Jenne Word Count: 15487 Budapest, Hungary 2019 CEU eTD Collection ABSTRACT Since the beginning of the Syrian civil war (2011), Turkey received huge number of the Syrian refugees. Expectedly, the influx of refugees caused a dissonance among the political parties of Turkey and their migration policies. In this research, I analyze why two left-wing parties might respond in an opposite manner to a refugee influx, with different levels of inclusion. Also, I demonstrate the dissonance between minority and majority party status. I trace minority party politics as inclusive for refugees. This is a rational strategy for minority parties to maximize their constituencies. On the other side, majority party politics demonstrates that ideology is not enough to interpret the migration policies of the political parties. In other words, there are other reasons to see different level of inclusion within the party politics. I refer to historical nationalism as a source of exclusion of the left for their electoral considerations. The method of analysis relies on minority party, political party, and nationalism literature. Hence, in this research, the comparison between ideologically inclusive parties, CHP and HDP, aims to show the failure of scholars who argue conflictual, destabilizing, and polarizer role of minority parties by demonstrating a certain degree of inclusion in a minority party. Despite the introduction of a new assembly in 2018, Turkey’s October invasion of northeast Syria provided ample incentives for the launch of new investigations into HDP members protesting the operation. An agreement between the AK Party and MHP allowed for the elections to be moved from its original date of November 2019 to June 24, 2018. The presidential and parliamentary elections will be held simultaneously on June 24. There are six presidential candi- 2018 dates running in the elections this year. There are ten political par- ties represented in the parliamentary elections with the ballot con- sisting of two alliances and three additional parties. The new system allows alliances to form prior to elections allowing the votes to count towards the threshold for all parties within the alliance. There are two alliances on the ballot, the People’s Alliance and the Na- tion’s Alliance. Additionally, the HDP, the Huda Par party, and the VP are running as unaligned parties. Due to the constitutional changes KILIC BUGRA KANAT, JACKSON HANNON, after the referendum, the prime ministry has been eliminated after this election, and parliament will add 50 additional seats, increas- MEGHAN BACKER ing parliament size from 550 to 600 seats. It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below.     22 February 2021 HDP under even more political pressure There has been a severe increase in political pressure against the HDP, including cases of torture. This comes despite the ECtHR’s ruling on the release of Mr. Selahattin Demirtaş, with its expectation of immediate implementation by the government, and discussion of new reforms in Turkey. A detention warrant has been issued against more than 700 people, and we now face severe anti-democratic practices against our deputies and co-mayors. The following three examples illustrate the pressure we are under. Strip-search and beating of former co-mayor, leaving her too incapacitated to plead in court The HDP’s former co-mayor of Hakkari, Ms. Dilek Hatipoğlu, was sentenced to 16 years and 3 months in prison on 25 March 2016, and her sentence was upheld by the Supreme Court. On 12 February, Ms. Hatipoğlu was transferred from Sincan Prison to Van T-Type Prison, where she underwent strip-search torture. The guards told her to undress at the entrance of the prison. When she refused to undress, she was severely beaten by three guards at a spot hidden from cameras, all her clothes were removed, and she was subjected to a strip-search. On 19 February, she was taken to court for the hearing of another legal case against her. She had a visible black eye and was unable to plead due to the impacts on her health of the battering she had received.
