We have the pleasure to inform you of the launch of a Call for Proposal for the organisation of the European Congress on Intelligent Transport Systems & Services (ITS) to be held in 2010 and 2011.

You will find the Call for Proposal attached, which includes guidelines and task descriptions for organising this event. In addition, information on ERTICO, the ITS Congress Association and past Congresses is enclosed.

The proposal can be submitted for both 2010 and 2011, with the indication of the preferred year, but the selected host country will be chosen for one year only.

Please note that all bids must include supporting letters from the Government, the City and leading Industry of the Host Country. Any submission put forward solely by a Congress Centre shall not be deemed valid by the Selection Committee.

The closing date for submission is 30 June 2007.

Call for Proposal – European Congress on ITS 1

Introduction

Created in 1997, ITS Congress Association organises the European and World ITS Congresses on behalf of ERTICO. ITS Congress Association (ITS CA) has close links with ERTICO which uses the Congresses to promote and disseminate information on its activities. ERTICO also continues to provide the content for the Congress programme and the European and World Congresses will continue to use ERTICO’s name and logo.

Co-operation is the key to any successful venture. ERTICO and ITS Congress Association work very closely together in order to achieve the best quality events possible.

The European Congress and Exhibition is held in each year that the World Congress takes place outside Europe and is held in May/June. This event has already been held in the following cities:

1999: Amsterdam, the Netherlands (over 3000 participants; over 135 exhibiting companies)

2001: Bilbao, Spain (over 1000 participants; over 30 exhibiting companies)

2002: Lyon, France (over 750 participants; over 50 exhibiting companies)

2004: Budapest, Hungary (over 1000 participants; over 40 exhibiting companies)

2005: Hannover, Germany (over 1900 participants; over 60 exhibiting companies)

The next planned events will be held in June 2007 in , and in June 2008 in Geneva, Switzerland.

Call for Proposal – European Congress on ITS 2 Basic Conditions for Applying to the Call for Proposals

1. The choice of the city, as the venue of a Congress on Intelligent Transport Systems (ITS) is conditioned by the signature of an agreement between ITS Congress Association and the Host. A copy of the draft of the agreement can be sent on request.

2. The Host should be constituted of representatives from National Ministries of Transport, Communications or other, in charge of ITS; Regional and Local Public Authorities; the City; ITS related industry, or be represented by an Organisation created for the sole purpose of working on behalf of the latter for the Congress. In this case, ITS Congress Association will receive the status of the Organisation.

3. It is hereby stipulated that the co-operation between the parties is not to be of a permanent nature, but is rather temporary and occasional, and can vary in accordance with the needs of ITS Congress Association and the availability of the Host.

4. For the purpose of greater clarification and efficiency, this document stipulates the general provisions, which are used to regulate the co-operation between ITS Congress Association and the Host.

5. All side events organised or supported by the Host and taking place during the congress need the approval from ITS Congress Association. ITS Congress Association will support the Host in finding ways to offer attractive special arrangements for the participants of such events combined with selected congress activities.

6. ITS Congress Association and ERTICO have licensed Brintex, a UK based Company, as the official “PCO” for the organisation of the ITS Congresses. Brintex may also undertake duties on behalf of the Host under separate contractual arrangements and at the Host’s own costs.

7. Based on the Host’s proposal, ITS Congress Association will be responsible for choosing the venue in co-operation with Brintex, who will contract with and make all payments to the venue provider. The contract between Brintex and the venue provider will specify the Congress and Exhibition facilities and supporting services to be provided by the venue provider. A separate agreement to be signed between Brintex and the venue provider will specify the congress and exhibition facilities and supporting services to be provided by the venue provider.

8. The proposal can be submitted for both 2010 and 2011, with the indication of the preferred year, but the selected host country will be chosen for one year only anyway.

A. RESPONSIBILITIES AND OBLIGATIONS OF THE HOST COUNTRY The European Congress on Intelligent Transport Systems (ITS) will take place in the selected country, in the years 2010 and 2011, on the condition that the Host carries out the following activities:

A.1. Creation and Organisation of Committees

A.1.1 National Organising Committee (Steering Group) This Committee, which includes high-level representatives from Industry, Finance and the Public Authorities on all levels (national, regional and municipal) in the Host Country, is created for the purpose of facilitating the promotion of the aforesaid Congress and, to this end, shall establish contact by mail with personalities holding equivalent positions in Europe. The Host will nominate appropriate members of the National Organising Committee for approval by ITS Congress Association to be their representatives in the European Programme Committee.

Sub-Committees The National Organising Committee may establish sub-committees and other task groups to carry out certain of its tasks and to look after specific aspects within the Host’s responsibilities.

A.1.2 National Logistics Committee This Committee shall include the persons participating in logistics activities (Professional Congress Organiser (PCO), Conference Centre, Conference Bureau, the City and other entities). Among other responsibilities, the Committee must advise ITS Congress Association on the logistical aspects and verify whether the Host receives information on the progress of the work for organising the Congress.

A.1.2.1 Conference and Exhibition Centre The National Logistics Committee must provide advice to ITS Congress Association, whenever requested to do so, with regard to the logistical questions relating to the Conference and Exhibition Centre, and must arrange with Brintex the cost estimate and contract terms. In a separate contract, the management entity of the Congress Centre must ensure that the deadlines, terms and cost estimate, as accepted, will remain in force until the end of the year of the event, adjusted in accordance with the annual rates of inflation.

Call for Proposal – European Congress on ITS 4 The ways in which the cost of the Congress venue can be financed is very important for the decision process on the organisation of the event.

Please stipulate clearly how the Host can participate in covering these costs.

Requirements for the Congress and Exhibition Centre:

- 1 auditorium for +/- 1,000 pax for the Opening Ceremony - 2 session rooms of 200-250 pax for Executive and Special sessions - 5 session rooms of 80-150 pax for Technical sessions - exhibition space of 5.000 m² gross

A.1.2.2 Social Events The National Logistics Committee shall supervise the organisation of the social events, which are the full responsibility of the Host (see point A.2).

A.1.3 National Sponsorship Committee Please note that the sponsorship will be part of a separate agreement with ITS Congress Association. In the bid of the Host, the items to be sponsored should be stated clearly indicating their cost in EUR (€) in order to compare best offers.

This Committee must develop and implement a sponsorship strategy for the Congress aimed at the public authorities and industry. It will need to sponsor a range of aspects, including:

‹ The social events (as described in point A.2) ‹ The Opening Ceremony (see point 1.4.3) ‹ The bags, pens and notepads for the Congress delegates ‹ Coffee breaks ‹ Buses in order to provide a continuous link between the hotels and the Congress Centre, and to Social Events ‹ The reception and assistance points in airports and hotels ‹ City street maps and other tourist information, tickets for museums… ‹ Free Public Transport passes for the duration of the Congress ‹ Organisation of showcase and demonstrations ‹ VIP Cars ‹ Simultaneous translation. If requested, will be at the Host’s expense.

Call for Proposal – European Congress on ITS 5 A.1.4 Programme Committees

A.1.4.1 National Programme Committee A National Programme Committee is to be created in order to verify whether the general programme for the Congress includes all of the aspects of Intelligent Transport Systems (ITS) relevant for the Host Country.

A.1.4.2 Proposal for Selecting the Logo and Theme for the Congress The National Programme Committee is responsible for proposing the Logo and Theme for the Congress; the final choice shall be made, jointly, by the Host, ERTICO and ITS Congress Association.

A.1.4.3 Organisation of the Opening Ceremony The Host will be responsible for delivering and financing (including through sponsorship) the Opening Ceremony. The proposal must be agreed upon by ERTICO and ITS Congress Association. In the bid, it should be clearly stated what the programme of the Opening Ceremony would include.

A.1.4.4 European Programme Committee The members of the National Programme Committee must participate in the meetings of the European Programme Committee (EPC) and carry out their activities by participating in the verification of drafts for papers, etc.

A.2. Social Events The Host, in collaboration with all of the National Committees, shall organise the activities below. These items will also be included in the side agreement with ITS Congress Association, as part of the sponsorship scheme.

A.2.1 Gala Dinner The Host will be responsible for delivering the Gala Dinner which will take place in the evening of the last full day of the Congress, and which will cater for up to 700 people. This activity will be financed partly by the sale of tickets to the attendees (max 100 EUR incl. VAT) and partly by the Host, including through sponsorship. ITS Congress Association should be briefed on the proposed programme of such an evening, including information on the location, the accessibility and the total cost per person.

Call for Proposal – European Congress on ITS 6 A.2.2 Welcome Reception The Host will be responsible for delivering and financing (including through sponsorship) the Welcome Reception that will take place on the first day of the Exhibition, and which will cater for up to 1,000 people. This reception could be held in the Exhibition hall of the venue to enable those in attendance to establish contacts with the exhibitors without formalities.

A.2.3 VIP Dinner The Host will be responsible for delivering and financing (including through sponsorship) a VIP Dinner to take place following the Welcome Reception and which will cater for up to 150 invited persons. This VIP Dinner will be attended by the speakers at the plenary sessions, high-level representatives of public authorities, members at the industrial sector, members of the different committees. The Host will issue the invitations as requested by ITS Congress Association. (80 people named by the Host, incl. sponsors if needed, and 70 people named by ITS Congress Association in collaboration with ERTICO).

A.3. Technical Visits The Host will propose to ITS Congress Association and organise a series of half-day and full-day technical visits within easy reach of the Venue for inclusion in the Congress programme. In addition, the Host could propose a number of technical tours in other parts of the country. The cost of these tours will be the responsibility of the Host and may be met from additional fees charged to delegates and/or from sponsorship. Brintex will collect any fees for visits on behalf of the Host and will remit these to the Host net of collection costs within one month of collection.

A.4. Pre- and Post- Congress Tours The Host will propose to ITS Congress Association and organise a series of pre- and post- Congress tours for delegates and accompanying persons. It is intended that these tours will enable participants to visit technical and tourist locations in the country. The cost of these tours will be the responsibility of the Host and will be met from additional fees charged to delegates. Brintex will collect the fees for these tours on behalf of the Host and remit these to the Host net of collection costs within one month of collection.

A.5. Accompanying Persons Programme The Host will organise and deliver visits and events suitable for accompanying persons’ participation concurrent with the Congress. The cost of these tours will be the responsibility of the Host and will be met from additional fees charged to delegates. Brintex will collect

Call for Proposal – European Congress on ITS 7 the fees for these tours on behalf of the Host and remit these to the Host net of collection costs within one month of collection.

A.6. Showcase and Demonstrations The Host will propose to ITS Congress Association and organise a showcase and/or demonstrations on a outdoor demonstration area for companies and R&D project consortia to demonstrate innovative ITS solutions during the ITS Congress, for delegates and accompanying persons. The basic requirements relate to the distance between the demo and Congress area, track outline, area size and markings, security and access to public roads. Each demo will have its own requirements but firstly there must be a confirmation that such demonstration area will be available. Brintex will collect the participating companies fees on behalf of the Host and remit these to the Host net of collection costs within one month of collection.

A.7. VIP Cars The Host will organise and deliver 10 VIP cars for the duration of the Congress and also one day prior and after the event.

A.8. Promotion, Media and Public Relations activities ITS Congress Association, ERTICO and Brintex, assisted by the Host, will produce a detailed programme for promotion of the Congress. The Host is responsible for promoting the event in the Host country, Brintex in the rest of the world. This latter should contract a professional Communication agency to take charge of all public relations and media activities. The bid should clearly explain the promotional activities that the Host will carry out over a period of two years (1 year before the event and the year of the event). The Host shall send letters of invitation to the National and Regional Ministries/Departments, Town/City Councils and industrial entities in order to promote attendance to the Congress and awaken interest in Intelligent Transport Systems.

B. ITS CONGRESS ASSOCIATION’S RESPONSIBILITIES AND OBLIGATIONS ITS Congress Association is the official organiser and co-ordinator of the Congress on behalf of ERTICO. The following responsibilities and obligations fall upon ITS Congress Association:

B.1 Management of the Programme ITS Congress Association will be responsible for the preparation of the programme for the ITS Congresses in accordance with the decisions taken by the European Programme Committee. The programme will define the structure of the sessions, the call for papers, co-ordination of the procedures for evaluating the papers and correspondence with the authors and speakers. ITS

Call for Proposal – European Congress on ITS 8 Congress Association will work in co-operation with the Host and ERTICO for the nominations of speakers and the organisation of the Opening Ceremony.

B.2 Handling and Printing of Brochures ITS Congress Association and Brintex are responsible for the production of the brochures necessary for the Congress, which must include the information received from all of the interested parties (ERTICO, National Welcome Letter Committee, Brintex providing the logistical information, etc.). Please note that the brochures will be in English only. If translation is necessary, it will be at the cost of the Host.

The following brochures are planned to be published:

‹ Call for Papers (October 2009 for 2010, October 2010 for 2011) ‹ Preliminary Programme (March 2010 and 2011) ‹ Final Programme (Date of Congress 2010 – 2011)

ERTICO, ITS Congress Association and Brintex, together with the Host shall distribute the brochures in an agreed timeframe.

B.3 Handling and Production of Events on CD ROM ITS Congress Association shall co-ordinate the final papers and prepare an interactive CD- ROM for distribution during the Congress (English only).

B.4 Logistical Co-ordination with the PCO and other Subcontractors ITS Congress Association and ERTICO have licensed Brintex as the PCO for the organisation of ITS Congresses. All details are contained in that License Agreement. Brintex shall maintain direct contact with the Congress Centre and the PCO (if needed) and must be informed of any logistical issues referring to the organisation of the Congress. ITS Congress Association and Brintex are responsible for making the final decisions on logistical matters.

B.5 Management during the Congress ITS Congress Association, in conjunction with Brintex are responsible for management at the Congress venue, throughout the duration of the Congress, and shall provide assistance to all of the speakers and those in attendance, as necessary.

B.6 Exhibition An Exhibition shall be organised at the same time as the Congress. Full responsibility for managing this Exhibition falls upon Brintex, licensed by ITS Congress Association and ERTICO.

C. FUNDING The exclusive responsibility for financing the ITS Congresses and the Exhibitions falls upon Brintex under its license agreement with ITS Congress Association and ERTICO, except for the items under the Host’s responsibility set out in section A of this Heads of Agreement, for which the Host will notify, to ITS Congress Association, the details of the financial arrangements. This budget will be updated as necessary by the Host.

D. RESULTS As a quality and delivery management mechanism; ITS Congress Association, Brintex and the Host will carry out the activities stipulated in this Heads of Agreement and inform each other on a regular basis as agreed concerning their progress and the results obtained. If either party is unable to carry out any of the activities described above, it will inform the other party in writing as soon as possible. Both parties will then agree on the most appropriate remedial action.

E. CONTACT PERSON Each Party will appoint a principal representative as the primary contact person throughout the implementation of this agreement. Unless expressly authorised to the contrary, both Parties and their principal representatives will refrain from signing agreements, documents or deeds on behalf of the other Party without having first obtained authorisation from the first party.

F. CANCELLATION ITS Congress Association reserves the right to cancel the European Congress on Intelligent Transport Systems (ITS) if the Host Country fails to carry out the activities mentioned earlier in a satisfactory manner.

G. CONFIDENTIAL CLASSIFICATION PROTECTION CLAUSE The Parties undertake not to divulge confidential information and data to third parties without the prior written agreement of the other party, save when required to do so by law. ITS Congress Association asserts that it is the owner of the information relating to the event, comprising database and mailing lists, the programme structure, the paper management system and the Congress website as well as the different titles and logos. The information can be used by Brintex under the conditions set out in the License Agreement between ITS Congress Association, ERTICO and Brintex. The Host may also use the information for the purpose of carrying out its responsibilities as set out in this agreement between ITS Congress Association and the Host and its associated side agreements.

Call for Proposal – European Congress on ITS 10 H. EXECUTIVE COMMITTEE A Co-ordinating Committee will be established to evaluate the parties’ progress in implementing the matters considered herein and to propose whatever actions are necessary for the better accomplishment of the purpose established in this agreement. The Co-ordinating Committee will be comprised of a maximum of six members, three nominated by ITS Congress Association and ERTICO and three nominated by the Host. The Co-ordinating Committee will also meet to resolve any disputes that may arise between the parties.

I. LEGAL EFFECTS This agreement represents the desires and understandings of the parties to date. It can be amended or revised by common consent of the parties if such revisions are required to cope with unforeseen external developments. This agreement (and, in particular, any dispute as to the validity of this Section I) shall be governed by and construed in accordance with Belgium law. The parties agree to seek assistance by mediation before taking legal action.

J. PROCESS AND DEADLINES

A selection Committee will evaluate the bids during summer 2007. A second check in depth will take place later on (re. on-site site visit, host budget, plans ITS interests, meeting all the requirements…) and the Committee will submit the three best offers to the ERTICO Supervisory Board meeting to be held in autumn 2007.

Welcome Letters

n my role as Vice-President responsible for Transport in the European Union, I intend to promote intelligent transport systems and I innovation in transport. Using intelligence built into our vehicles and infrastructure can only have a positive long term contribution to resolving the problems we face in terms of congestion, reliability, security and the environment. The introduction of intelligent transport systems (ITS) will greatly facilitate the interaction of modes working together in sophisticated logistics chains.

Our transport policy White Paper stresses the role of intelligent transport systems in meeting this challenge of delivering fast, reliable and safe transport networks across the European Union.

European Union support for ITS continues across all modes of transport and will more and more seek to draw on the advantages of each of the transport modes working together in combination. The separate modes stand to benefit from the development of the GALILEO satellite navigation system. In the coming years I expect that ITS will occupy an even stronger place in EU policy, both in terms of promoting the outcomes of research and in assisting to bring maturing transport technologies into daily use.

The past decade has also seen profound changes to the way enterprises organise their logistics operations. The days when enterprises separated out their various functions such as order processing, production planning, warehousing, and transport are in the past. Nowadays, there is a consolidation of these operations evolving into well developed logistical supply chain management. Information and Communication Technologies will play a particularly important role in this process and by using these technologies the flow of goods and the information relating to them, whether for commercial or administrative purposes, will come closer together leading to more efficient management.

To succeed in today’s global and highly competitive economy, Europe needs to optimise its performance in many areas. Enterprises increasingly identify the optimal logistics to ensure their resources are used as efficiently as possible. Optimal logistics rely on seamless co-modal transport networks where all modes complement each other. Reliability and price effectiveness are the challenge.

My aim, as European Commissioner responsible for Transport, is to optimise the use of the European transport network using all the most up-to-date tools and services available from intelligent transport systems and logistics. I wish you a successful Congress, and look forward to working together in moving Europe forward.

s Minister for Transport and Energy, I am proud that the 6th European Congress will be held in Denmark. From a transport policy A point of view, due to the increasing traffic density on our main roads, we have a rising challenge in securing accessibility to the existing road network. The provision of environmental and traffic safety measures is a natural part of securing accessibility. I attach great importance to the application of new technology within the transport sector in order to solve encountered problems, and it is my hope that this Congress will encourage the further development of new technologies across Europe.

n behalf of ERTICO and its Partners, I am very pleased to invite you to the 6th “ITS in Europe” Congress and Exhibition to be O held in Aalborg, Denmark on 18 – 20 June 2007.

There are a number of key reasons why Aalborg is such an ideal host city for the event. Located in the County of North Jutland, Aalborg is known as the “IT lighthouse” of Denmark, as its University educates the highest number of engineers in the country and the region is known for its electronics, telecommunications and mechanical engineering industries. The County has also earned its place as a traffic hub for the transport of goods to all of Scandinavia, and is part of the Nordic Link cooperation between Denmark, Norway and Sweden. It is also experiencing tremendous ITS development. Last but not least, Aalborg is a dynamic and lively city full of history and modern art, and is situated close to the largest Scandinavian viking burial site.

Aalborg has chosen the Congress theme of ‘Time for Intelligent Move’, and the event will focus on business, organisational and social models for deploying ITS – and in particular, the innovative ways of financing mobility. The various sessions will showcase concrete ITS solutions for improving road safety, the security of goods, people and vehicles as well as transport efficiency. Intermodal transport will also feature in the Congress programme as well as sessions dedicated to determining how ITS can help reduce the environmental impact of mobility. The concurrent Exhibition will serve to display these related innovations with the entire ITS community.

I am certain that Congress delegates will enjoy delightful Denmark at its midsummer best, bask in warm Danish hospitality and make the most of Aalborg’s cultural attractions during their stay.

Aalborg 2007 promises to be an exceptional event for all stakeholders involved in ITS. I do encourage you make an ‘intelligent move’ and participate in this Congress!

3 The Event

This Congress is organised by ITS Congress Association, on behalf of ERTICO, in co-operation with ITS Denmark, the County of North Jutland and the City of Aalborg. The Congress is a fantastic opportunity for transport executives and members of the ITS community to meet and make the necessary contacts to move initiatives forward. This brochure provides a taste of what this event has in store and invites you to be part of the action by sharing your expertise as part of the programme. ITS’07 in Aalborg will arrange numerous technical visits to the region of North Denmark. Thanks to Aalborg's location, interesting sights in Copenhagen, Oslo and Gothenburg are also within easy reach. The technical visits will give the delegates first-hand insight into some of the ITS successes and development projects. A range of demonstrations and pilot projects are being established in order to demonstrate current technologies and research projects. The projects will be shown either during actual technical visits or alternatively the results will be presented during the Congress Sessions. If possible, projects will be continued and presented at the 16th World Congress on ITS to be held in Stockholm in 2009.

Congress Format

Plenary Sessions All attendees are welcome to the Opening and Closing Ceremonies, in which key personalities from both European authorities and Denmark will present their personal views on important ITS issues. Executive Sessions During these sessions, invited high-level industry executives and public officials from around the world will share their perspectives and experiences. They provide an exciting opportunity to learn about and help plan future ITS initiatives. Special Sessions Organised at the request of organisations or experts developing and deploying ITS, these interactive, tailor-made meetings will delve into topics and offer fresh perspectives and insight. It is also possible for external organisations to plan their own series of co-ordinated sessions as part of the Congress Programme. Technical/Scientific Sessions These sessions are composed of presentations by international experts on varying ITS-related topics encompassing all of the technical, economic, organisational and societal aspects of ITS. They aim to encourage and enable the exchange of information on every aspect of ITS deployment ranging from improving the operational use of systems and services to research and planning for supporting new applications. Interactive Sessions Interactive Sessions are a series of poster presentations on vertical display boards. Lasting for three hours, they have the same status as the Technical and Scientific sessions, but allow for more informal and vivid discussions for richer feedback between the presenter and audience. The presenter overviews his/her work in front of his/her posters and answers questions using the detailed posters and/or PC screen. Business-to-Business Meetings - NEW!!! Congress delegates will be given the opportunity to arrange meetings before, as well as during, the Congress in order to discuss business opportunities and exchange ideas.

4 Technical/Scientific papers Submission

In a global world, transport must be effective and seamless, while protecting lives, the environment and values. Having almost unlimited access to intelligent technology, it should be easy to achieve these goals, but the effective implementation is hindered by organisational, social, financial and/or political issues. To overcome these obstacles we need research, demonstration of best practice and high-quality evaluations showing the successful results achieved throughout Europe. The main purpose of this Congress is to exchange knowledge about results achieved. This Call for Papers is organised around 6 main topics relating to the benefits of technology in order to show specific results form the basis for this Congress. The European Committee therefore invites ITS experts to submit a draft paper to be considered for presentation and publication at the Aalborg 2007 Congress. Submitted papers must be original and should report on recent significant and substantial results. Predominantly commercial papers will not be accepted. Authors may submit papers for conventional Technical or Scientific Sessions. Scientific papers should concentrate on research and scholarship, as they will be independently evaluated in accordance with academic journal standards. Either type of paper may be put forth for an Interactive Session, which is very effective for establishing valuable contacts and information exchange. To identify the main subject of your paper, please select one topic and one focus area out of the two lists below. Detailed submission guidelines are available on the Congress website: www.itsineurope.com. Please note that English is the official Congress language. Papers not submitted in English will automatically be rejected. Upon completion of your contribution, you will receive an acknowledgment e-mail confirming your paper’s number, contact details and chosen topic and focus. This does not mean that your paper has been accepted! Authors may submit up to three papers. Draft papers will be reviewed and all applicants will be notified of their paper status by mid-February 2007. Authors whose draft papers have been selected must submit their final paper online by 4 May 2007 for accepted papers (Note: by 13 April 2007 for conditionally accepted papers) to allow for their publication in the Congress Proceedings. Speakers are also requered to register for the Congress when submitting their final paper.

As the fourth largest city in Denmark with some 160,000 inhabitants, Aalborg is a bustling university city boasting a lively, intimate and historic city centre.
