Newsletter May 2020 In what is turning out to be an extraordinary year, it has been necessary to cancel our Annual Parish Meeting. Instead, we have compiled this Newsletter to provide a round-up of events at the parish council over the past year and to share the end of year accounts with you. Myself and the Councillors hope you are all keeping safe and well, and that by the time you receive this the lockdown restrictions may have eased slightly. In the meantime, please keep safe. Paul Gordon, Chairman, 28 May 2020 Parish Council news Page 1 Online meetings Online Meetings In order to keep 'business as usual' as much as possible, we held our first online meeting via Zoom on 12 May and it was a great success. The next online meeting is Vacancy for a Councillor on 14 July and the Agenda will be published a week before. Parishioners wishing to Planning applications attend the meeting are invited to email the clerk for log-in details: Roads [email protected] Parking Vacancy for a Councillor Janice Rosen resigned as Councillor on 12 May and Councillors wish to thank Page 2 Janice for her long service on the Parish Council and the Bossingham Village Hall Committee. A notice of vacancy will be published as soon as it is received from CCC. Bossingham Playing Field Trees Planning applications Oak tree & marker posts It has been a busy year for planning applications in the parish, and between April 2019 and March 2020, Councillors considered and commented on 23 applications, The Hop Pocket large and small. Parishioners have been welcomed to our meetings to air their views Parish Grant Awards 2020 which are all taken into account. It should be noted though, that sometimes the CCC New PC website planning department do not take as much notice of Councillors' and parishioners’ comments as we would wish. KALC Community Awards Thanks Roads Councillors regularly report potholes to KCC, and our Parish Highways Steward is on Page 3 hand to deal with emergencies, eg. flooding on the corner of Hardres Court Road and Rectory Lane where silt clearing efforts appear to have solved the problem. For now. Please park legally and considerately; we Annual accounts would rather not have to resort to double yellow lines in the parish. 1 Bossingham Playing Field Following government advice, the playing field has been closed since 2April. Please respect the closure until we receive official guidance that it is safe to reopen. Trees In the interests of safety, and to hopefully prevent further damage to the Village Hall from tree roots, in March we commissioned a survey from an independent arboriculturist of the parish council owned trees in the grounds of the Village Hall and Playing Field. We will be acting on the more urgent recommendations made later in the year. Oak tree and Marker Posts The diseased oak tree was removed by KCC in April 2019 and they have since planted a replacement tree. As a fitting tribute to the 100 year old tree, and in honour of the Belgian refugees who donated it at the end of WWI, its wood has been cut into two tall Marker Posts, expertly engraved by The Oak & Rope Company in Bridge. Discussion is underway as to where these will be installed, and current thinking is for one outside the Village Hall, and one near the memorial bench on Manns Hill. www.theoakandropecompany.co.uk The Hop Pocket When extensive renovation work can be completed, the new owners aim to reopen to provide a community pub, tea room and reading room. Due to Covid-19 restrictions, no timings on this can be reported at the moment. Parish Grant Awards 2020 Applications for our annual grant awards were received from Bossingham Pre-School and Hardres & Stelling News and both were successful, being awarded £250 each. The grants pot holds funds for two more years, after which we will review the situation. New Parish Council website Clare, our Clerk, has produced a new website which is compliant with Accessibility Regulations. It is updated regularly with Agendas, Minutes and the latest information on the Covid-19 situation. It has a growing gallery of local images, thanks to photographs supplied by parishioners, some of which are reproduced in this newsletter. Do have a look at www.upperhardrespc.co.uk Kent Association of Local Councils (KALC) Community Awards This is the third year we have arranged for a KALC Community Awards Scheme certificate to be presented. The presentation would normally take place at the Annual Parish Meeting, but in this unusual year, it will have to be by post instead. This year's award goes to Robert Veltman, Parish Footpath Warden, who Councillors nominated in recognition of his knowledge and dedication to walking, checking and reporting issues with our parish footpaths, which is very much appreciated. Thanks also to... - John Pitcher, our volunteer Parish Tree Warden who, as well as keeping an eye on all things tree-related in the parish, also looks after the planting at the War Memorial and the flowerbed at the entrance to the Village Hall. We are sure you'll agree that John does a great job in keeping Bossingham in bloom, and we all appreciate his efforts. - David Webb, who keeps an eye on Bossingham Playing Field (when it is open), and informs our Clerk of any issues with the sometimes unemptied bin. - and finally... thanks to all parishioners who help with litter picking and keep the parish spic and span. 2 Bossingham Village Hall In October last year, a new Bossingham Village Hall Management Committee was formed. The Hall has a new boiler and the ongoing insurance claim to repair subsidence is nearly completed. The hall received much needed donations from residents and the charity, Making A Difference Locally, which went towards a new thermostat for the hall and other maintenance and repair jobs. Hall bookings have started to increase, and the committee ran several successful fundraising events. The committee were successful in obtaining a grant to help upgrade the kitchen facilities which forms part of the overall plan to improve the hall and ensure it remains a vital part of the local community for years to come. A new website allows viewers access to the bookings diary and online bookings can be made: www.hallbookingonline.com/bossingham/ All was going well and then COVID-19 restrictions came into effect and the Hall has been closed in line with government guidelines since 20 March 2020. With the loss of income from our regular bookings and the Windmill Fete and other planned fundraising events being cancelled, this would have had a significant impact. However, the hall has received a Retail, Hospitality and Leisure grant from Canterbury City Council for the Covid crisis which has reduced the financial risk to the continued operation of the Hall. Mark Rosen, Janice Rosen, Dan Hamlin and Graeme Faber resigned from the Village Hall Committee during this year and on behalf of the committee, I would like to thank Contact details them for all their support given to the hall over a number of years. In line with on-going government advice and guidelines, once it is safe for the Village Hall to re-open, we look forward to welcoming everyone back. Nick Waldron Parish Clerk: Concurrent Functions Funding (CFF) Clare Hamilton For many years, Canterbury City Council has provided annual Concurrent Functions [email protected] Funding (CFF) to 'reimburse expenses incurred by parish councils for the delivery of tel 01303 257321 services which are provided by the city council in urban areas'. These funds cover the cost of grounds maintenance and bin emptying at the playing field, and the cost of the annual playing field safety inspection. Bossingham This year, CFF is under review, and from 2021 may be lost altogether. If this is the Village Hall case, the parish council may need to increase the Precept in order to cover these Chair: costs. We will, of course, keep you fully informed of the outcome of CCC’s decision. We keep a healthy amount in our unrestricted funds to meet any unexpected expenditure.
