COMMUNITY MEDICAL SERVICE:

The service is concerned with the promotion of health and the early detection and prevention of disease. The Area Medical Officer is mainly involved in the provision of child health services, care of the handicapped and care of the aged- Other functions may include control of communicable disease, environmental health,food hygiene and epidemiology of infectious and non-infectious disease. The Senior Area Medical Officer is based at Our Lady's Clinic, Dun Laoghaire and an Area Medical Officer is based at

Blackrock, Cabinteely, Ballybrack,

PUBLIC DENTAL SERVICE:

The functions of the public dental service are threefold. (I) Preventive: i.e. Flouridation, prophylaxis, with the ideal of reducing and eventually eliminating the need for dental treatment.

(II) Educative: i.e. Dental Health Campaigns, and oral hygiene instruction, the objective of which is to motivate patients towards the attainment of better oral and general health.

(ill) Therapeutic: to provide a routine treatment service for eligible school children and adults.

Eligible patients may attend any clinic of their choice, during normal working hours, for emergency treatment, such as the relief of pain or repairs to dentures. It is preferable that patients not holding appointments would attend before the hours of 1O.G0 a.m. and 2.30 p.m.

PUBLIC HEALTH NURSING SERVICE:

The Public Health Nursing Service has a two fold function:

(a) Preventive, i.e. by home visitation and health education to promote healthy living and in particular a high level of ante-natal care, child care and care of the handicapped and the elderly.

(b) Therapeutic, i.e. to provide a domiciliary nursing service for eligible patients at the request of and under the supervision of the patients family doctor.

Nurses attend at the Health Centres outlined each day Monday to Friday from 10.30 a.m. to 11.30 a.m. Doctors may contact the Public Health Nurse at these hours to refer eligible patients for treatment or for domiciliary visitation. - 14 - /cntd...... or alternatively doctors may phone the Superintendent Public Health Nurse at headquarters (Phone 808403).

A planned essential service is provided by Public Health Nurses at week-ends. Patients who require home visiting should be notified to the local Public Health Nurse or Superintendent Public Health Nurse before 5*00 p.m. on the preceding Friday.

SOCIAL WORK SERVICE:

A team of 6 Social Workers and 1 Senior Social Worker offer a Social Work Service in Area t from the BoyIan Community Centre, Dun Laoghaire. {Phone 808166). A duty service is available at the Boylan Community Centre at the following times:-

Monday 1O.00 a.m. - 12.30 p.m. Wednesday 10.00 a.m. - 12.30 p.m. Friday 10.00 a.m. * 12.30 p.m.

In the main, Social Workers offer a service to parents and children. This involves counselling in family problems, child care, fostering, adoption and residential care.

COMMUNITY WELFARE SERVICE:

This service is administered through the local Community Welfare Officer. Subject to a means test in all cases and to specific conditions in some cases, the service provides:-

(a) Weekly payments to persons who have no income and who do not qualify for any other income. (b) Weekly payments to persons who are awaiting the payments of some other benefit or allowance such as unemployment benefit or unemployment assistance, sickness benefit, widow's pension, old age pension, disabled persons allowance, etc. (c) Additions (within limits) to weekly income where this is insufficient to meet rent or the cost of a special diet which is necessary for health reasons. The weekly income of elderly of disabled persons may be supplemented when they have exceptional heating needs. - 15 - HEALTH INSPECTOR SERVICE:

The duties of the Health Inspector consist of the implementation of legislation and associated regulations concerning public health, sanitary and environmental conditions. This includes legislation relating to the protection and welfare of persons in their work places. The Housing, Sanitary Services, and Planning Acts are other important functions on behalf of the Local Authority to whom he reports and make recommendations.

For the Health Board, he is an authorised officer responsible for the implementation of the Food and Drugs Acts and the regulations controlling food premises and the preparation and sale of food and he exercises these functions by inspection, advice and enforcement,

OCCUPATIONAL THERAPY SERVICE:

Occupational Therapy is concerned with encouraging independence in the home through advice on self-help in areas of daily living i.e. dressing, bathing, mobility, feeding and cooking and through the provision of aids and equipment to promote independence in these areas.

There is also involvement in post-operative care ensuring that the level of independence is maintained in areas of daily living on discharge from hospital. Advice on adaptations to houses is provided to facilitate ease of movement for the client at home e.g. ramps, removal of door saddles.

The Occupational Therapy Service also provides advice to Day Centres in the area regarding occupational therapy and remedial activities.

HEALTH EDUCATION SERVICE:

The Health Education Coordinator is responsible for co-ordinating Health Education activities in the area. Her job is concerned with improving the impact of Health Education in the Community and in doing this she works closely with professional health workers, teachers, voluntary organisations, parents and others in promoting and organising local health education programmes. The Health Education Co-ordinator for the area is Mrs Marion Greene who is based at area headquai^ters. (Phone 808403). - 16 -

HOME HELP SERVICE:

A Home Help Service is designed to help elderly and incapacitated persons and their dependants to cope in their own homes. In Community Care Area i, the service is provided by the Eastern Health Board through (l) The Little Sisters of the Assumption. (2) A voluntary Home Help Committee.

The Service is made available to those whose circumstances are such that they are unable to provide it themselves and who fall into the following categories:~ (1) A sick or infirm person or a dependant of such a person. (2) A woman availing of maternity services and her dependants. (3) A person who, but for the provision of the service would have to be maintained otherwise than at home. Persons who can afford to do so are expected to contribute.

The service for Community Care Area 1 is provided from two centres as follows;- (1) BoyIan Community Centre, Sussex Street, Dun Laoghaire. Phone 800926, 808166. Sr. Una Lennox, Home Help Organiser.

(2) Stillorgan Health Centre, Stillorgan. Phone 88HO7, 886064. Mrs B. Dunleavy, Home Help Organiser.

CHIROPODY SERVICE:

The G.M.S. Chiropody Service covers medical card holders over the age of 65 yrs. A separate Chiropody Service card must be applied for and have been issued before treatment may be given. Applications forms for the Chiropody card are available at Our Lady's Clinic, Patrick Street, Dun Laoghaire, where details of Chiropodists participating in the scheme, are available. The completed form should be returned to Our Lady's Clinic or sent to the Eastern Health Board at Thomas Street, Dublin 8. The Eastern Health Board normally allows 4 treatments a year, but extra treatments may be sanctioned for patients on special request from the family doctor. Patients who are housebound and unable to attend for surgery treatment should ask their doctor to request home visits.

DOMICILIARY PHYSIOTHERAPY SERVICE:

A service is made available to patients who are medical card holders, and who are unfit to attend Hospital Out-Patient Departments. The Service is provided on a limited basis through private physiotherapists, who are paid on a sessional basis by the Health Board. A written application must be made by the family doctor to the Director of Community Care and sanction obtained before treatment commences. - 17 -

DRUG COUNSELLING AND ADVISORY SERVICE:

The purpose of the service is to offer professional advice, support and counselling to families and individuals in Community Care Area 1, who have or suspect they have a substance abuser, dependant or addict in the family.

Family intervention and therapy are an integral part of the service, There is close contact with the Drug Unit in Jervis Street, and detoxification is arranged as considered necessary.

Facilities are available at the Health Centre, Patrick Street, Dun Laoghaire to take blood and urine samples as required, for analysis at Jervis Street Hospital. Close liaison is maintained with the different services and orgcini sat ions involved in the field of drug abuse.

The Service is provided by two Senior Counsellors in Addiction:-

SPEECH THERAPY SERVICE:

Speech Therapy is concerned with the die* gnosis and treatment of disorders of speech, voice and language. Speech Therapists work with people of all ages and are qualified to treat children and adults whose power of speech is impaired. Referrals for speech therapy are made through a general practitioner or area medical officer, and are by appointment.

The Service in Area 1 is provided by Ms. Aoife Nic Fhionnlaoich Speech Therapists
