacity shown in the third column of the table is to the bottom of the reservoirs. The available storage shown in columns 5 and 7 is the quantity that can be conveniently used for consumption.

Wachusett Reservoir At the beginning of the year the water in the Wachusett Reservoir was at elevation 388.66, or 6.34 feet below the designed highwater line, and the quantity of water stored in the reservoir was 56,645,800,000 gallons. On January 6 the water was down to elevation 388.60 the lowest stage for the year. Following March 3 the rains and melting snow on the watershed caused the water to rise steadily and rapidly in the reservoir to elevation 395 on April 1, and although water was continuously wasting over the spillway until May 27 the reservoir filled to elevation 396.62 on May 10 which was the highest stage for the year and the quantity of water stored in the reservoir was then 67,166,000,000 gallons. From noon until 7 P.M. on April 13 water overflowed from the reservoir at the rate of 1,170,200,000 gallons per day. The total amount of water which overflowed and was wasted from the reservoir at the spillway during 1934 was 11,523,900,000 gallons. From June 4 to August 22 the water was drawn down 5.9 feet in the reser- voir to elevation 390.29. In order to repair broken sluice gates at the Sudbury Power Station it was necessary to draw down the water in Sudbury Reservoir about 12 feet, and in order to accomplish this it was necessary to stop all draft for consumption from the Wachusett Reservoir from August 22 to October 1, and during this time the water in the reservoir rose 2.26 feet to elevation 392.55. From October 1 to the end of the year water was drawn from the Wachusett Reservoir for consumption and for refilling Sudbury Reservoir, but not- withstanding this heavy draft the water in the Wachusett Reservoir was at elevation 389.56, only 5.44 feet below high-water line, at the close of the year because of a substantial yield from the watershed during this period. At the close of the year there was 57,797,900,000 gallons of water stored in the reservoir, a net gain in storage of 1,152,100,000 gallons during the year. During the year 77,716 square feet of Water Works land in Sterling and P.D. 48 17 West Boylston was transferred to the Department of Public Works for highway purposes in connection with the building of the State highway between West Boylston and Sterling. The emergency pumping plant of the city of Worcester, on the shore of the reservoir at South Bay, Boylston, was not operated at all during the year nor was it necessary for the city to divert any water from Quinapoxet Pond in Holden and Princeton, as there was ample water at all times of the year from the city's regular supply. During March, April, May, June and December, the city discharged 1,819,900,000 gallons of water into the Wachusett Reservoir watershed from the Pine Hill area, Holden, formerly tributary to the reservoir, which was diverted by the city for its supply in 1911. No water was diverted during the year from the at Coldbrook to the Wachusett Reservoir. The town of Clinton pumped no water from the Wachusett Reservoir under the provisions of the Acts of 1923, chapter 348. There was discharged 634,500,000 gallons of water from the reservoir into the below the dam to comply with the provisions of General Laws, chapter 92, section 14. This quantity was in addition to that discharged as waste from the reservoir in the spring. The usual work of cutting and burning brush and weeds growing along about 73 miles of the margins of the reservoir, the North and South dikes, the sides of adjacent highways, and along brooks and rivers which flow directly into the reservoir, was done at a cost of $7,750. New wire fences, enclosing Water Works land, were erected for a distance of 5,650 feet along highways in West Boylston and Sterling. The Wachusett Dam and adjacent structures and grounds have been given the usual care. The approach to the westerly end of the waste-weir and the boat landing nearby has been enclosed with 165 linear feet of chain link fence 6 feet high to protect the public from accidents and the structures from damage. The seven department houses in the Wachusett Section, the buildings at the Clinton storage yard, the boat house in Boylston, and the power station and garage at the dam have been kept in good condition. The exterior of the buildings at the Beaven and Kramer places, Wilson Street, Clinton, were painted one coat and incidental minor repairs made. The old coal burning steam heating boiler used since 1904 for heating the offices and all rooms except the generator room in the Power Station was re- placed with a cast iron water tube boiler and oil burner, and the old two-pipe gravity return system was converted into a modern vapor system at a cost of $1,090.

Sudbury Reservoir

At the beginning of the year the water in the Sudbury Reservoir was up to elevation 257.92 or 1.08 feet below the crest of the overflow. A sudden yield from the watershed followed a rain and thaw early in March and the water rose in the reservoir to elevation 259.24 on March 6, and overflowed on March 5, 6, and 7. The water overflowed again on March 31, April 1, 26 and 27. The total overflow on these occasions amounted to 60,300,000 gallons. The flash-boards were put on the crest of the overflow April 27, and due to another sudden yield from the watershed the water rose to the top of the flash-boards, elevation 260.05, on August 18. In connection with the work of repairing the turbines and sluice gates at the Sudbury Power Station it was necessary to by-pass around the turbines the water required for consumption without generating electric energy on 2 days in February, 5 days in June, 6 days in July, 1 day in August, and from September 13 to November 19, inclusive. The total quantity by-passed in this manner amounted to 8,647,600,000 gallons. Between August 18 and October 1 the water in the reservoir was drawn down about 13 feet to elevation 247 so that the upper sluice gates at the power station could be repaired. The water was held at this low elevation 18 P.D. 48 for about two weeks until the work was completed, and the reservoir was then allowed to refill, the water reaching elevation 258, or one foot below the overflow on December 29. During this period of low water advantage was taken of the opportunity to construct the foundation for the new boathouse, and to clean the exposed shores of the reservoir. The grounds and structures at this reservoir have been cared for in the usual manner, and necessary repairs have been made. The stop-planks were removed from the circular dam above Middle Road April 3 to 13 to lower the water in the upper end of the reservoir, so that re- pairs could be made at the lower dam on the open channel portion of the Wachusett Aqueduct. The stop-planks were replaced in the circular dam after the repairs had been completed. The location of shallow and dangerous boulders and sand bars in the reser- voir were plainly marked with iron pipes and posts while the water was low, to prevent accidental injury to the motorboat used on the reservoir.

Framingham Reservoir No. 3 The flash-boards were kept on the overflow of the dam at Framingham Reservoir No. 3 throughout the year, and by drawing water from Sudbury Reservoir when required the water in Reservoir No. 3 was held at a con- venient elevation for maintaining the desired flow in the Sudbury Aqueduct for supplying the town of Framingham and the Chestnut Hill distributing reservoirs in Boston. Due to sudden yields from the watershed, water was wasted from the reservoir on 4 days in March, 12 days in April and 8 days in May. The total waste on these days amounted to 1,422,400,000 gallons. The shores of the reservoir have been cleaned and the buildings and grounds have been cared for; the fences and driveways have been repaired, and the lanes along the property lines were mowed and kept free from sprouts and weeds.

Ashland, Hopkinton and Whitehall Reservoirs and South Sudbury Pipe Lines and Pumping Station No water was drawn from the Ashland, Hopkinton or Whitehall reservoirs for consumption during the year. These reservoirs were kept well filled with water and the yield not required for that purpose was wasted into the . A flow of water sufficient to prevent freezing was maintained in the pipe line from Whitehall Reservoir to Hopkinton Reservoir from January 1 to May 9, and from December 7 to the end of the year. The department buildings at Ashland and Hopkinton reservoirs were repaired, the grass lands were mowed, the trees and shrubs were kept in good condition, and the lanes along the boundary lines were kept open by cutting and burning the brush and weeds. The South Sudbury Pipe Lines and Pumping Station were not used during the year to divert water from the South Sudbury watersheds for consumption because of the abundant supply of water of better quality obtained from the Wachusett and North Sudbury watersheds. In September the chlorinator was removed from the Pumping Station and installed at Chestnut Hill Pumping Station No. 2.

Framingham Reservoirs Nos. 1 and 2 and Farm Pond No water has been drawn from Framingham Reservoirs Nos. 1 and 2 or Farm Pond for water supply of the Metropolitan Water District for some years, and the yield from their watersheds has been wasted into the Sudbury River. Reservoir No. 1 was drawn nearly to the bottom during the latter part of the summer, so that there would be no overflow of water from the reser- P.D. 48 19 voir to interfere with the construction by the town of Framingham of the new Franklin Street Bridge. Grass, weeds and brush have been mowed on the Water Works lands at these reservoirs, and the structures have been cared for and repaired as required. The usual flow of 1,500,000 gallons of water per day has been discharged from Reservoir No. 1 into the Sudbury River below the dam as required by Acts of 1872, chapter 177. The town of Framingham pumped 206,517,000 gallons of water from its filter galleries on the shore of Farm Pond during the year. Under legislative authority the Boston and Albany Railroad used approxi- mately 26,292,000 gallons of water and the New York, New Haven and Hartford Railroad used approximately 6,210,000 gallons of water directly from Farm Pond for use in locomotives during the year.

Lake Cochituate No water was drawn from Lake Cochituate for the supply of the Metro- politan Water District during the year, and to keep the water in the lake at the desired elevation it was necessary to waste 5,743,700,000 gallons at the outlet. The department house was repaired and put in good order, the Water Works lands were cared for in the usual manner, and the lanes along the boundary lines were mowed and the sprouts and brush were burned. Aqueducts The Wachusett Aqueduct was used on 253 days during the year, the total time in service amounting to 114 days, 16 hours and 48 minutes, and the quantity of water discharged from the Wachusett Reservoir into the aque- duct was 40,383,700,000 gallons, equivalent to an average draft of 110,640,000 gallons per day for the entire year, and all of the water was used to generate electric energy at the Wachusett power station before it was discharged into the aqueduct. During the year the Westborough State Hospital pumped 83,973,000 gallons of water from the aqueduct terminal chamber in Marlborough, equivalent to an average use of 230,000 gallons per day. The plank walks in the foot bridges at the upper and lower dams on the open channel were relaid with 2-inch spruce plank. Experiments were made with various waterproofing compounds on the interior surface of the aqueduct at the Assabet Bridge to prevent leakage, but none of them proved to be satisfactory. Brush, grass and weeds were mowed and disposed of for a distance of ten miles along the aqueduct at a cost of $254.00 per mile. The Weston Aqueduct was in use 365 days, the total time in service being 361 days, 18 hours and 47 minutes, and the total quantity of water drawn from the Sudbury Reservoir into the aqueduct for delivery into the Weston Reservoir was 41,534,000,000 gallons equivalent to 113,791,781 gallons per day. While the sluice gates in the Sudbury power station were being re- paired it was necessary to by-pass 8,647,600,000 gallons of water around No. 1 and No. 2 turbines without generating electric energy, but all other water discharged from the Sudbury Reservoir into the aqueduct was used for the production of energy. The Sudbury Aqueduct was in continuous use during the year, with the exception of a short time on November 14 and 15, when an inspection of the interior was made near the Eliot Station on the Boston & Albany Railroad in Newton where it was reported that water was leaking from the aqueduct into a nearby trench which was being excavated by the city of Newton in constructing a sewer. The examination showed that the aqueduct was watertight and that the water accumulating in the trench was natural ground water. In order to prevent any settlement of the aqueduct in laying the sewer, a 24-inch steel pipe was forced through the ground under the aqueduct 20 P.D. 48 and after removing the earth from the inside of the pipe the 10-inch iron pipe was laid therein for the sewer and the surrounding space was then filled with concrete. The entire supply for this aqueduct, 7,111,400,000 gallons, was drawn from Framingham Reservoir No. 3, and of this quantity 350,600,000 gallons was sold to the town of Framingham; 3,100,000 gallons was diverted into Lake Cochituate; 500,000 gallons was wasted in draining the aqueduct and 6,757,200,000 gallons, equivalent to an average of 18,512,877 gallons per day, was delivered to Chestnut Hill distributing reservoir. The Cochituate Aqueduct was not used during the year but was kept ready for use in case of emergency. All of the aqueduct lands and structures have been cared for in the usual manner.

Protection of the Water Supply

To prevent pollution of the water supply a Sanitary Engineer and seven watchmen have been employed throughout the year to inspect ice cutting and other operations and the condition of premises on the watersheds and to enforce the sanitary rules and regulations. Water Division forces have operated the filter-beds on Beaman Street in West Boylston, where the sewage from the Worcester County Training School, which is occupied by about 43 persons, was purified throughout the year. The Gates Terrace filter-beds at Sterling Junction were operated con- tinuously from May 1 to September 9 to purify the sewage from summer cottages in that vicinity. Sewage from the Eagleville Mill and the Mount Pleasant House in Holden, from the Fay School and Deerfoot Farm sausage factory and dairy at Southborough was purified by privately-owned and operated filter plants. Surface water from thickly settled drainage areas of 525 acres in the village of Sterling, from 1,280 acres along the brook near Maple Street in Marl- borough, from 700 acres along Pegan Brook and an intercepting ditch in Natick was purified by filters operated by Water Division forces before it flowed into the water supply, with the exception of an overflow of 32,268,000 gallons from the brook near Maple Street in Marlborough, which was steri- lized with chlorine before it entered Sudbury Reservoir and of 22,062,000 gallons from Pegan Brook and 69,173,000 gallons from the intercepting ditch in Natick, which was sterilized with chlorine before it entered Lake Cochituate. At the Pegan Brook filters the pumping station was operated on 256 days and 207,866,000 gallons of water was pumped to the filters, an average of 569,496 gallons a day for the entire year. The cost of operating the station and caring for the grounds and filter-beds was $5,880.38 for labor, $339.16 for fuel and $490.88 for supplies and repairs, a total of $6,710.42, which is $32.28 per million gallons filtered. The fuel cost per million foot gallons was $0.15. The repairs at this station included the retubing of boiler No. 2, construction of new tar and gravel roof on the coal shed and in connection with this work it was necessary to repair the coping and brickwork. The cost of protecting the water supply by filtration was $1,000.00 for the Wachusett, $5,378.39 for the Sudbury and $6,710.42 for the Cochituate watershed. During the year 31,655 pounds of copper sulphate was applied to 12,083,000,000 gallons of water in a number of storage and distributing reservoirs as an algaecide to destroy microscopical organisms, principally Uroglenopsis, Synedra, Anabaena and Cryptomonas, which occurred in sufficient numbers to give the water an unpleasant taste and odor. Copper sulphate was applied as follows: From June 14 to 21, 18,830 pounds was applied to 7,835,000,000 gallons of water in the Sudbury Reservoir; June 22, 2,875 pounds was applied to 1,046,000,000 gallons of water in Framingham Reservoir No. 3; August 31, 50 pounds was applied to 12,000,000 gallons of water in Waban Hill Reservoir; June 26, 475 pounds was applied to 160,- 000,000 gallons of water in Lawrence basin of the Chestnut Hill Reservoir P.D. 48 21 and again on August 28, 645 pounds was applied to 158,000,000 gallons in this basin; August 28, 1,980 pounds was applied to 501,000,000 gallons of water in Bradlee basin of the Chestnut Hill Reservoir and again on November 13, 2,175 pounds was applied to 516,000,000 gallons of water in this basin, and on October 24 and 25, 4,625 pounds was applied to 1,855,000,000 gallons of water in Spot Pond. The dose in these cases varied from a minimum of 2.4 pounds per million gallons to a maximum of 4.3 pounds per million gallons. The cost of the copper sulphate used as an algaecide during the year was $1,323.30. All water drawn from the storage reservoirs for consumption during the year was sterilized with chlorine as follows: — Water drawn from Framing- ham Reservoir No. 3 to the Sudbury Aqueduct at Dam No. 1 was sterilized by the ammonia-chlorine process to insure proper sterilization of the water 16 miles below at the outlet of the aqueduct at Chestnut Hill Reservoir and all water drawn from Weston Reservoir at the screen chamber was sterilized with liquid chlorine. The total amount of anhydrous ammonia and liquid chlorine used in this primary chlorination of the water supply is as follows: — At the entrance to the Sudbury Aqueduct 7,761 pounds of anhydrous ammonia and 39,574 pounds of liquid chlorine; and at the outlet from the Weston Reservoir 178,617 pounds of liquid chlorine. Early in August the State Department of Public Health recommended that a secondary sterili- zation of the water supply be made at certain points because of unsatisfactory conditions revealed by analyses of the water supply. In carrying out this recommendation the water supplied to the high land in Belmont and Water- town was sterilized from August 14 to 31, using 141 pounds of calcium hypo- chlorite for 27,000,000 gallons of water; and the water pumped from Spot Pond from August 21 to September 3 and from September 7 to the end of the year was sterilized using 3,452 pounds of liquid chlorine for 1,582,074,000 gallons of water, and from August 31 to the end of the year 4,123 pounds of liquid chlorine was used for sterilizing 1,910,060,000 gallons of water pumped from Chestnut Hill Reservoir at Station No. 1, and between September 6 and the end of the year 8,097 pounds of liquid chlorine was used for sterilizing 3,728,650,000 gallons of water pumped from Chestnut Hill Reservoir at Station No. 2. The average primary dose for sterilizing the water supply was 1.09 pounds of anhydrous ammonia and 5.56 pounds of liquid chlorine per million gallons of water at the entrance of the Sudbury Aqueduct, and 4.43 pounds of liquid chlorine per million gallons of water from the Weston Reservoir screen chamber. The average amount of chlorine for secondary sterilization of the water supply varied from 3.65 pounds, in calcium hypo- chlorite, per million gallons for Belmont and Watertown supply to 2.17 pounds of liquid chlorine at Spot Pond and Chestnut Hill pumping stations. Total expenditure for the materials used in sterilizing the water supply during the year was $11,500. Improved brook channels, ditches, culverts and watering places were main- tained in the usual manner. The cost of maintaining 34 miles of drainage ditches on all the watersheds was $6,254. For the protection of the water supply, on September 25 there was acquired 3.43 acres of land located in Framingham from the Estate of Frank Nathaniel Clapp; on September 29, 31.27 acres of land and the buildings thereon in Southborough and 14.24 acres in Northborough from Richard M. McHale; on October 1, 29 acres of land in Southborough and 0.88 of an acre in Marl- borough from Daniel F. Bigelow, and on November 5, 4.84 acres of land in West Boylston from the New England Power Company. The buildings on the McHale land have been razed, also the only remaining house acquired in 1929 with the Dawsonville Mill property in Holden, the lands have been graded and prepared for tree planting, and the brook culvert under Salisbury Street was rebuilt with its invert 1 foot below the former level to completely drain the old mill pond so that it would not be a mosquito breeding menace in summer. Under the provisions of chapter 346 of the Acts of 1934 a swimming pool 22 P.D. 48 for the use of the inhabitants of the town of Holden was constructed in the fore bay of the old mill pond at Dawsonville by strengthening the dam, grading, cleaning, deepening and enlarging the fore bay. The finished pool has an area of 14,000 square feet, a maximum depth of 9 feet, and a shallow sanded beach 125 feet long by 30 feet wide to a depth of 3 feet. There are facilities for changing the top 6 inches of water daily and. for draining the entire pool when desired. All the water flowing in Dawson Brook that is not pumped into the pool is by-passed around the pool through a 12-inch iron pipe while all water used in the pool is filtered before it is returned to the brook. The total cost of the work is $2,988.34. Under the provisions of said Chapter 346 investigations and estimates of cost were made for providing bathing facilities for the towns of Rutland and Sterling, but as the appro- priation is inadequate for these projects the construction work has not been undertaken. Clinton Sewage Disposal Works The works constructed under the provisions of Acts of 1898, chapter 557, for disposing of the sewage of the town of Clinton, were operated 340 days during the year. The quantity of sewage pumped and disposed of averaged 1,489,000 gallons per day. The cost of operating the pumping station was $3,347.95, which is $6.61 per million gallons, equivalent to $0.13 per million foot gallons. The cost of operating the filters and intercepting sewer was $10,139.61, which is $20.03 per million gallons of sewage disposed of. On 24 days in April the works were idle because of the large amount of ground water that entered the sewers which, combined with the sewage, exceeded the capacity of the pump, and one day in December because the pump was being repaired. Forestry Tree plantings made during the year included 97,650 white, red, Scotch and Austrian pines, and white and Norway spruce and fir trees and 46,500 arbor vitae trees. In the Wachusett Section 9,000 board feet of white pine lumber was sawed from logs cut in 1933. Brush, grass and weeds were mowed and burned on about 47 miles of fire guards and forest roads 15 to 45 feet wide, at a cost of $42 per mile. The total expenditure for forestry was $30,365, of which $2,020 was expended for protecting the trees and shrubs from insects. Forestry and other work with Civil Works Administration forces, which was in progress at the close of 1933, was continued until March 31 when the Federal Emergency Relief Administration forces were organized and some of the work was then continued until April 12 with these forces. Funds amounting to about $22,000 were provided by the Federal Government for these projects. Hydroelectric Service The hydroelectric power stations at the Wachusett Dam in Clinton and at the Sudbury Dam in Southborough are operated by the water drawn for water supply from the reservoirs above these dams. During the year 12,153,654 kilowatt hours of electric energy was developed at the power stations or approximately 10 per cent under the usual amount. The value of the energy delivered in 1934 at contract prices is $74,917.62 and deducting $56,110.62, the expenditures charged to the operation of both stations and the Water Division transmission line, there was a profit of $18,807. Wachusett Station The power station was operated on 253 working days during the year, being idle on 51 days in January, March, April, May, August and September on account of minor repairs and water requirements, and on Sundays and holidays. The longest period of idleness was in August and September while repairs were in progress at the Sudbury power station. :

Sudbury Station The Sudbury power station was operated on 333 days during the year; on 289 days for 24 hours with three shifts, on 5 days for 16 hours with two shifts and on 39 days for 8 hours with one shift. On 32 days the station was not in operation due to lowering of the water in Sudbury Reservoir during repairs to the gates in the Power Station. The statistics are as follows:

Distribution Pumping Stations At the five distribution pumping stations 23,597,051,326 gallons of water was pumped during 1934. This is 1,297,051,326 gallons more than was pumped in 1933. The pumpage at the two stations at Chestnut Hill included 1,276,655 gallons for the low service and 17,606,732,743 gallons for the high service. The high service pumpage includes 40,830,000 gallons for a portion of the supply of the town of Brookline and 616,212,076 gallons which was repumped at the Hyde Park Station for the southern extra-high service. At the Spot Pond Station 4,654,830,249 gallons was pumped for the northern high service and at the Arlington Station 717,999,603 gallons was pumped for the northern extra-high service. By arrangement with the city of Newton 555,400,000 gallons of water was repumped from the southern high service between November 25, 1933 and November 26,1934 by the city at its Ward Street booster station for use on the high lands in Belmont and Watertown where satisfactory service could not be furnished from the Chestnut Hill stations, and for this pumping the Commonwealth will pay the city $7,979.98. The average engine duties at the Water Division stations based on plunger i displacement and total fuel used at the stations, including heating and lighting the stations and also the garage and shop from Station No. 2 at Chestnut Hill, are as follows: Chestnut Hill Station No. 1, 152,641,328 foot pounds per 100 pounds of oil averaging 18,326 British thermal units per pound. Chestnut Hill Station No. 2, during January, February and March, 128,602,906 foot pounds per 100 pounds of bituminous coal averaging 14,942 British thermal units per pound. For April to December, inclusive, 170,555,049 foot pounds per 100 pounds of oil, averaging 18,358 British ther- mal units per pound. Spot Pond Station 114,317,300 foot pounds per 100 pounds of mixed bituminous and anthracite coal, averaging 14,802 British thermal units per pound. Arlington Station, 101,794,145 foot pounds per 100 pounds of mixed bituminous and anthracite coal, averaging 14,390 British thermal units per pound. Hyde Park Station, 73,085,761 foot pounds per 100 pounds of mixed bituminous and anthracite coal, averaging 14,263 British thermal units per pound. At the beginning of the year there was 814 gross tons of bituminous coal, 22 gross tons of anthracite screenings and 13,717 gallons of oil on hand at the pumping stations, and the amount on hand at the end of the year was 341 gross tons of bituminous coal, 29 gross tons of anthracite screenings and 25,225 gallons of oil. During the year 3,784 gross tons of bituminous coal, 344 gross tons of anthracite screenings and 1,183,267 gallons of oil was burned at the stations. The work of retubing boilers Nos. 15 and 16 at Chestnut Hill Station No. :

2, which was begun in December, 1933 was completed February 13 at a cost of $3,275. The entire work under Contract No. 56-M of installing fuel oil-burning equipment in the Chestnut Hill stations was completed May 1. The work of installing the fuel oil-burning equipment was so far advanced at Station No. 2 that the burning of fuel oil instead of coal was begun at that station on March 29. The total amount of the contract for installing the oil- burning equipment in both of the Chestnut Hill pumping stations is $13,293. A Warren duplex boiler feed pump and a Cochrane boiler feed water heater, purchased late in 1933, were installed in the boiler room at Chestnut Hill Station No. 1. The usual miscellaneous painting and repairing of machinery and buildings has been attended to at all stations. At the Chestnut Hill stations very important changes have been made in the economizers, boiler flues and dampers and in the damper operating devices. Extensive repairs were also necessary to put the condenser and air pump of engine No. 16 at Station No. 1 in first class condition. In connection with this work it was necessary to install a copper expansion joint 14 inches in diameter in the exhaust pipe between the condenser and the primary heater and to install a new plun- ger in the air pump. The rotor of the steam turbine at the Arlington pump- ing station was removed and sent to the works of the builders, the Moore Steam Turbine Corporation of Wellsville, N.Y., for repairs. The wheels were rebladed, a new rotor shaft was installed, new carbon packings and steam and exhaust end bearings were fitted and the rotor was then returned to the pumping station and installed in position by the builders. At the shop, located between the Chestnut Hill stations, a large amount of repair work has been done by the carpenter, machinists and blacksmith for the Pumping Service and also for the Wachusett, Sudbury and Distribution sections. Powder Horn Hill Reservoir of the city of Chelsea is used when necessary for the northern high service. It has a capacity of 1,000,000 gallons with high-water line at elevation 196.6 and was in service from January 6 to March 31 and December 12 to 31. The Mystic and Forbes Hill reservoirs have been kept full of water for an emergency but were not used during the year. The Bradlee basin of the Chestnut Hill Reservoir was in service throughout the year but the Lawrence basin was out of service from June 22 to July 7 26 P.D. 48 and from August 21 to November 20 because of objectionable taste and odor of the water. All other distribution reservoirs were in regular service throughout the year. The standpipes on Arlington Heights and Bellevue Hill and Forbes Hill were in service throughout the year. Work under Contract No. 64-M with the West End Iron Works for furnishing and erecting picket and chain-link fence along the northerly shore of Spot Pond in Stoneham which was in progress at the close of 1933 was completed May 15. The total cost of 9,344 feet of fence under this contract in 1933 and 1934 was $14,955.37. Distribution Pipe Lines On account of the construction of an underpass in Pleasant Street at the Arlington-Belmont boundary line for the new Concord State Highway 337 feet of the 56-inch Weston Aqueduct supply main was abandoned and 402 feet of new 56-inch steel main was laid by the State Department of Public Works. In connection with this work a 16-inch blow-off connection was made with the new highway drain which discharges into Spy Pond and a 16-inch emergency connection was provided for the town of Arlington with which the town of Belmont may also connect later, if desired. The 56-inch main was out of service from April 29 to May 28 while this work was in progress. In connection with the reconstruction of Boylston Street in Brookline as a part of the new Worcester Turnpike the old 30-inch and 40-inch mains acquired from the city of Boston in 1913 were cut off and capped about 370 feet from the gate house at the old Brookline Reservoir and the 36-inch gate in the old 36-inch main was sealed. In connection with the rebuilding of the Wellington Bridge over the Mystic River between Medford and Somerville an existing 4-inch fire service pipe was replaced with a shorter 3-inch service pipe in a new location. The 30-inch low service pipe line at the Chelsea North Bridge over the Mystic River, which is supported on piling and enclosed in a pipe box to prevent the water therein from freezing in cold weather, was repaired for a length of 110 feet and the fender guard at the tunnel shaft on the Chelsea side of the ship channel was also repaired. The cost of these repairs was $5,877.09. During the year 37 leaks were repaired in the distribution pipe lines at a cost of $3,448.09. The northern high service 10-inch by 2^-inch Venturi meter in High Street at Governors Avenue in Medford was replaced with a 16-inch by 4- inch Venturi meter. The southern high service 12-inch emergency connection with the Milton Water Department pipes in Adams Street at East Milton was changed to a 12-inch by 3%-inch Venturi meter connection with a weighted check valve. The trenches for this work were excavated by employees of the Milton Water Department and the meter was installed by the Water Division at a cost of $2,618.27 and reimbursement for this expense will be made by the town of Milton. There are now 91 Venturi meters, varying in size from 6 to 60 inches in diameter, in the distribution pipe lines; 74 of these are on connections supplying various towns in the Metropolitan Water District; 5 are on the Weston Aqueduct supply mains; 1 between the southern high service and the southern low service mains; 5 at the Arlington, Chestnut Hill, Hyde Park and Spot Pond pumping stations; 1 at the city of Newton booster pumping station on Waban Hill; 2 on connections between the Weston Aqueduct supply mains and the local pipes in Washington Street, Newton; 1 on connection to the Fernald School in Waltham, and 2 on emergency connections with Cambridge and Wakefield distribution pipes. There are also 9 disc and 16 detector meters in use for measuring small quantities of water supplied at various places. P.D. 48 27 There are 7 pressure regulating valves in constant use for reducing pressure of water supplied to Hyde Park, Revere, Swampscott and Winthrop, and the higher portion of Chelsea for part of the year. Recording pressure gages have been maintained at 34 places on the dis- tribution system and tables in the Appendix show the hydraulic grade at 17 of these stations as determined by the charts. Pipes, specials and other materials and supplies required for maintaining and operating the pipe lines are kept on hand at the Glenwood pipe yard in Medford and the Chestnut Hill pipe yard in Brighton. Auto trucks equipped with gate-operating attachments have been main- tained with men on duty ready to operate them in case of emergency at any time during the day or night.

Consumption of Water During the year 48,778,503,000 gallons of water was furnished to the 18 cities and towns that receive their entire supply from the Metropolitan Water Works. This is equivalent to an average daily consumption of 133,639,700 gallons and for the estimated population of 1,454,720 is at the rate of 92 gallons per capita. The town of Brookline, with an estimated population of 52,750, used from its local source 1,728,473,000 gallons of water, of which 370,901,000 gallons was supplied from elevation 375 and 1,357,572,000 gallons was supplied from elevation 250. In addition to this consumption from its local source, the town was supplied with 40,830,000 gallons of water from elevation 250 from the Metropolitan supply, making the total consumption of the town 1,769,303,000 gallons, equivalent to an average daily consumption of 4,847,400 gallons or 92 gallons per capita. The city of Newton, with an estimated population of 73,180, used from its local source 1,697,424,000 gallons of water, equivalent to an average daily consumption of 4,650,500 gallons or 64 gallons per capita. The population, consumption of water and per cent of services metered in the Metropolitan Water District as supplied in 1934 and for the period from 1890 to 1934, inclusive, are shown graphically by the accompanying diagram. .

Dear Sir: — The following report of the operations of the Metropolitan Sewerage Division for the year ending December 31, 1934, is respectfully submitted

Organization

The Director and Chief Engineer has charge of the design and construc- tion of all new works, and of the maintenance and operation of all the works controlled by the Metropolitan District Commission for removing the sewage from the thirty-three municipalities which comprise the Metro- politan Sewerage Districts. Henry T. Stiff, Associate Civil Engineer, has been in general charge of this Division as Acting Chief Engineer. The following assistants have been employed during the year: Ralph W. Loud, Senior Civil Engineer, in charge of office and of construc- tion in the field in connection with the Mill Brook Valley Sewer and the Hyde Park Branch Sewer. Charles F. Fitz, Assistant Civil Engineer, in charge of maintenance studies and of the maintenance construction work on the North Metropolitan System. Nathan Levy, Assistant Civil Engineer, in charge of survey work and field work in connection with the construction of Section 31 of the Neponset Valley Relief Sewer, Hyde Park Branch. Benjamin Rubin, Assistant Civil Engineer, in charge of construction in field in connection with the Braintree-Weymouth Sewer. Seth Peterson, Superintendent, North Metropolitan Sewerage District. Forrest F. Harbour, Superintendent, South Metropolitan Sewerage District. In addition to the above, the maximum number of engineering and other assistants employed during the year was 20, which includes 2 assistant engineers, 5 instrumentmen, 1 supervising sewer construction inspector, 4 inspectors, 1 draftsman, 5 rodmen and engineering assistants and 2 steno- graphers. William M. Francis, Superintendent of Pumping Stations, ended his service with the Commission May 3, 1934, having reached the retirement age, in accordance with the laws of the Commonwealth. He began his career with the Metropolitan Sewerage Works in 1895 at the East Boston Pumping Station and advanced in the service, due to his marked ability as a mechanical and operating engineer, to the position of Superintendent of Pumping Stations, created in 1927. His comprehensive knowledge of and familiarity with all the various types of engines, pumps, electrical apparatus and appurtenances connected therewith made him of great value to this Division.

Obituary The Metropolitan Sewerage Division has unfortunately been deprived by death, late in this year, of a most important official.

Mr. Henry T. Stiff, Associate Civil Engineer and at the time of his death acting as Chief Engineer of this Division, died suddenly of heart failure November 27, 1934. Mr. Stiff was a man of large experience in connection with our works both as a designing and construction engineer. He had been continuously in the service of the Metropolitan Sewerage Works since 1899. By his death, the Commonwealth has lost a very valuable, courteous and gentlemanly official and his associates on the work cherish his memory as an esteemed and kindly friend. i 1 %

Of the estimated gross population of 1,646,490 on December 31, 1934, 1,379,622, representing 83.8 per cent, were on that date contributing sewage to the Metropolitan sewers, through a total length of 2,033.80 miles of local sewers owned by the individual cities and towns of the districts. These sewers are connected with the Metropolitan Systems by 593 public and 827 special connections. During the current year there has been an increase of 25.82 miles of local sewers connected with the Metropolitan Systems, and 3 public and 3 special connections have been added. CONSTRUCTION North Metropolitan Sewerage System Extension of Mill Brook Valley Sewer in Arlington The Legislature by Chapter 281 of the Acts of 1933 authorized the com- pletion of the Mill Brook Valley Sewer in Arlington to a short distance beyond the Arlington-Lexington town line.

Mill Brook Valley Sewer — Section 83 Work on this section has been continued during the year and 284 feet of 20 inch pipe sewer and 3 feet of 27 inch pipe sewer were laid, all in earth open cut. The total length of this section is 2,512.9 feet and it was completed on April 12, 1934. The section extends about 8.24 feet into Lexington. The Town of Lexington has not yet made use of this sewer.

South Metropolitan Sewerage System Braintree-Weymouth Branch — Riprap Reinforcement — Contract No. 68 This contract was made on November 29, 1933, and was completed on January 10, 1934. Details of this contract were given in the annual report for the year 1933.

Braintree-Weymouth Pumping Station Although this station has been in operation since the fall of 1933, the interior has not been entirely completed. During the year the maintenance force installed lockers and plumbing fixtures, placed border plates and floor plates over the pipe trenches, built a granolithic floor, erected permanent walkways, platform and stairways for which the necessary columns and steel platform members were furnished by the Brayton-Wilson-Cole Corporation, 36 P.D. 48 and completed the exhaust stack on the southerly side of the building to the height of the eaves. The pipe from the well supplying cooling water for the Diesel engines became broken due to settlement and a new line of pipe was put in through the muffler chamber and the pipe trenches inside the station. This work was also done by the maintenance force.

Grading around Braintree-Weymouth Pumping Station — Quincy The Crystal Concrete Corporation of South Braintree, in April 1934, furnished and placed and roughly graded 920 cubic yards of hard filling on the grounds around the Braintree-Weymouth Pumping Station. In Sep- tember, an additional 72 cubic yards were furnished by them. Bids were received for grading and surfacing of grounds and roadways, building embankment rip-rap paving, granolithic walks, drains and acces- sories on August 9, 1934. Some particulars of this work are as follows: Date of Contract No. 71, (SewerageDivision) August 23, 1934. Name of Contractor, M. McDonough Company. Volume of brick masonry, 2 cubic yards. Area of granolithic walks, 75 square yards. Volume of rip-rap paving laid with concrete joints, 330 cubic yards. Volume of rip-rap paving laid with open joints, 478 cubic yards. Volume of broken stone ballast for rip-rap, 500 cubic yards. Area of bituminous macadam paving in roadway, 1,797 square yards. Volume of loam for embankment slopes and lawns, 470 cubic yards. Assistant Engineer in immediate charge of the construction, Benjamin Rubin. This work was completed on October 10, 1934.

Rhoda Street Highway Bridge and Foundations — Quincy In 1903, in connection with the building of the High Level Sewer in Quincy, the Sewerage Division built a pile bridge over a tidal creek, in Rock Island Road, now called Rhoda Street. This pile bridge was found to be unsafe and a contract was made to remove the old structure and to build a modern bridge of reinforced concrete design in its place. Some particulars of this contract are as follows: Date of Contract No. 70, (Sewerage Division) June 28, 1934. Name of Contractor, Engineering Service and Construction Company. Length of bridge, 11 feet. Width of bridge, 27 feet. Depth of excavation, 9 feet. Assistant Engineer in immediate charge of the construction, Benjamin Rubin. Work on this contract was started on June 28, 1934 and completed on August 8, 1934. It was paid for from the regular maintenance funds of the South District,

Neponset Valley Relief Sewer — Hyde Park Branch in Milton and Hyde Park The Legislature by Chapter 378 of the Acts of 1934 authorized the con- struction of this sewer known as Section 31. A contract for the construction of this section was made, some particulars of which are as follows: — Date of Contract No. 72, (Sewerage Division) September 12, 1934. Name of Contractor, N. Cibotti Company. Length of Section, 313 feet. Length of 54-inch by 60-inch concrete sewer, 152^ feet. Length of 30-inch cast-iron pipe river crossing, 160^ feet. Depth of sewer in trench, from 5 feet to 26 feet. Assistant Engineer in immediate charge of the section, Nathan Levy. Work was begun on September 25, 1934 and during the remainder of the year has been carried on so that at the present time, 923^ feet of the 54-inch P.D. 48 37 by 60-inch concrete sewer have been constructed and the cast-iron pipe river crossing has been constructed except for the upper portion of the concrete of the head-house on the Hyde Park side of the river and the brick lining of the two head-houses. The remainder of the sewer, backfilling, regrading, sur- facing and cleaning up will be completed early in the coming year. MAINTENANCE Scope of Work and Force Employed The maintenance of the Metropolitan Sewerage System includes the operation of 10 pumping stations, the Nut Island screen-house and 142.581 miles of Metropolitan sewers, receiving the discharge from 2,033.80 miles of town and city sewers at 1,420 points, together with the care and study of inverted siphons under streams and in the harbor. At present the permanent maintenance force consists of 189 men, of whom 114 are employed on the North System and 75 on the South System. These are subdivided as follows; North Metropolitan System, 72 engineers and other employees in the pumping stations and 42 men, including foremen, on maintenance, care of sewer lines, buildings and grounds; South Metropolitan System, 49 engineers and other employees in the pumping stations and 26 men, including foremen, on maintenance, care of sewer lines, buildings and grounds. The regular work of this department, in addition to the operation of the pumping stations, has consisted of routine work of cleaning and inspecting sewers and siphons, caring for tide gates, outfall sewers, regulators and over- flows, measuring flow in sewers, inspection of connections to the Metropolitan sewers, and the care of pumping stations and other buildings, grounds and wharves. In addition to these regular duties, other work has been done by the maintenance employees in this department as follows:

Deer Island Pumping Station At this pumping station extensive repairs were made by A. L. Brunell to the cupola on the screen house and to the roof slating on the boiler room and coal house. This work was finished in May. Repairs to the lightning rods and the cast-iron cap on the chimney were made during the month of June by the Boston Lightning Rod Company. Piston repairs to No. 4 Engine were made and completed about the middle of June. Repairs to a dwelling-house near the station were made in September by the maintenance force.

East Boston Pumping Station Most of the machine work in connection with the maintenance and repairs of the pumping units of the North Metropolitan Sewerage Pumping Stations is done at the general machine shop at this station. In February, 1933, an Ames engine and generator of 50 K.W. capacity was purchased from the State Department of Mental Diseases for use at this station. The generator required rewinding and this work was done by the Blake Electric Manufacturing Company. This machine was installed, tested and put in service in April. In the building of the new Cambridge to Concord Highway in Cambridge and Arlington by the Department of Public Works, it was necessary to con- struct the roadway with a heavy fill crossing the line of the Alewife Brook Metropolitan Sewer. A relieving arch over our sewer the full width of the roadway fill was constructed by the above Department thereby protecting the sewer from damage by overloading. This work was completed in April under our inspection. By Chapter 225 of the Acts of 1934, the entire town of Lexington was made a part of the North Metropolitan System on May 23, 1934. The town has started to build a main trunk sewer which will enter our system in the 38 P.D. 48 near future at the Lexington-Arlington town line at the upper end of Section 83. The town of Arlington, during July and August, constructed a large con- crete pipe culvert across Lowell Street under the existing Metropolitan Sewer. The sewer was relaid on a concrete base extending to the top of the culvert pipe. In the large ditch along the easterly boundary of the Golf Course in Win- throp, a 20-inch concrete pipe culvert was constructed over Section 5 of the Metropolitan Sewer by the town's forces during October. The object of this work was to lower the elevation of the bottom of the culvert as much as possible without danger to the sewer and thus improve the drainage con- ditions in the ditch. Nut Island Screen-House The chimney at this station was repointed with Portland cement from the top of the chimney down a distance of 20 feet. The iron chimney cap was repainted and repairs were made to the lightning rods. This work was done by the Boston Lightning Rod Company. A new feed-water heater for the boilers was installed by the maintenance force and the plumbing in the washroom was entirely renewed. In addition to the regular maintenance work at the Nut Island Screen- House and at the Hough's Neck Lift Station, the employees at this station made 900 pounds of brass castings for the various pumping stations of the Sewerage Systems, A large amount of expert machine work has also been done here for other stations. Repairs to the roof slating at the Nut Island Screen House and the Hough's Neck Lift Station were made in October and November by Norman W. Pemberton, Inc. of Quincy and some repairs to the Nut Island Wharf were made in October by the maintenance force.

Quincy Pumping Station At this station, sewage water was used for the condensers and was drained off to a tidal creek adjacent to the station. It was found that this sewage was passing out through this creek to Black's Creek. Accordingly, the waste pipe from the condensers was changed so that the sewage ran back into the suction sewer and thus eliminated the previous undesirable conditions in the creek. The fire-boxes of boilers No. 3 and No. 4 were repaired at this station. All this work was done by maintenance force. For a number of years, the Nut Island Wharf and approach roadway have been used by many people for fishing purposes. This condition created a distinct menace to the wharf and a number of fires have occurred due to the presence of these fishermen. The Commission decided to stop this use of the Wharf and ordered "no trespassing" signs to be placed on tie wharf and at the entrance. This was done on September 7. The city of Quincy has been using a portion of our old 24-inch cast-iron force main in the Atlantic and Squantum Districts of the city for drainage purposes. Permission for doing this had never been officially granted by the Commission which, when apprised of the situation, voted on August 23 to allow such use. Ward Street Pumping Station A contract was made March 15 for replacing boiler tubes and repairing stay bolts in two of the Dean vertical boilers. This work was done by the D. M. Dillon Steam Boiler Works, Inc., and completed late in April.

West Street Maintenance Yard, Hyde Park The additional portion of this yard, purchased in November 1933, has been graded properly for use for storage purposes and a fence has been constructed around it by the maintenance force. P.D. 48 39 In June, the Metropolitan Park Division began the building of an extension to their parkways in Brighton near the Newton line. This parkway paralleled the line of the Charles River Valley Sewer for a considerable distance through which the sewer was reinforced with concrete by the Park Division. The City of Boston has been constructing, under contract, the "Dent Street Brook Conduit" in Lagrange Street and St. Joseph's Cemetery, West Roxbury near Section 29 of our Neponset Valley Sewer. Our interests have been safeguarded by inspection when necessary. Assessment tables for both the North and South Metropolitan Sewerage Systems were prepared and forwarded to the Treasurer of the Common- wealth of Massachusetts late in June.

Gasoline in Public Sewers During the year the usual precautions have been maintained against the introduction of gasoline into the Metropolitan sewers. An inspector who covers both North and South Metropolitan Sewerage Districts has been employed. His duties are to see that all newly constructed garages or other gasoline - using establishments are supplied with a proper gasoline separator and also to see that these separators are kept in working condition. During the year 1934 the number of permits issued by the municipalities in the Sewerage Districts for the construction of garages and other places where gasoline is used was 212. Each of these permits necessitates an exam- ination by our inspector. Many of them are attended to through the mails and do not require a personal visit. Visits are made, however, to all locations where a connection is to be made with the public sewerage system and to such places as do not respond to the return postal cards sent out. During the year 33 such places were connected with the sewers that empty into the Metropolitan Systems. At the present time there are according to our records 1682 garages and other establishments where gasoline is used con- nected with the local sewerage systems which discharge into the Metropolitan sewers. This system of inspection has improved the gasoline situation in regard to the danger to the sewers. Occasionally odors of gasoline are detected in the sewers. These are reported to the Department of Public Safety which alone has statutory control of the distribution and handling of gasoline in the Commonwealth. i

East Boston Pumping Station At this station are four submerged centrifugal pumps, with impeller wheels 8.25 feet in diameter, driven by triple-expansion engines of the Reynolds-Corliss type. Contract capacity of 1 pump: 100,000,000 gallons with 19-foot lift. Contract capacity of 3 pumps: 45,000,000 gallons each, with 19-foot lift. Average coal duty for the year: 62,200,000 foot pounds. Average quantity raised each day: 81,600,000 gallons. Maximum quantity raised per day: 148,900,000 gallons.

Charlestown Pumping Station At this station are three submerged centrifugal pumps, two of them having impeller wheels 7.5 feet in diameter, the other 8.25 feet in diameter. They are driven by triple-expansion engines of the Reynolds-Corliss type. Contract capacity of 1 pump: 60,000,000 gallons with 8-foot lift. Contract capacity of 2 pumps: 22,000,000 gallons each, with 11-foot lift. Average coal duty for the year: 54,500,000 foot pounds. Average quantity raised each day: 42,100,000 gallons. Maximum quantity raised per day: 69,200,000 gallons.

Alewife Brook Pumping Station The pumping units in this station consist of one Andrews pump driven by a compound marine engine, one Morris pump and Morris compound en- gine and a specially designed engine of vertical cross-compound type having between the cylinders a centrifugal pump rotating on a horizontal axis. Contract capacity of the Andrews pump: 4,500,000 gallons with 13-foot lift. Contract capacity of Morris pump: 8,000,000 gallons with 15-foot lift. Contract capacity of the special pump: 13,000,000 gallons with 13-foot lift. Average coal duty for the year: 21,700,000 foot pounds. Average quantity raised each day: 6,350,000 gallons. Maximum quantity raised per day: 19,880,000 gallons.

Reading Pumping Station At this station are two submerged centrifugal pumps, one of 2,500,000 gallons per 24 hours, and one of 4,000,000 gallons per 24 hours, capacity. These operate against a maximum head of 65 feet, and are actuated by vertical shafts directly connected with 75 and 100 horse-power motors. Alternating current of 440 volts furnished by the town of Reading is used. Average quantity pumped per 24 hours: 1,089,000 gallons. Maximum quantity raised per day: 3,083,000 gallons.

South Metropolitan System Ward Street Pumping Station At this station are two vertical, triple-expansion pumping engines, of the Allis-Chalmers type, operating reciprocating pumps, the plungers of 44 P.D. 48 which are 48 inches in diameter with a 60-inch stroke and one 50,000,000- gallon centrifugal pumping unit actuated by a 500 H. P. Uniflow engine. Contract capacity of 3 pumps: 50,000,000 gallons each, with 45-foot lift. Average coal duty for the year: 74,800,000 foot pounds. Average quantity raised each day: 31,500,000 gallons. Maximum quantity raised per day: 50,700,000 gallons.

Quincy Pumping Station

The plant at this station consists of one Lawrence centrifugal pump driven by a Sturtevant compound condensing engine, one Morris centrifugal pump driven by a Morris compound condensing engine, and one DeLaval centri- fugal pump driven by a Fitchburg vertical uniflow engine. Contract capacity of 3 pumps: Morris centrifugal, 10,000,000 gallons; Lawrence centrifugal, 10,000,000 gallons; DeLaval centrifugal, 15,000,000 gallons. Average coal duty for the year: 32,800,000 foot pounds. Average quantity raised each day: 6,800,000 gallons. Maximum quantity raised per day: 19,700,000 gallons.

Nut Island Screen-house

The plant at this house includes two sets of screens in duplicate actuated by small reversing engines of the Fitchburg type. Two vertical Deane boilers, 80 horse-power each, operate the engines, provide heat and light for the house, burn materials intercepted at the screens, and furnish power for the Hough's Neck pumping station. Average daily quantity of sewage passing screens: 74,200,000 gallons. Maximum quantity passing screens per day: 215,000,000 gallons.

Hough's Neck Pumping Station

At this station are two 6-inch submerged Lawrence centrifugal pumps with vertical shafts actuated by two Sturtevant direct-current motors. The labor and electric energy for this station are supplied from the Nut Island Screen-house, and as used at present it does not materially increase the amount of coal used at the latter station.^ Average quantity raised each day: 256,000 gallons. Maximum quantity raised per day: 511,000 gallons.

Squantum Pumping Station

At this station are two pumping units each consisting of a 10-inch sub- merged DeLaval centrifugal pump with vertical shaft actuated by a Crocker- Wheeler 60 H.P. motor. Each unit is capable of lifting 4,000,000 gallons of sewage per 24 hours against a head of 46 feet. The electric energy for this station is purchased from the Quincy Electric Light & Power Company. Average quantity raised each day: 114,100 gallons.

Braintree-Weymouth Pumping Station

At this station are two pumping units consisting of DeLaval centrifugal pumps actuated by 150 H. P. direct connected Diesel-Winton engines, to- gether with all accessories appertaining thereto. Each unit is capable of lifting 15,000,000 gallons of sewage per 24 hours against a head of 30 feet. P.D. 48 45

tPumping on 83 days only in 1934 averaged about 950,000 gallons per day. The average daily inflow during the year was about 216,000 gallons.

Metropolitan Sewerage Outfalls

The Metropolitan Sewerage Districts now have outfalls in Boston Harbor at five points, two of which may discharge sewage from the North District and three from the South District. During the year the sewage of the North District has been discharged wholly through the outlet located near Deer Island light. The other outfall of this system is closed by a cast-iron cover which can easily be removed. Of the outfalls of the South District two extend for a distance exceeding one mile from the shore of Nut Island, Quincy, and the third one, called an emergency outlet, extends about 1,500 feet from the same. It was necessary to discharge sewage through this outfall 88 hours during the year. During the year the average flow through the North Metropolitan District outfall at Deer Isand has been 83,600,000 gallons of sewage per 24 hours, with a maximum rate of 150,900,000 gallons during a stormy period in March 1934. The amount of sewage discharged into the North Metropolitan Dis- trict averaged 112 gallons per day for each person, taking the estimated population of the District contributing sewage. If the sewers in this District were restricted to the admission of sewage proper only, this per capita amount would be considerably decreased. In the South Metropolitan District an average of 74,200,000 gallons of sewage per 24 hours has passed through the screens at the Nut Island Screen-house and has been discharged from the outfalls into the outer harbor. The maximum rate of discharge per day which occurred during a stormy period in April 1934, was 215,000,000 gallons. The discharge of sewage through these outfalls represents the amount of sewage contributed by the South Metropolitan District, which was at the rate of 117 gallons per day per person of the estimated number contributing sewage in the District.

Material Intercepted at the Screens

The material removed from the sewage at the screens of the North Metro- politan Sewerage Stations, consisting of rags, paper and other floating materials, has during the year amounted to 1917 cubic yards. This is equivalent to 1.70 cubic feet for each million gallons of sewage pumped at Deer Island. 46 P.D. 48 The material removed from the sewage at the screens of the South Metro- politan Sewerage Stations amounted to 4,580 cubic yards, equal to 4.57 cubic feet per million gallons of sewage delivered at the outfall works at Nut Island. Studies of sewage flows in the Metropolitan sewers and siphons indicate that they are free from deposit.
